The City of San José is recruiting for an Enterprise Business Automation and Development Services Manager in the Information Technology Department. As a technical manager, this position will oversee technology at an enterprise level and ensure that technology initiatives across all departments are aligned with the overall business strategies, improving efficiency and coherence in technology implementation. This position will manage the scalability of IT infrastructure to support business growth and integration across various departments, avoiding siloed implementations.

In addition, the Enterprise Business Automation and Development Services Manager would enforce consistent security protocols and compliance measures, reducing risks to the city. Key duties include but are not limited to:

• Budgeting and Resource Allocation: Manage the Business Automation and Development Services budgets, ensuring cost-effective use of resources; Allocate resources for projects and initiatives, balancing immediate needs with long-term goals; Negotiate contracts with vendors and service providers to secure the best terms.
• Cybersecurity and Risk Management: Enforce IT security policies and protocols to protect the organization's data and systems; Monitor for potential security threats and respond to incidents; Conduct regular security audits and risk assessments.
• Vendor and Stakeholder Management: Manage relationships with external vendors and service providers; Ensure that third-party services meet organizational standards and deliver value; Communicate and collaborate with stakeholders across the organization to understand their technology needs and priorities.
• Innovation and Continuous Improvement: Stay current with emerging technologies and industry trends; Identify opportunities for innovation and process improvement; Lead initiatives to adopt new technologies that can improve efficiency, productivity, and competitiveness.
• Compliance and Governance: Ensure that the organization's technology operations comply with relevant regulations and standards; Implement and maintain governance frameworks for IT management; Prepare and submit reports to senior management and regulatory bodies as required.
• Disaster Recovery and Business Continuity: Develop and maintain disaster recovery plans and business continuity strategies; Ensure that backup systems and procedures are in place and tested regularly; Coordinate response efforts during IT emergencies and system outages.
• Performance Monitoring and Reporting: Monitor the performance of IT systems and services, ensuring they meet organizational requirements; Develop and track key performance indicators (KPIs) for IT operations; Report on IT performance, issues, and achievements to senior management.

Salary Information:The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Enterprise Technology Manager (ETM) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

The Information Technology Department is recruiting for a Business Analyst within the City Products-Projects-Portfolio Office (C3PO).

The Business Analyst will play a crucial role in analyzing and documenting business processes, identifying needs, and providing data-driven recommendations to improve the organization's efficiency and productivity.

The Department:
The responsibilities of the City Attorney's Office broadly consist of representing and advising the City Council, City officials, and employees of all City departments in all matters of law pertaining to their offices and departments. This includes appearing on behalf of the City in legal actions or proceedings, providing the City Council with information and advice on wide range of legal matters including litigation and new legislation, and staffing City Council and City Board and Commission meetings as necessary. The City Attorney's Office provides legal advice and support on matters initiated by the City Council, City Manager's Office, and all City departments. Typical work includes research and opinion on various issues; review and negotiation of contracts, leases, or permits; drafting employee policies; review and drafting of resolutions, ordinances, and agenda reports; and preparation of responses to Public Records Act requests.
 
The Position:
The City is recruiting to fill one (1) Assistant City Attorney position. Ideally, the position will be assigned to act as the primary advisor to the City’s Human Resources Department, with additional general municipal areas of work for other departments including but not limited to finance, governance, conflicts of interest, open meetings, and public records.
 
The position is expected to perform a wide variety of legal services ranging from litigation (or litigation management) of  administrative matters (such as internal disciplinary appeals, PERB UPC charges, and CalPERS determinations) to collective bargaining and MOU review/drafting; legal research and drafting opinions; negotiating contracts; drafting disciplinary documents; drafting resolutions and ordinances; providing on-call legal support to all divisions of the Human Resources Department (records, benefits, testing, classification, labor, workers compensation, recruitment, safety, risk management, etc.); and, staffing commission meetings such as the Civil Service Commission and Salary Setting Commission. This position is also expected to perform other duties as assigned.
 
The ideal candidate will have superior legal analytical ability and excellent research, writing and oral communication skills and the ability to deal effectively with City employees, opposing counsel, elected and appointed officials, and members of the public.
 
