The City of Patterson’s Public Works Department is seeking to fill (1) one part-time Maintenance Worker I position and to establish an Eligibility List.  In this entry level class in the Public Works Maintenance Worker series, employees are trained and learn to become gradually more independent in, performing unskilled and semi-skilled manual labor in the repair, maintenance, construction, landscaping and cleanup of public works, parks and city facilities and services.  Duties include but are not limited to assist with digging out, breaking up and hauling away damaged sidewalks, gutters, curbs, and asphalt pavements; assist with painting street signs, crossings, crosswalks, curbs and centerlines; assist in repairing or installing landscape irrigation systems; learn to trim, prune, and remove landscaping and shrubbery; learn to operate a variety of trucks and equipment, including dump trucks, vactor trucks, rollers, front-end loaders, backhoe, tractors, air hammers, pavement breakers, lawn mowers, and other turf equipment; performs related duties as assigned.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four-year college with major courses in business administration, public administration, or a closely related field, and four (4) years of experience with management and supervisory responsibility for revenue collection functions or business facility management and development. Progressively responsible related experience may be substituted for the college course work on a year-for-year basis.

Other requirements include the ability to travel to various locations within and outside the City of Berkeley to fulfill the job responsibilities. When driving on City business, the incumbent must maintain a valid California Class C or higher driver's license and a satisfactory driving record. Certification as an Administrator of Public Parking (CAPP) by the International Parking Institute highly desirable.

This position reports to report to the Utilities Field Supervisor and performs customer support services and assists with the implementation of water conservation programs and recycled water use guidelines.

Glenn County is recruiting individuals to fill three full time and multiple Part Time/ Extra Help positions in the Public Works Agency. The Public Works Maintenance Worker I/II/III position performs a variety of semi-skilled and skilled labor in the construction, maintenance and repair of County roads, bridges, and other related structures, and in various traffic control maintenance and  repair activities of the Public Works Agency; operates a variety of construction, maintenance and transportation equipment as necessary to complete daily tasks at the Glenn County Public Works Agency. DEFINITION

Under direction, to perform beginning level civil engineering work of average difficulty in the field and office in connection with the surveying, design and construction of public works projects, and to do related work as required.

EXAMPLES OF DUTIES

Assists in the drafting and preparation of designs, plans and specifications relating to the construction of streets, storm drains, water systems, sanitary sewer systems, structures, traffic control systems, and other public works projects; prepares applications for permits; supervises subordinate personnel; prepares quantity and cost estimates; performs routine land survey and construction inspection work; reduces field survey notes; makes engineering calculations; prepares inspection reports; measures construction quantities; studies flow of traffic for street design purposes; draws diagrams; prepares and interprets legal descriptions for property acquisition; answers questions presented by the general public regarding office activities and routine engineering matters.

MINIMUM QUALIFICATIONS

Knowledge of: Modern civil engineering theory and methods, to include nomenclature and instruments used in engineering office and field work; structural design and layout, basic principles of physics, chemistry, advance mathematics as applied to practical civil engineering work; computer-aided drafting and design; and computer software for spreadsheets and word processing.

Ability to: Learn all aspects of municipal and state laws which pertain to local contracts and plan specifications; learn modern construction methods; write concise technical reports; use drafting, computer aided drafting and surveying instruments; supervise field and office personnel; prepare, read, and interpret survey notes, engineering specifications, construction plans, and legal property descriptions; make difficult engineering computations; understand and carry out technical instructions; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Graduation from a college or university with a Bachelor’s Degree in Civil Engineering, or equivalent or possession of an Engineer-in-Training Certificate from the Board of Professional Engineers and Land Surveyors.

Definition

Under immediate supervision, learns and performs inspection of public works street, highway, bridge and tract right of way construction projects; performs related duties as required.

Class Characteristics

This entry-level classification in the Construction Inspector series reports to a Senior Civil Engineer through a Construction Coordinator in the Construction Inspection Section of the Public Works Engineering Division. It is characterized by the responsibility to learn and to inspect public works construction projects for compliance with codes and specifications. Incumbents' assignments, objectives and work methods are specified; issues of fact are referred to the supervisor; review of work is ongoing and responsibility for achieving work objectives rests with a supervisor. Incumbents' work will gradually be done on a more independent basis subject to occasional review in progress through questions/problems and consultation with the supervisor and the section head. It is distinguished from the next higher classification of Senior Construction Inspector by the latter's technical expertise, performance of fully qualified journey level work with a minimum of supervision, and responsibility to provide training and technical expertise to Construction Inspector incumbents.

 

Essential Functions

• Reviews construction plans, specifications, encroachment permits, and other plans affecting assigned projects.
• Participates in meetings to discuss construction details and resolves issues with contractors and other agencies.
• Conducts on-site inspections of construction materials, grade elevations, underground facilities, construction safety precautions, minor concrete structures, street light installations, traffic signal installations, traffic control devices, and erosion and siltation control installations to determine compliance with contract plans and specifications, and with city and other governmental regulations.
• Makes field measurements.
• Ensures conformance with applicable safety standards and regulations.
• Assists in coordinating materials testing.
• Identifies problems.
• Monitors the correction of project deficiencies.
• Identifies and recommends approval of necessary contract and/or plan adjustments to accommodate field conditions.
• Maintains daily diary and field records of material and quantities used.
• Calculates and recommends formal approval of appropriate progress payments to contractors for work completed.
• Investigates citizen complaints related to encroachment and/or grading violations.

Minimum Qualifications

Knowledge, Skills and Abilities

Knowledge of: Surveying and construction staking (grade-setting) practices; standard construction practices including specifications, methods, materials and equipment; mathematics through plane geometry and trigonometry; methods and techniques of materials testing; soil types and characteristics; standard specifications and construction details book (both City and State); construction safety standards; OSHA and CalTrans Traffic Control Devices Manual; traffic safety.

Skill in: Driving an automobile on paved and unpaved surfaces; operating surveying equipment; and preparing field sketches.

Ability to: Evaluate quality of construction and construction materials; determine safety implications of construction techniques; perform mathematical calculations through plane geometry and trigonometry; read blueprints; read public works construction and topography maps and grading plans; determine and verify elevations using hand level and calculator; communicate effectively with individuals from a variety of cultural and socio-economic backgrounds both orally and in writing; resolve inter-personal conflicts; identify problems, evaluate alternatives and arrive at logical decisions; read and interpret complex regulations and technical documents, including plans and specifications; understand and use standard engineering and hand held tools used in Public Works Construction Inspection; learn city encroachment and underground ordinances.

Any combination of education and/or experience that has provided the knowledge and skills necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge and skills would be: Graduation from high school and four years experience in a field related to street/highway construction; 60 semester units of college education in engineering, construction techniques and methodologies or building inspection may be substituted for two years experience in construction.
