The City of Saratoga is currently recruiting a full-time Administrative Analyst I position reporting to the Director of Administrative Services. Under general supervision, the Analyst's primary responsibilities will be building and maintaining the City’s operating and capital budgets ($44.6M, 56.5 FTEs), managing special projects, providing staff reports, and handling various administrative duties.    

The Analyst performs a variety of complex data gathering, analysis, and report writing activities on an ongoing and special project basis. This is a highly collaborative role, and the successful candidate will build and maintain positive working relationships with City staff, outside organizations, and the general public exhibiting, effective customer service and communication skills. The Department:
The Santa Clara City Library is a department of the City and has positioned itself as a dynamic community hub, providing access to information, literacy resources, educational programming, and promotes civic engagement in Santa Clara. The Library Department is organized into seven divisions: Administration, Adult Services, Branch Services, Customer Services, Facilities, Technical and Technology Services and Youth Services. The Library is in the process of finalizing and implementing its new Strategic Plan, as well as creation of its Facilities Master Plan, that will support the direction of future library services.

The Position:
This is an entry-level, as-needed position, requiring no previous training or experience.  After training, a Library Page is assigned routine tasks and duties, and works under direct supervision. Duties include manual work in connection with the use and maintenance of library resources such as checking in and shelving library materials and assisting with meeting room setup.  

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

VTA’s Real Estate & Transit-Oriented Communities (RETOD/C) team is seeking a dynamic and motivated individual to join our team as Associate Transit-Oriented Development Project Manager (Associate Real Estate Agent – TOD). The Associate TOD Project Manager will play a crucial role in creating vibrant, equitable, transit-oriented communities throughout Santa Clara County.

Definition
Under direction, the Associate Real Estate Agent, Transit-Oriented Development (TOD) performs a variety of pre-development, planning, transactional, project management, and program support work for Transit-Oriented Development on VTA-owned sites and Transit-Oriented Communities (TOC) and in surrounding station areas.

Distinguishing Characteristics
This is the journey level classification in the Real Estate Agent, TOD class series. Incumbents at this level work independently on complex real estate functional areas including planning, development negotiations and agreements, and general administration. The primary duties and responsibilities of this class include day to day project management of TOD projects; support of management and coordination of planning, community and stakeholder engagement, and predevelopment activities for TOD and TOC projects; agreements related to TOD projects and TOC, including transaction-related documents, ground leases, grant agreements, cooperative agreements, memoranda of understanding, and assistance with administrative functions of the Real Estate & TOD Department; and program management duties related to real estate acquisition for capital projects, asset management, and revenue generation for VTA.  
 
This classification is distinguished from Associate Real Estate Agent in that the former focuses on TOD and TOC project management, whereas the latter focuses on real estate acquisition, appraisal, relocation and related dues in support of VTA capital projects.

VTA Real Estate is responsible for acquisition of property interests and management of VTA property rights and related agreements. VTA Operations' Facilities Maintenance is responsible for physical maintenance and ongoing repairs and improvements to properties that VTA owns and uses, including the River Oaks Headquarters, Bus and Light Rail Yards, Transit Centers (including Milpitas and Berryessa), and transit right-of-way. BART is responsible for operations and maintenance of the VTA BART Silicon Valley Extension tracks and wayside facilities and BART Stations pursuant to the VTA-BART Operations & Maintenance Agreement.

Essential Job Functions

Typical Tasks

• Oversees and performs work related to major TOD and TOC projects that encompass residential, commercial, and other types of real estate development, including review, evaluation, and approval of architectural, planning, engineering, environmental, financial, and real estate appraisal work product produced for VTA as well as by other parties;
• Plans, organizes, and implements aspects of planning, predevelopment, competitive offerings, negotiations, development, construction, and management of TOD and TOC projects;

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge and abilities.  
Development of the required knowledge and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in public or business administration, finance, real estate, planning, or a related field, and two years of increasingly responsible experience in real estate project management, acquisition and planning, development, property management, or interagency agreement and financial transaction development, with at least one years in a project lead or supervisory capacity.  Project management experience for real estate projects is preferred. A graduate-level degree in a related field may be substituted for one year of experience

Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in information systems, computer science or related field and four (4) years of responsible experience developing, designing, and/or maintaining major components of a comprehensive information system including evaluation, analysis and input to the software modules of an Enterprise Resource Planning System or other application system. (Additional applicable experience with applications and systems support, design, and maintenance substitutes for college on a year for year basis.) Incumbents must demonstrate substantial experience in an SAP environment, and/or Electronic Documents Management System, and/or Operations system (such as Trapeze, BDT, ACS) or Construction and CMP solutions.

About Way, Power & Signal Maintenance
Way, Power & Signal Maintenance is responsible for timely and reliable maintenance, preventive maintenance, inspections, repair and servicing of the light rail right-of-way, rail system power, tracks, signals, station facilities and related equipment. Components of the Way, Power & Signal unit are:

• Station & Wayside Maintenance: Station & Wayside Maintenance maintains and repairs (including graffiti removal) light rail stations, terminal buildings, restrooms, park & ride lots, landscaping, fences, guardrails, and other trackside areas.

