About the Position:

The County of Yuba is currently recruiting for a Fiscal Analyst within the Finance and Administrative Division of the Community Development & Services Agency. Under general supervision, this position performs a variety of difficult and complex professional level analytical work to support the operations of County departments, agencies and programs in areas such as the development and administration of the annual budget, financial/fiscal analysis and reporting, grant monitoring and administration; and performs other duties as assigned.  This is the journey level classification in the professional Analyst series.

The Community Development and Services Agency (CDSA) strives to improve the overall quality of life for our residents and fiscal health of our businesses by coordinating the orderly growth and development of the County. We accomplish this by providing proper implementation of related regulations, providing community services, and by providing operation, maintenance, and expansion of Public Works infrastructure.

Examples of Duties :

• Performs research, compiles and analyzes information and data regarding a variety of budgetary, financial, and/or fiscal issues; identifies issues and determines analytical standards in consultation with supervisor and/or management; gathers relevant data, information and documentation from a variety of sources; analyzes information and documentation and develops tentative findings; discusses and/or coordinates analysis and tentative findings with supervisor and/or management; develops or assists in developing recommendations and/or course of action; gathers additional information and/or revises methodology as needed.
• Performs analysis for budget development and resource planning; performs or assists in needs analysis and trend analysis based on research and consultation with managers and administrative staff; consults with managers and assists in resource planning and development of annual budget estimates; reviews and analyzes budget requests; compiles information and documentation in preparation of producing reports and/or drafts reports related to budget and resource planning issues.
• Prepares detailed quarterly financial reports for various internal and external agencies; prepares analysis for independent auditors as required; ensures the assigned department’s fiscal functions comply with applicable Federal, State, and local laws, regulations, and ordinances; acts as departmental liaison with various federal, state and local public agencies and with business, professional and community organizations.

The Yuba County Sheriff’s Department is currently accepting applications to establish an eligibility list for the classification of Correctional Officer.  Under continuing supervision incumbents perform a wide variety of support in two areas: corrections, in which incumbents ensure the security, safety and care of individuals in custody; and bailiff, in which incumbents ensure the safety and security of the courts and their personnel during court proceedings; and perform related work as assigned. Incumbents may be assigned to either County Jail security or Court security. 

About the Sheriff’s Department :

The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff. The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated. The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system. There are numerous programs operating within the facility including medical, kitchen, exercise, commissary, visiting, law library, inmate education, work programs, work furlough program, and inmate classification.

This position is a working level civilian class in law enforcement, performing a variety of non-sworn duties in support of law enforcement activities.  Incumbents may perform civil, code enforcement, and criminal services including a variety of routine to more complex non-sworn law enforcement and crime prevention work including patrolling assigned areas, answering calls for service and complaints, serving civil papers, providing court room security; and enforcing local ordinances related to public safety and welfare.  As a County Services Officer he/she will enforce Division 14 of the Agricultural Code of the State of California and enforce the County ordinance governing the animal and rabies control program, in an effort to maintain public safety and welfare.  This position is scheduled for forty (40) hours per week. 

WHAT YOU’LL DO

• Enforce Title 8 of the County Code and Division 14 of the California Agricultural Code pertaining to animal control and treatment.
• Prepares various reports and case files on investigations, issues citations and warnings for violations of ordinances; files charges with District Attorney as appropriate; testifies and presents evidence in court.
• Works with other law enforcement agencies in matters related to the investigation of crimes and apprehension of offenders. 
• Process and serve documents involved in civil actions including summons, complaints, claims of plaintiffs and orders; declarations and orders of examinations, Notice of Entries of Judgments, civil and criminal subpoenas, Notice to Vacate Premise and process writs of execution including the preparation of orders for wage garnishment.
• Performs general office work as required, including but not limited to preparing reports, maintaining records and files, and entering computer data.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from high school and three (3) years of progressively responsible work experience, such as in-person, telephone, and written contacts indicating effective communication and customer service skills.

Previous volunteer or paid experience in law enforcement, emergency medical services, military service, probation, counseling or similar work requiring extensive public contact is highly desirable.

Other requirements include:

• Must successfully complete a psychiatric evaluation and a Police Department background investigation and medical evaluation.
• Must possess a valid California driver's license and have a satisfactory driving record.
• Must be willing to work evening, graveyard, weekend, and holiday shifts for the 24 hour/day operational schedule.
• Must be able to obtain required Police Officer Standards and Training (POST) certification such as the Community Service Officer Academy, Jail Correction Course, which are conducted or recognized by the Berkeley Police Department, and accept and apply the principles learned in training.
• Must be physically able to perform the work including lifting heavy objects and controlling violent individuals, and possess the knowledge, skills and abilities for the successful completion of duties assigned to the position.

The Information Technology Manager is a key management position at the City. This individual will lead and promote the technological growth, innovation, and cybersecurity of the entire organization. The Information Technology Manager is responsible for managing the operations of the City’s information technology activities, while delivering excellent customer service and administering comprehensive information technology initiatives to accomplish City goals and technological needs. The Community Development Director oversees all functions and activities of the Community Development Department.  The current focus is on planning and economic development activities.  In the future, the position's duties may also include oversight of the City's building, inspection, and code enforcement functions.

The Department: 
 The Assistant City Clerk’s Office/City Manager’s Office is recruiting to fill a Deputy City Clerk. The Assistant City Clerk’s Office is organized under the City Clerk’s Office.  The Office of the Assistant City Clerk processes the agendas for and attends all meetings of the Council and Authorities Concurrent and Stadium Authority meetings, maintains accurate and up-to-date records of the proceedings of those meetings and makes those records open for public inspection. The Office of the Assistant City Clerk processes and maintains copies of City contracts, ordinances, resolutions and other official documents. The Office of the Assistant City Clerk manages and compiles City records in accordance with the Records Retention Schedule and in response to Public Records Act requests. The Office of the Assistant City Clerk administers campaign and disclosure laws, the Campaign Finance Ordinance, Regulation of Lobbying Activities program and the Calendars of Certain City Officials program. The Office of the Assistant City Clerk also administers oaths of affirmation pertaining to the affairs and business of the City and certifies copies of official records.
 
 The Position: 
 The Deputy City Clerk will report to the Assistant City Clerk and perform highly complex administrative and analytical work. This position will assist the Assistant City Clerk in the administration of the City Clerk's Office. The incumbent will assist in developing, implementing and coordinating projects, programs and procedures. This position is responsible for assisting with Public Record Act (PRA) requests and this position will also support projects and programs within the City Manager’s Office. Incumbents in this position will have considerable independence in making judgment related to their assignments and must handle situations with great sensitivity, tact and diplomacy. May supervise or act as lead worker to staff involved in management activities.  
 
As a member of the City's unclassified service, this is an "at-will" position. The incumbent serves at the discretion of the City Manager.

EDUCATION AND EXPERIENCE
Any education or experience equivalent to:

• An Associate of Arts degree in Public Administration, Business Administration or closely related field; and
• Three (3) years of progressively responsible supervisory or lead administrative/management experience in a City Clerk's Office. 

• A Bachelor's degree in a related field and/or possession of a Certified Municipal Clerk certification or required within two (2) years of hire.
