The Santa Clara County Housing Authority (SCCHA) is seeking a Risk Analyst to join our highly collaborative and dedicated team in advancing the Housing Authority’s risk management and insurance programs. The Risk Analyst will have the opportunity to expand their expertise in risk management, insurance programs, and property mitigation. The Risk Analyst will evaluate, design, and coordinate the Agency’s risk management efforts, including insurance programs, property and construction risk, and claims management programs. In the first year, the Risk Analyst will improve claims/incident report protocols, evaluate and enhance the Agency’s existing risk management and insurance programs, including researching insurance options in the face of rising insurance costs, and administer the Agency’s insurance policies and manage insurance-related claims and negotiations.

We are seeking a collaborative and results-oriented Purchasing Supervisor with excellent communication, strong technical experience, and effective leadership skills to join our Finance Department team. The Purchasing Supervisor manages the Purchasing and Municipal Services Center (MSC) warehouse functions for the City. The Purchasing Supervisor provides technical support, information, and assistance for purchasing materials, supplies, and services to all City Departments. Primary Responsibilities:

• Administers formal and informal bidding and Request for Proposal (RFP) processes; assists departments with preparation and review of RFP and bid documents; ensures development of a competitive product specification; ensures all federal, state, and local laws are met; evaluates bids against specifications and per City code, laws, and established policy.
• Oversees and administers the City’s Cal Card Program; opens and closes accounts; conducts training sessions for new cardholders; monitors payments of invoices and types of purchases; audits cardholder statements; reviews vendor activity reports quarterly to determine if better pricing could be obtained through competitive bidding; prepares reports for Finance Director regarding card use.
• Oversees, monitors, and utilizes the purchasing website to solicit bids and review vendor activity; evaluates the vendor list to ensure integrity and accuracy of list; ensures all active vendors are registered; maintains solicitation to keep all data current.
• Oversees and manages vendor information and payment system entry including W9 processes and procedures.
• Oversees the activities for the MSC warehouse including the effective management of inventory and annual inventory count process.
• Maintains and updates a variety of manuals including purchasing manual and Cal Card administrative manual.
• Maintains current knowledge of new trends and innovations in the fields of purchasing and inventory management; attends and participates in professional group meetings; participates in professional development activities.

The City of Thousand Oaks has an excellent opportunity for a Combination Building Inspector I/II/Senior!

This position(s) may be filled as Combination Building Inspector I ($36.0157 - $48.2645 per hour), Combination Building Inspector II ($39.7935 - $53.3271 per hour), or Senior Combination Building Inspector ($43.9679 - $58.9212 per hour), depending on candidate experience and qualifications.

The Combination Building Inspector must possess excellent customer service and communication skills, be self-motivated, exercise discretion and independent judgment, and project a very professional image through in-person, phone, and e-mail interactions at all times. Additionally, this position will plan check in specialized areas such as plumbing and mechanical.

The Senior Combination Building Inspector will lead, oversee, and participate in the more complex inspection duties associated with commercial and residential enforcement of building, zoning, and related codes and regulations governing the construction, alteration, repair, and use of buildings and structures.  Additionally, this position will provide lead supervision to assigned staff as needed.

PRIMARY RESPONSIBILITIES

• Performs the more skilled inspection work in the enforcement of building, zoning, fire, mechanical, plumbing, electrical, housing, energy, accessibility, and related codes and regulations governing the construction, alteration, repair and use of buildings and structures

• Leads, plans, trains, and reviews the work of staff responsible for performing skilled inspection work in the enforcement of building, zoning, fire, mechanical, plumbing, electrical, housing, and related codes and regulations governing the construction, alteration, repair, and use of buildings and structures
• Provides leadership and works with staff to ensure a high-performance and customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives, and values.
• Assists other building inspection staff, departments, and divisions with questions, inspections, and compliance issues.
• Assists in the preparation of legal documents such as warrants for inspection, citation briefs, and demolition or repair orders; tracks extended cases through the court system and coordinates action with the City Attorney’s office.
• Keeps informed of changes and new legislation pertaining to building codes and regulations that affect the work of the department, and ensures that appropriate staff is informed and current.
• Participates in the development of policies and procedures; recommends programs and projects to higher-level Building Inspections personnel.
• Performs counter plan checks and reviews field revisions and/or as-built plans as necessary; ensures compliance with City, state, and federal construction, maintenance, use, health, safety, electrical, mechanical, and plumbing laws, codes, and standards.

