JOB DESCRIPTION: The Park Ranger Assistant provides information and assistance to the public and enforces laws, rules and regulations (including sections of the Fremont Municipal Code) pertaining to park and recreation facilities.

EXAMPLES OF DUTIES (This is a general description of duties and is not all-inclusive)

• Responsible for patrol and general supervision of Central Park and its recreation facilities and picnic areas
• Give information and provide assistance to the public acting as a City of Fremont liaison
• As a Public Officer, may enforce the Fremont Municipal Code within the park system including issuing citations
• Knowledgeable of the rules, regulations and ordinances of the City of Fremont park operations
• Maintain continual radio communication with other staff
• Provide traffic and parking control as needed
• Provide emergency animal services
• Conduct historical and natural history interpretive programs for children and adults
• Responsible for patrol/supervision of other facilities/ parks throughout Fremont as needed
• Perform minor maintenance work on equipment and facilities

MINIMUM QUALIFICATIONS

• Must be at least 18 years old; Over 21 preferred
• Must possess and retain a valid class C California Driver's License
• Willingness to comply with suspected child abuse reporting (11166.5 PC)
• Employees are required to be certified in Adult/Child CPR & First Aid from American Red Cross, American Heart Association or supervisor approved equivalent. Employees must be certified within 30 days of hire date or prior to the first day of work, whichever occurs earlier.
• Fingerprinting and negative TB test results are required
• Must submit verification of legal right to work in the United States as a condition of employment
• Must have ability to pass a physical examination
• All candidates must meet the following physical requirements:
  • Swim 50 yards without stopping
  • Sit or stand for long periods of time (90% of assigned shift, possibly in excess of 10 hours)

• Supervise public use to enhance recreation activities and insure safe and legal use
• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

• Maintain a high degree of confidentiality in performing all aspects of assigned responsibilities
• Respond to emergencies in a timely and safe manner and produce competent reports of incidents and injuries
• Recognize hazardous situations and contain area until help arrives and assist other City departments in the event of major emergencies

SELECTION PROCESS

Qualified application will be evaluated on the basis of related experience and quality of presentation.

The most highly qualified applicants will be invited to an oral interview. Applicant evaluations may include a written and physical test. Satisfactory candidates will be placed on an eligibility list. Placements are anticipated immediately after the list is established. Some placements may be assigned to emphasize public education as the City's needs require.

The Position:
This is complex clerical work involved in central District processes related to the procurement of goods and services, including selection of vendors, volume buying, implementation of bid procedures, scheduling and coordinating deliveries, inventory, assessing availability and quality of goods and services, administering under direction district-wide procurement related tools, such as procurement and gasoline cards, creation of purchase orders, creating and archiving documentation, and assisting the Senior Buyer as needed. Under general direction, the employee provides technical buyer information and facilitates purchasing of both goods and services to all District units. Public contact is extensive, primarily involving District and College staff at all levels and outside vendors for the purpose of exchanging product, procedural, timeline and workflow information. Duties and Responsibilities:

• Exchanges information with District and College staff, vendors, contractors, businesses and community organizations, as well as educational and government institutions regarding purchasing policies and procedures, assistance with vendor selections, pricing, shipping, returns, invoicing, bid timelines, and item specifications
• Serves as a liaison between the Colleges and District Office relative to purchasing procedures and policies
• Attends professional development related meetings, workshops, and other events to stay current on public procurement code and District policies and procedures. Occasional mandatory participation in select professional development conferences requiring travel outside the Bay Area. Willingness to pursue professional certifications in the procurement field
• Assists with presentations to College and District staff regarding purchasing policies, processes, and timelines and confers with supervisor and co-workers to improve customer service to the colleges

Minimum Qualifications:

• Associate’s degree in marketing, business administration, or a closely related field OR an equivalent combination of education and experience
• Successful work experience of increasing responsibility that has included demonstrated skills in volume buying, specification development, securing and evaluation of bids, commodity pricing methods and discounts, and selection of various supply sources

The Greater Vallejo Recreation District is a Special Service District that has been serving area residents for over sixty years. As a Special Service District, GVRD operates as a separate government agency from the City of Vallejo. GVRD manages 407 acres of public park space including 20 neighborhood parks, 10 community parks, 6 special purpose parks, and Olympic-size swimming pool and 4 community centers.  GVRD maintains over 1,000 acres of public land. 