• Track Maintenance: Track Maintenance maintains (including right-of-way weed eradication, vegetation control, and graffiti removal), performs preventive maintenance, inspects, services and repairs rail, switches, ties, roadbed, and track systems.

• Power Maintenance: Power Maintenance maintains (including trackside right-of-way tree trimming), performs preventive maintenance, inspects, repairs, and services light rail electric power systems, including overhead, substations, lighting, and other electrical systems.

• Signal Maintenance: Signal Maintenance maintains, performs preventive maintenance, inspects, repairs, and services signal systems, crossing gates, fare machines, SCADA (Supervisory Control and Data Acquisition) controls, and station audio/video equipment.

• Passenger Facilities Maintenance: Passenger Facilities Maintenance maintains, performs preventive maintenance, inspects, repairs, and services all VTA-maintained passenger facilities, including bus stops. Services include: bench installation, painting and repair, core drilling for poles at new bus stops, garbage collection, trash receptacle installation and relocation, graffiti abatement, litter removal, pressure washing, red curb painting, signage inspection, route updates, and sweeping services. Typical Tasks

• Inspects, maintains, and repairs rail signaling and safety systems, including approach circuitry, transponders, switch controls, relays, preemptor controls and crossing gates; designs, constructs, and installs temporary interlocks and turnbacks;
• Monitors, maintains, modifies, installs, troubleshoots, repairs, and supports the light rail SCADA system hardware, software and LAN network devices; creates displays and alarms; uses diagnostic tools to identify and resolve network problems;
• Inspects, maintains, repairs, and administers Ticket Vending Machine master controllers, LAN, and network devices;
• Inspects, maintains, and repairs communication systems, including telephone equipment and switches, visual message boards, paging and speaker systems, and other related equipment;
• Maintains electrical equipment and systems, including mobility-impaired lifts, station lighting and electrical systems, and backup generator systems;
• Drives trucks and other vehicles; Uses and maintains tools and equipment in good working condition;
• Prepares and maintains reports and records of work performed;
• Reviews construction plans and specifications, and performs electrical inspections of new construction projects;
• Performs routine electrical construction duties using hand and power tools;
• Performs limited maintenance on light rail station elevators and escalators;
• May provide lead work direction and training to other employees.

Minimum Qualifications

Employment Standards
Development of the required knowledge, skills and abilities is typically obtained through completion of a two year program at a recognized academic, trade or vocational school or completion of an apprenticeship in the trade; and three years of journey-level experience in the inspection, testing, maintenance and repair of electrical, electronic and communications systems.

Knowledge of:

• Theories, practices, methods, techniques, tools and equipment used in the installation, testing, calibration, maintenance and repair of electrical and electronic, supervisory control and communications systems, and devices applicable to a light rail system;
• Practices, methods, techniques, tools and equipment used in the testing, calibration, maintenance and repair of signal and safety systems;
• Laws, ordinances and regulations governing electrical construction;
• Network communications principles and standard communication hardware and devices, including servers, hubs, routers, switches, controllers, fiber optics and related equipment, multiplexors and modems;
• Communications network standards, protocols and wiring schemes;
• Standard test devices and electronic tools.

Ability to:

• Read and interpret plans, specifications, blue prints, schematics, and manuals;

The Santa Clara County Housing Authority (SCCHA) is the county’s largest provider of affordable housing, helping make rental housing safe and affordable for approximately 20,000 low-income households.

SCCHA’s Real Estate Development Division is a mission oriented, dynamic, and collaborative team, working closely together to creatively develop new affordable housing as well as preserve existing assets in service of the tenants and communities we serve.  By embedding the innovative spirit of the Silicon Valley into our agency’s culture, we are elevating our efforts to address the affordable housing shortage in Santa Clara County.  To ensure equity and justice, we prioritize housing developments for extremely low-income individuals and families that embrace residents’ lived experiences.  Our resident-centered approach leverages our real estate capacity, talented staff, and community partnerships. 

We are looking for a dynamic individual who will be a part of the real estate department and help us to develop a pipeline of over 20 projects and over 1200 units of affordable housing.  We are looking for an individual that will oversee and manage a team of project managers with projects ranging from new construction multi-family housing, renovation and rehabilitation of existing structures, repurposing of commercial properties for affordable housing, and master planning of large transit-oriented sites.

What Our Team Is Looking For:

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

• A bachelor’s degree from an accredited four-year college or university with major coursework in community development, business, economics, urban planning, or a related field; and
• Five (5) years of progressively responsible experience in residential property development, acquisition, and/or rehabilitation, Low-Income Housing Tax Credit (LIHTC) from applications and financing through conversion, to permanent financing, including two (2) years of experience supervising and managing affordable housing and development programs, budgets, activities and staff.
