THE POSITION

Tri-City Mental Health Authority is currently hiring to fill one (1) full-time vacancy for the position of Behavioral Health Specialist within the Mobile Crisis Care Program (MCCP). Tri-City’s MCCP is a 24/7 mobile crisis response team with shifts that may include evenings, weekends, daytime hours, and holidays. Weekend and night shifts will be entitled to Shift Differential Pay of $2.50 per hour on weekdays (Monday through Friday) and $3.50 per hour on weekends (Saturday and Sunday). Holiday shifts will be entitled to Holiday Pay.

The MCCP Behavioral Health Specialist will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Behavioral Health Specialist will report to the Mobile Crisis Care Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, family, and collateral rehabilitative support services to facilitate behavior modification including skill building, needs assessment, self-care/safety, and coping strategies and techniques; may provide case management services in the office and in the field.

• Develops, monitors, and evaluates client rehabilitative and case management goals and increases/decreases in targeted behavior according to client needs; monitors goal
  progress/regression.

• Provides linkages, resources, and referrals to address basic needs and other barriers to wellness and recovery including food, housing, clothing, transportation, and other financial resources.

• Encourages and supports clients to fully engage in services; provides outreach and assists clients in addressing and overcoming barriers to treatment.

• Plans and facilitates and/or co-facilitates group sessions for clients and community members focused on skill building; tracks client attendance and follows up with individual clients, as necessary.

• Provides advocacy for clients to ensure inclusion in all aspects of the community including socialization, employment, education, and housing to meet client needs.

THE POSITION
This position will be under the County Administrative Office and will report to the  Glenn Grows Office in Orland. This person will perform routine to moderately difficult, administrative and analytical work that may involve and/or emphasize the functional areas of: general and administrative support, fiscal, contract management,  and program analysis and compliance, prepare correspondence, grant writing and reporting, and other related duties as required. The Administrative Services Analyst III may be distinguished from the Administrative Services Analyst II class because incumbents in the lower class provide journey-level support usually within a division or segment of a department.  This position is scheduled for forty (40) hours per week. This recruitment may be used to establish a list to fill future vacancies for the next twelve (12) months.

TRAINING AND EXPERIENCE
Experience:        II - Either one (1) year as an Administrative Services Analyst I in Glenn County; or three (3) years of professional analytical journey level experience in any of the functional areas required by the position: general and administrative support, fiscal and contract management, program analysis and compliance or staff development and training. III - One (1) year of experience as an Administrative Services Analyst II in Glenn County; or four (4) years of professional journey level analytical, administrative, professional, managerial, or supervisor experience in any of the functional areas required by the position: general and administrative support, fiscal and contract management, program analysis and compliance, and/or staff development and training.  

Training:        II/III - Possession of a bachelor’s degree from an accredited college or university in business administration, public administration, accounting, finance, organizational development, social work, education, human resources or a closely related field. Substitution:  Additional professional level experience in any of the functional areas noted above may be substituted for the required education on a year-for-year basis up to a maximum of two years.

The Yuba County Probation is currently recruiting for the position of Deputy Probation Officer I/II.  Under general supervision, Deputy Probation Officers perform a variety of professional adult and juvenile probation duties related to case management, field monitoring and investigation, probation supervision, mediation, intake and other programs; coordinates probation activities with those of the Superior Court; ensures compliance with court ordered probation conditions through counseling; coordinates community resources to assist probationers to successfully complete the terms of probation; and performs related work as required. This classification is a flexibly staffed position in the protective services category in the professional Probation Officer series. About Yuba County Probation Services:

The principal mandated tasks accomplished by Adult and Juvenile Probation Services are the preparation of investigative reports and sentencing recommendations for the Courts on criminal, diversion and probation actions, and the supervision of adult and at risk youth granted formal probation. Probation Officers also supervise clients released on Post Release Community Supervision and pursuant to Section 1170(h) of the Penal Code. Probation manages a variety of specialized adult and youth program elements. The adult programs include Drug Court, a pre-trial risk assessment unit, and a wide array of rehabilitative programming at the Yuba County T.E.A.M. Center. The youth program elements include a variety of programs, Probation and School Success Program, Juvenile Offender Work Program, Truancy Program, and the Thomas E. Mathews School.  