GVRD is governed by a five-member Board of Directors. With 30 plus full time and approximately 155 part-time and seasonal employees, GVRD operates on a 2019-2020 fiscal year budget of $7.9 million for general fund operations and Measure K funding amounting to $2.2 million.  The Measure K funding is being utilized to purchase necessary equipment, improve parks, facilities.

Job Description:

DEFINITION
Under supervision of the Recreation Supervisor, this position manages Recreation staff, programmatic leadership, assigned area budget, and cross departmental collaboration. Top candidates will assist full-time and part-time staff with all Recreation related needs, community outreach, and perform a variety of technical tasks as directed.

SUPERVISION RECEIVED EXERCISED

• Receive immediate supervision from higher level Recreation staff. Work requires supervising and monitoring performance for a regular group of employees (1 or more full and part-time employees) including providing input on hiring/disciplinary actions and work objectives/ effectiveness, performance evaluations, and realigning work as needed. 

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS- Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

• Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations.
• Plans, organizes, schedules, promotes, evaluates, and leads recreational activities in area of assignment.
• Reviews applications and enters reservations in recreation software. Schedules meetings with customers/general public, processes permits and payments, assists with event layouts, and enforces rules and regulations.
• Ensures the safety of equipment, building, and surrounding areas through inspections and takes action to resolve any issues.
• Monitors budget revenues and expenditures. Completes monthly cash flow report and annual end of year report. Proposes new fiscal year budget and justifications.
• Responsible for preparation of programmatic annual budget and justifications.
• Respond to questions, complaints, and emergency situations. Takes appropriate courses of action and notifies supervisor whenever necessary.
• Prepare a variety of administrative and financial reports on activities and operations. Orders supplies, as needed.  Maintains records and invoices.
• Develops a strategic action plan for area of responsibility incorporated as part of the development and implementation of Division and District goals and objectives.
• Completes activity guide list and proposes new programs for the organization. Markets and advertises for new programs.
• Collects fees for classes and/or programs. Issues receipts, balances and reconciles accounts, and  submits to Finance Department.
• Performs related work as required.

WORKING CONDITIONS

Working Conditions and Physical Demands:

• This position is relative free from unpleasant environmental conditions or hazards and requires medium physical effort. 1. Exchanges professional information with District and college staff, vendors, contractors, business representatives, as well as educational and government institutions regarding purchasing policies and procedures, assistance with vendor selections, pricing, shipping, returns, invoicing, bid timelines and item specifications
2. Develops and confirms product specifications and quality expectations and examines total cost of ownership
3. Develops and prepares bid specifications and RFP, RFQ, and RFB documents, analyzes bid results, and prepares reports related to the formal bidding process
4. Attends professional development related meetings, workshops and other events to stay current on public procurement code and District policies and procedures. Occasional mandatory participation in select professional development conferences requiring travel outside the Bay Area. Willingness to pursue professional certifications in the procurement field
5. Attends and conducts meetings and consults with College and District staff, vendors, and others to provide information about the bidding process, development of bid procedures, clarification of product specifications, finalization of contractual agreements, and collaboration on the resolution of problems
6. Administers and oversees administration of the procurement card program, including issuance and cancellation of cards and communications with cardholders and the bank
7. Administers and oversees administration of other District-wide procurement tools, such as reverse auctions, gas cards, or contract management software
8. Participates in and/or provides direction to staff on purchasing transactions requiring specialized technical knowledge or understating of specific commodities, materials, supplies, manufacturers, and District services
9. Analyzes and maintains inventory records and performs fiscal year close activities related to fixed assets and communicates with District external auditors on the fixed asset program
10. Administers surplus and records retention activities throughout the District, arranges for document shredding, and manages disposition of surplus through auctions and private sales
11. Reviews and issues purchase orders for complex procurements and cooperative purchasing agreements and audits and approves routine purchase orders prepared by staff
12. Uses a variety of computer software to research, enter, format, modify, and retrieve data for special and regular reports, documentation, vendor files, trend analysis and presentations, and to perform administrative tasks, such as scheduling meetings and arranging meeting logistics
13. Composes and prepares correspondence and announcements to District staff
14. Analyzes data and systems available to retrieve desired information
15. Maintains online purchasing resource pages, such as forms, purchasing policies, contracts library, training materials library, and other web-based resources
16. Develops training materials on purchasing procedures and delivers one-on-one or group training to District-wide staff
17. Participates in District-wide finance user groups, safety committee, and emergency operations committee
18. Performs other related duties as assigned