This position performs a variety of para-professional, responsible eligibility determination, case management duties, and performs related duties as assigned in the Adult Unit and Adult Drop In Center. The HHSA Case Manager II is distinguished from the HHSA Case Manager I by the performance of the full range of duties as assigned, responsible for direct client contact in the provision of case management including complex cases. The position is located in the Behavioral Health Division at the Glenn County Health and Human Services Agency is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Interview and provides rehabilitation services to clients; develops and implements treatment plans; provides follow-up and assists clients with the resolution of problems.
• Provides information to potential clients, clients, and parents/guardians, if applicable, regarding program requirements and benefits.
• Maintains close, collaborative, and cooperative relationships with community agencies, social workers, local law enforcement, and other public agencies carrying out treatment and educational plans; provides information to other County departments and agencies.

DEFINITION

Under direction of the Chief Building Supervisor/Building Official, to assist in inspecting buildings and building construction for conformance with regulations, to perform construction contract management and inspections, and to do related work as required.

EXAMPLES OF DUTIES

Enforces building, electrical, plumbing, mechanical, energy, and fire codes; issues permits for all building activities; does plan checks on all construction, sewer connections, and septic tank installation, to ensure code compliance; investigates violations and checks all complaints regarding building procedures; works closely with Fire Marshall’s office on plan checks and fire code enforcement; enforces zoning code regulations and business licenses; gives information to the public regarding codes and ordinances, and confers with owners, architects, and engineers regarding design construction and filing of records, plans, maps, and similar documents; keeps records and prepares reports.

MINIMUM QUALIFICATIONS

Knowledge of:  State and local building and fire codes and ordinances, provisions of electrical and plumbing regulations, principles and techniques of building construction, principles of structural design and basic engineering mathematics, building materials and accepted safety standards, standard installation procedures for electrical and plumbing facilities, and local zoning regulations.

Ability to:  Analyze, interpret, and check building plans and specifications; understand, interpret and apply laws and regulations; prepare clear and concise written reports; use a computer to record, organize, and monitor all building inspection activities including written reports; maintain cooperative working relationships with engineers, architects contractors, government officials, employees, and the general public.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:  Three years of progressively responsible experience in a variety of building inspection or construction work.

Education:  Graduation from high school or equivalent.

Certification:  Possession of a “International Code Council Building Inspector Certification” , is desirable, or ability to obtain within twelve (12) months  of  hire date.

The following certifications are desirable:

• International Code Council, International Conference of Plumbing and Mechanical Inspectors, or equivalent organization:

  • Mechanical Inspector certification
  • Plumbing Inspector certification
     

License:  Possession of a valid Class C California Driver’s License.

The San José Fire Department (SJFD) is seeking to fill multiple Senior Public Safety Dispatcher positions in the Communications Division.

Senior Public Safety Dispatchers (Senior PSDs) are responsible for supervising a team of Public Safety Radio Dispatchers (PSRDs) assigned to a shift in the Communications Center. PSRD is the journey-level class for public safety dispatching within the City of San José wherein incumbents are required to handle the full range of telephone answering and dispatch functions.

Responsibilities of the Senior PSD include, but are not limited to the following:

• Supervising PSRDs, including approving time-off and other scheduling requests in accordance with the established guidelines.
• Assigning PSRDs to work the various dispatch positions within the Communications Center.
• Conducting training sessions and drills to maintain the efficiency and coordination of their assigned team.
• Evaluating the performance of team members and giving frequent feedback to subordinates.
• Preparing written training evaluations and performance appraisals.
• Investigating and responding to resident, department, and allied agency concerns or complaints.
• Coordinating with Chief Officers in the field regarding matters affecting department operations.
• Performing additional support tasks when assigned to an administrative role in the Operations Unit, Training Unit, Quality Improvement Unit, or Systems Support Unit.
• Performing all duties of the PSRD classification.

In addition to the salary, employees in the Senior Public Safety Dispatcher classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay and a (3.75%) Public Safety Radio Dispatcher Certification Pay.

• $115,356.80 - $140,358.40 (pensionable)
• $125,450.52 - $152,639.76 ( including non-pensionable and certification pay )

The Organization: 

The Town is a general law city operating with a Council-Manager form of government. Policy-making and legislative authority are vested in the governing City Council which consists of a Mayor, a Vice Mayor, and three Councilmembers. Council members are elected to overlapping four-year terms in even-numbered years and the members select the Mayor and Vice Mayor annually. Among other things, the City Council is responsible for passing ordinances, adopting the budget, appointing committee and board members, and hiring the City Manager and the City Attorney (on contract). The Department: 

The Finance Department is responsible for the overall financial management of the Town.