The Custodian position at the Glenn County General Services Department performs a variety of custodial / janitorial duties throughout the County of Glenn. These may include but are not limited to: sweeping, mopping, buffing and polishing floors; vacuuming and shampooing carpets; spot cleaning carpets; cleaning and sanitizing restrooms; cleaning / sweeping exterior walkways, removing trash and debris. Receives immediate supervision from the Lead Custodian or other higher-level supervisory and management staff. This position is scheduled to work Monday - Friday from 11:30 a.m. to 8:00 p.m. forty (40) hours per week. The Facilities Maintenance Supervisor receives general supervision from higher level supervisory and management staff. The Accounting/Grant Manager will oversee the daily operations of the Finance Department, including accounting, budgeting, payroll, and purchasing.  Key responsibilities include developing departmental goals and policies, as well as managing the City’s budget, financial reporting, and contract administration.  The role requires monitoring financial procedures, coordinating external audits, and ensuring compliance with regulations.  Additionally, the individual will serve as Grant Administrator, overseeing the City’s grant activities, providing technical assistance for grant applications, and ensuring adherence to grant requirements.  Other duties include preparing reports, maintaining departmental files, and directly supervising staff.

JOB SUMMARY

Under limited direction, the Accounting/Grant Manager performs a variety of highly responsible administrative, supervisory and technical duties within the Finance Department, including the processing of financial transactions, preparing and reconciling financial and accounting records and reports, grant administration, audit coordination, contract administration, assists in designing and implementing procedures and policies, responsible for the efficient accomplishment of the daily activities of an assigned work group; performs highly responsible technical staff assistance to the Finance Director, exercises direct supervision over staff, and performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

This is a mid-management classification that manages accounting, finance, grant and contracts administration activities in the Finance Department.  The incumbent organizes and oversees day-to-day financial processing, reporting, and recordkeeping activities.  Responsibilities include performing diverse, specialized, and complex work involving significant accountability and decision-making responsibility.  The incumbent organizes and oversees day-to-day activities and is responsible for providing professional-level support to the Finance Director in a variety of areas.  Successful performance of the work requires an extensive professional background as well as skill in coordinating departmental work.  This class is distinguished from the Finance Director in the latter has overall management responsibility for all accounting and finance, purchasing and contracts administration, customer service, and activities and for developing, implementing, and interpreting public policy.

• Coordinates the preparation of external audits, Governmental Accounting Standards Board and other regulatory reporting and special projects as assigned;
• Prepares and reviews staff reports, various management and information updates and reports on special projects as assigned; provides highly complex staff assistance to the Finance Director;
• Serves as the Grant Administrator per the Grant Accounting Policy and is responsible for general management and administration of the City's grant activities, including annual Citywide grant management planning and goals; facilitation of departmental grant planning and collaborative grant submittals; grant training and technical assistance for City staff; ensuring that departments track and report departmental grant activity; maintenance of grant policies and procedures, grants manual; ensuring the promotion of grant opportunities; and identifying and investigating issues that may arise concerning the management of City grants;
• Monitors documentation for compliance with grant requirements and serves as the Project Manager for specified interdepartmental grants and federal appropriations;
• Provides technical assistance to Department Heads in preparing grant applications, submitting reports, maintaining records, and the administrative process;
• Completes grant closeouts, including; ensure final receipt of grant revenues; prepares and submits any required financial grant close-out documents; reviews grant files for completeness; retains all necessary program and financial records for the period required by the grantor agency and resolve any audit findings;

The  Accountant-Auditor performs a variety of professional accounting work related to the preparation and maintenance of accounting records, the audit of financial transactions and the production of reports and statements in a centralized setting; provides assistance to departments regarding financial or accounting matters and performs other duties as assigned. This is the entry professional level in the accounting series.   Positions in this class typically have little or no directly related work experience. The Accountant-Auditor I is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. 

Accountant-Auditor II: Under direction incumbents perform the full range of duties. Occasional instruction or assistance is provided as new, unusual, or unique situations arise and incumbents are fully aware of the operating procedures and policies within the work unit. This is the journey professional level in the accounting series.
