Under the general direction of the Deputy Director of Recreation and Community Engagement, the Pool Supervisor oversees the day-to-day operations, maintenance, and administration of the aquatic facility. Responsibilities include but are not limited to enforcing policies and procedures which ensure the efficient and effective operation of pool facilities, including personnel management and training. Duties involve all swimming pool operations, including first aid, rotations, scheduling for Staff, public relations, and light janitorial duties. Collect entrance fees, authorization forms, and logs as required. Provide Lifeguard services when needed.

Tact and diplomacy; dependability; maturity; sufficient to assume the responsibility of protecting the lives of others; willingness to conform to prescribed uniform standards.  Unique physical characteristics include – physical strength, endurance, and agility necessary to perform lifesaving activities; visual acuity and hearing in each ear are sufficient to complete the job's essential functions.  Must be observant, friendly, helpful, enthusiastic, responsible, and work well in a team.  Must pass a general background check and fingerprinting to determine suitability for working with children.

 

Pre-Requisites (Any combination of training and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:)

 

1. Education and Experiences:  
   1. Graduation from high school and/or GED, preferred a minimum of three (3) years experience in aquatics and one (1) year of experience supervising other employees. Valid Driver's License. American Red Cross Lifeguard Training Certificate Preferred. American Red Cross First Aid (either multi-media, standard, or advanced) is preferred. American Red Cross or American Heart of Association Cardiopulmonary Resuscitation (CPR/AED) Certificate is Preferred. If the applicant is not certified and would like to be, the City of Chowchilla would pay for the training classes required as long as certification is obtained before the swim season begins.
   2. Pool/Spa Operator Certificate Preferred
   3. Water Safety Instructor (WSI) Preferred

LIFEGUARD I ($16.54 hourly)

SUMMARY

Receives immediate supervision from higher-level supervisory staff and direction from higher-level staff.  Exercises no supervision over staff.

 

DISTINGUISHING CHARACTERISTICS

This is the entry-level classification in the Lifeguard series.  Initially under close supervision, incumbents learn to perform essential lifeguard duties.  Work is usually supervised while in progress and fits an established structure or pattern.  Exceptions or changes in procedures are explained in detail as they arise.  As experience is gained, assignments become more varied; close supervision and frequent review of work is reduced as an incumbent demonstrates the skills necessary to perform the work independently.

3. Performs all required lifeguard-training skills as needed.
4. Assists and aids in swim lesson programs under the direction of assigned Swim Instructor.
5. Provides high quality customer service in a safe and timely manner.
6. Inspects and maintains swimming and pool equipment for functionality, ensures proper placement and availability in the pool area, and recommends maintenance and repair as needed.

10. Assists with District special events as needed.
11. Performs other duties as assigned.

 

QUALIFICATIONS

Education and Experience:

• Prior experience participating in aquatics programs or performing lifeguard duties is desirable.

 

Knowledge of:

• Principles and techniques of lifeguarding, including lifesaving methods and procedures.
• Operational characteristics of water rescue safety equipment and devices.
• Principles and practices for providing high level of customer service.
• Modern office practices, methods, and computer equipment and applications.

 

Ability to:

• Learn and understand the organization and operation of the District’s aquatics facilities.
• Learn, monitor, and enforce District regulations, policies, and procedures.
• React to and handle swimmer rescue and medical emergencies in a safe and effective manner.
• Administer first aid, CPR, and AED as needed.
• Maintain order and safety in a crowded and noisy environment.
• Maintain facilities and equipment in a clean, safe, and secure manner.
• Perform work in an efficient, effective, safe, and timely manner.
• Demonstrate strong customer service skills and establish, maintain, and foster positive and effective working relationships.

Licenses and Certifications:

• At time of appointment, American Red Cross Lifeguard certification maintained throughout employment.

 

PHYSICAL DEMANDS

Work is primarily performed within a public swimming pool environment, where stamina is needed to perform moderate to heavy lifting of pool equipment and furniture or children and adults who may require removal from the pool, and to stay in the pool for prolonged periods.  Must possess the mobility to stand, stoop, kneel, reach, bend, climb, push and pull materials and equipment, and swim while wearing an appropriate uniform with protective equipment.  Vision and hearing must be sufficient to see and hear adults and children in crowded and noisy conditions and/or situations.  Must also possess:  the mobility to work in an office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or by using a telephone and radio.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or to operate safety equipment.  Must possess the ability to swim distances and dive to pool depths, as determined by testing/certification authorities, and to lift 150 pounds or heavier weights with assistance and/or the use of proper equipment.

 

ENVIRONMENTAL ELEMENTS

Incumbents work outdoors in a pool environment with wet and slippery conditions, and are exposed to variable weather conditions; may be exposed to chlorine, acids, and other chemicals at aquatics facilities, as well as blood and body fluids while rendering first aid and CPR.  Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.

 

WORKING CONDITIONS

Incumbents may be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays. 

 

PRE-EMPLOYMENT CONDITIONS

• Department of Justice fingerprint clearance.
• TB Test.
• Work Permit if applicable.

LIFEGUARD II ($19.20 hourly)
 

SUMMARY

Under general supervision, opens, closes, and secures the pool facility; monitors activities in the water, pool decks, and ancillary areas of aquatics facilities to ensure the safety of patrons; explains and enforces swimming programs and pool policies, regulations, and rules.  Performs rescues and administers first aid, CPR, and AED as needed; prepares facilities and sets up equipment for special activities and events; and performs related work as required.

Receives general supervision from higher-level supervisory staff and direction from higher-level staff.  Exercises no supervision over staff.

This is the journey-level classification in the Lifeguard series responsible for performing the full range of lifeguard duties, including patron safety and opening/closing an assigned pool facility.  Incumbents at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the aquatics operating procedures and policies.  This classification is distinguished from the Aquatics Lead in that the latter is an advanced journey-level classification which provides technical and functional direction over assigned lifeguard staff.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

PRE-EMPLOYMENT CONDITIONS: Candidates receiving a conditional job offer must pass a pre-placement fingerprint review. Candidates must be comfortable calling 911 in an emergency and providing care according to the level of training.

DEFINITION: Under general supervision, assists instructor in swim classes, enforces all rules and regulations pertaining to the safety and well-being of visitors and patrons. Perform related work as required. NOTE: This program provides on the job training to prepare a swim aide to become a Swim Instructor. This entry-level aquatics position is designed to give valuable training and orientation to the American Red Cross Learn-to-Swim Program, and the Mill Valley Aquatics Program for Individuals who desire to work in aquatics but don’t have required experience. Minimum age required to apply, 14 years old. 

EXAMPLES OF DUTIES:

• Assist Swim Instructor to provide all levels of swimming to all age groups.
• Follow the Instructors’ guidelines and directions working with the group or an individual as needed.
• Maintain certain class records and reports as required.
• Prepare instructional equipment, and clean up after classes.
• Provide basic locker room checks and regular restroom and facility light cleaning. 
• Deal tactfully and courteously with the public.
• Establish and maintain effective working relationships with other city employees, other agencies, and the general public.
• Respond to emergencies based upon facility emergency plan guidelines, which may include rendering CPR (Cardio Pulmonary Resuscitation)/using an AED.
• Ability to communicate clearly both orally and in writing.
• The ability to speak English clearly and understandably.
• Perform related duties as required.

TRAINING & EXPERIENCE: No experience required. CPR certification strongly desired. 

PRE-EMPLOYMENT CONDITIONS: Candidates receiving a conditional job offer must pass a pre-placement fingerprint review. Candidates must possess a current CPR/AED and First Aid certificate and be comfortable calling 911 in an emergency.