Minimum Qualifications:

• Bachelor’s degree in business administration or a closely related field OR an equivalent combination of education and experience
• Successful work experience of increasing responsibility in purchasing and volume buying, specification development, securing and evaluation of bids, commodity pricing methods, discounts and selection of various supply sources
• Possession of working knowledge of bidding, public contract code, and purchasing policies and procedures
• Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff

Physical Requirements:

The Position:
Reporting to the Chief Financial Officer, the Payroll Manager performs professional supervisory work involved with managing and directing computerized payroll production for the District. 2. Oversees the preparation of monthly payrolls for District employees and any retroactive pay adjustments
3. Reviews payroll control reports and approves payroll transmissions
4. Hires, trains, supervises, and evaluates assigned staff and provides feedback, training, and developmental support as needed
5. Establishes and monitors timelines and prioritizes work
6. Supervises the maintenance of District payroll records and reports as required by federal, state, local, and District policy, including meeting STRS and PERS requirements
7. Compiles information and calculations for W-2 reporting
8. Sorts and distributes W-2 forms at year-end and answers questions regarding accessing electronic W-2 forms
9. Oversees W-2 corrections and the preparation of W-2c and W-3c documents

• Prepares monthly income analysis summaries, cash flow statements, and fund balance statements as needed
• Maintains chart of accounts
• Sets up and maintains database and other online resources of data
• Plans and reviews report data and conclusions with management staff
• Monitors and evaluates performance of internal and external computerized financial record systems and develops recommendations, in conjunction with information technology staff, to implement system improvements and upgrades and to maintain effective integration of systems

• Compiles financial data for internal and external audits as needed

• Assists staff in fiscal year-end closing of district records and preparation of year-end reports

Minimum Qualifications:

• Bachelor’s degree in accounting, business administration, finance or a closely related field OR an equivalent combination of education and experience
• Successful work experience of increasing responsibility that has included government fund accounting, financial analysis and reporting; project budgeting, planning, and design
• Experience in the coordination of workloads with people at various levels within an organization
• Skill in complex data research, analysis and reporting
• Skill in the use of spreadsheets and a variety of computer software to compose and prepare data analysis, reports, summaries, correspondence and other materials
• Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff
• Demonstrated skills in written and oral communication, including public speaking and persuasive communication

Physical Requirements:
This classification requires multi-level tasking and strategic planning, attention to detail and organization of financial data, active listening; individual to large-group communication, persuasion, good memory, tact, patience, flexibility and the ability to drive a motor vehicle to off-site locations in order to perform the essential functions.

THE POSITION:

The City of San Rafael Library & Recreation Department, Child Care Division, is accepting applications for Child Care Instructor I to work in our School-Age Programs.  Under the supervision of the Child Care Director or Head Teacher, you will assist in the planning and implementation of daily activities for the school-age program. 

This position performs the following essential job duties:      

• Assist in planning and implementing age appropriate curriculum, activities, and events.
• Provide continuous supervision to children in day-to-day activities; ensures health and safety of children.
• Maintain childcare center, rooms and play areas in a clean, orderly and safe condition; sets up rooms and areas for various activities such as lunch, naps, games, etc.
• Monitor behavioral patterns and assists with assessment and child development profiles.
• Meet with parents as necessary or requested.
• Perform lead work responsibilities over Child Care Aides.

To be eligible for this position you must have knowledge of: 

• Stages and phases of Child Development.
• Appropriate disciplinary techniques.
• Age-appropriate group curriculum and activities.
• Appropriate child guidance methods.

• Prefer possession of a valid California Driver’s License

DESCRIPTION/RESPONSIBILITIES:

     The actual salary shall be determined by the final candidate’s qualifications and experience.  In addition to the starting salary, employees in the Park Ranger classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.