The ideal candidate will also have experience defending  allegations of misconduct in personnel matters, significant experience advising on human resource issues, including Fair Labor Standards Act, Meyers-Milias-Brown Act, labor negotiations, California Public Employees’ Retirement Law, state and federal benefits/leave laws, state and federal employment-related tax laws, and experience providing training in laws, regulations, policies and best practices in personnel management and workplace misconduct

This is a professional position in the Unclassified Service, is an “at-will” position, and the incumbent serves at the discretion of the City Manager. This position is responsible for performing a broad range of duties, which deal with more complex issues. An incumbent in this classification must exercise independent judgment and discretion; manage, control, and direct employees; and formulate administrative policies for the effective use of assigned personnel. Minimum Qualifications

EXPERIENCE
• J.D. or L.L.B. from an accredited law school;
• Six (6) years recent experience in the general practice of law.  Four (4) years of the qualifying experience must include dealing with municipal, county or state governmental agencies in the State of California;
• One year of supervisory experience is desirable; and
• Trial experience is highly desirable.

CERTIFICATION
• Active member in good standing of the State Bar of California is required;
• Admission to the Federal District Court and Federal Appeals Court Bar is desirable.

LICENSE:
Possession of an appropriate California driver's license is required.

The City of San José Information Technology Department (ITD) seeks a Cybersecurity Analyst (Enterprise Supervising Technology Analyst) to support new and existing initiatives in the Cybersecurity Office. The position will focus on Risk Mitigation as well as Identity & Access Management with exposure and support on all aspects of the Cybersecurity practice, including cross-support.

The ideal candidate will be part of one of the largest, most innovative communities in the nation. Led by the City Information Security Officer (CISO), the Cybersecurity Analyst will implement and manage information and system security programs across the City that keep municipal services secure and resilient. The Cybersecurity Analysts will support the CISO and the City by administering risk identification, protection and compliance, threat detection, incident response, and recovery services for all City departments to achieve business resilience.

The City of San José requires Cybersecurity Analysts to be highly skilled and adapt quickly to deal with emerging challenges. The candidate must be able to apply expertise in all aspects of security, interface with vendors, keep their skills current, manage security projects, and provide security services to City departments with strong outcomes.

Key responsibilities include but are not limited to the following:

• Building and maintaining a robust Identity and Access Management program with the following characteristics:
  • Auditing and Reporting
  • Role-based Access Control

  • Policy Management
• Defining, planning, and executing security-related projects from beginning to end.
• Managing vendors to execute tasks on demand or as part of a project.
• Building and managing a strong vulnerability management program. The ideal candidate will have hands-on experience with vulnerability management tools and a strong technical understanding and experience assessing vulnerabilities and identifying weaknesses in multiple operating system platforms, databases, and application servers.
• Building and managing a strong IT asset management program. The ideal candidate will have a strong background in maintaining IT asset inventories, software, hardware, and logical inventory of systems.
• Identifying and mitigating threats utilizing existing technologies. Working with other teams to mitigate identified vulnerabilities from identification to closure. Tracking and reporting mitigation efforts. Be familiar with the Plan of Action and Milestones in tracking, remediating, socializing, and getting them to completion.
• Working with other teams preparing, detecting, eradicating, and restoring operations in the event of incidents.
• Managing Plan of Action and Milestones for existing vulnerabilities
• Working with relevant teams to ensure the restoration of systems and technologies in accordance with policy and based on business group needs.
• Interfacing with the Virtual Security Operations Center (V-SOC) and using deployed tools and services to ensure system and network monitoring is taking place in accordance with defined service levels, contracts, and established standards.
• This role requires flexibility and adaptability to meet the Security needs of the ITD. The individual must be able to support other areas of expertise within the security domain, such as but not limited to NIST Cybersecurity Framework implementation, Identity Access Management, Risk Management & Compliance, Risk Assessments, Training, Audit Support, and others.

Please note that the Cybersecurity Analyst (Enterprise Supervising Technology Analyst) position is currently eligible for a hybrid telework schedule. The schedule for working remotely and onsite is subject to change.

Salary Information: The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Enterprise Supervising Technology Analyst (ESTA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

• Salary Range (including the 5% NPWI): $141,697.92 - $172,645.20

The ESTA classification is represented by the City Association of Management Personnel (CAMP) bargaining unit.
