The Senior Staff Specialist (Senior DEI Specialist) promotes and fosters an inclusive work environment. Serving as a resource and advisor to leadership and staff on DEI matters, they provide guidance on best practices and emerging trends in the field. Overall, the Senior DEI Specialist works to create a work environment where all employees feel valued, respected, and included, ultimately contributing to the agency’s overall success.

Definition
Under direction, provides lead direction and performs the more complex administrative, technical, and specialized functions in the areas of incentives, contracts, business services, finance, budget, and facility management; and performs related work as assigned.

Distinguishing Characteristics
This is the advanced lead level in the Staff Specialist series. Incumbents may provide lead direction and may be assigned to perform the more complex duties. This class is distinguished from the Supervising Staff Specialist in that the latter assigns, supervises, reviews and evaluates the work of assigned staff. This class is distinguished from Staff Specialist I/II, which is at the journey level, and does not typically perform lead work or the most complex duties.

General

This Administrative Analyst II (Finance) reports to the Chief Financial Officer (CFO) and is responsible for performing a variety of administrative and analytical work in support of the CFO, Deputy CFO, and the Finance Division for the San Mateo County Transit District (SamTrans). SamTrans is the managing agency for three additional agencies: Peninsula Corridor Joint Powers Board (Caltrain),. San Mateo County Transportation Authority (TA), and the San Mateo County 101 Express Lanes Joint Powers Authority (SMCELJPA). 

Essential Functions & Duties

• Liaise with and respond to internal and external stakeholders on Finance items. 
• Makes recommendations for action; prepares narrative and/or statistical reports. 
• Ensure departmental compliance with District’s policy and procedures. 
• Develop Standard Operating Procedures (SOPs), manuals, training materials and templates for internal and external customers. 
• Represent and develop responses to program audit requests/findings for departments including Finance, and Contracts & Procurement. 
• Oversee administration of Office of the CFO document control processes, including recording maintenance to ensure compliance with established policies and procedures and third-party requirements.
• Ensure EEO policies and procedures are followed.  
• Identify and recommend staff training and professional development.

• Provide administrative support to the CFO and Finance leadership including proactive engagement with CFO to manage scheduling/calendaring.  
• Prepare agendas, reports, studies, conduct analysis as needed.  
• Coordinate and organize drafts for staff reports and resolutions issued by the CFO and Finance leadership. 
• Manage submissions for Board items, including timing and tracking of submissions, and engaging with stakeholders to adhere to timelines. 
• Partner with and liaise with Human Resources on key Finance issues including recruitment, training, interns, position control, org charts, and other activities.  
• Primary P-Card holder for Finance Division; makes purchases including office supplies for the Finance Division, ensuring purchases have proper documentation and accounting codes, and performing monthly account reconciliation of these purchases in PeopleSoft. 
• Manage the department’s records retention efforts to ensure timely disposal of records in accordance with established procedures. 
• May assist in developing and administering annual Finance Division budgets, including analyzing current and historical trends, determining variances, and improving cost effectiveness. 
• Develop and present training and technical assistance to staff and contractors on agency contracting policies, procedures, and requirements including onboarding process. 
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents. 
• Perform other duties as assigned. 

Minimum Qualifications

 Sufficient education, training and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Bachelor’s degree in Business or Public Administration, Planning, Public Policy, Finance, Human Resources Management, and/or other related field. 

• Two (2) years of experience performing professional level administrative and analytical experience
  
  Preferred Qualifications: 

  • Experience in public agency performing Finance or Human Resource functions 

  • Strong analytical and organizational skills 

  • Effective verbal and written communication skills 

  • Demonstrate strong skills in exercising judgment and working independently.

Supervision: Works under the general supervision of the CFO who assigns tasks and responsibilities, and monitors and evaluates performance.

The department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Regulatory Compliance and Policy Division.

The ideal candidate is a skilled and highly motivated individual, with creative problem-solving skills, the ability to learn quickly, and the desire to work both independently and collaboratively. Good judgment, initiative, and cooperation with other staff and outside stakeholders are assets to this position. THE POSITION

Rocklin Police Officers perform law enforcement and crime prevention duties involved in the protection of life and property; perform traffic control and enforce state and local traffic regulations; perform a variety of technical and administrative tasks in support of law enforcement services and activities; and perform related duties as assigned. Current employment as a full-time, sworn peace officer in a California POST participating law enforcement department or agency AND one (1) year of full-time experience as a sworn law enforcement officer in a California POST participating law enforcement department or agency;

OR

Current employment as a full-time, sworn peace officer in another state AND one (1) year of fulltime experience as a sworn law enforcement officer AND possess a Basic Course Waiver from the California Commission on Peace Officer Standards and Training (POST).

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Possession of a POST Basic Certificate or possession of a Basic Course Waiver from the California Commission on Peace Officer Standards and Training (POST).

Working Conditions

Must be 21 years of age at time of appointment. Must be legally authorized to work in the United States under federal law. Candidates must pass a thorough background investigation.

Must be willing to work emergencies as well as evenings, weekends, and holidays.

Must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation. This classification requires wearing respiratory protective equipment at times. When assigned to such work, facial hair must be shaven when it interferes with the safe fitting of respiratory protective equipment. This classification functions as a peace officer within the authority and limits of California Penal Code Sections 830.1(a) and 832.

The City of Berkeley invites you to apply for the position of Weighmaster in the Zero Waste Division of the Public Works Department! Working in the scale house at the solid waste transfer station, the Weighmaster is responsible for assessing incoming loads and providing direction to customers.

In this role, you will weigh vehicles entering and leaving the transfer station; estimate volumes of small loads and assess contents; collect established fees for dumping; provide information and direct customers; and use personal computers for data collection, computation, reconciliation, record keeping and reporting. 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is: 
Equivalent to completion of high school and either three (3) years of solid waste collection and disposal experience, or three (3) years of general office or accounting support work experience. Prior experience in refuse collection and/or experience in handling of hazardous materials is desirable.

Other requirements include:
Must be bondable and able to work early morning, evening, holiday and weekend shifts in a dusty, windy environment without restrictions. Within a six (6) month probationary period must successfully complete four (4) weeks of full-time equivalent on-the-job training to prepare the employee to assume the full range of Weighmaster duties, as certified by senior supervisory staff.

Successful completion of classes in Customer Service Dispute/Conflict Resolution is desirable.
