THE DIVISION

The Sustainability Division is a division of the City Manager’s Office and is primarily geared toward addressing climate change through greenhouse gas mitigation and adaptation and resilience efforts. The Division oversees development and implementation of the City’s Climate Change Action Plan, development of plans and programs to respond to sea level rise, and community engagement efforts to ensure communitywide participation. Current projects include an Equitable Low Carbon Economy project, a Sea Level Rise Collaboration and feasibility study, and exploration of long-term climate financing.  THE POSITION

The City’s Sustainability Division is seeking a leader with strong project management skills who is collaborative, adept at building relationships internally and within the community, and who will be successful in planning, overseeing, and reviewing the City’s projects from a climate justice and community engagement lens.

This grant-funded and limited-term position is responsible for planning, developing, organizing, and implementing all activities of the City’s community engagement and project coordination efforts as they support Marin Community Foundation’s Climate Justice Initiative in the Canal neighborhood and other priority areas of the City.

This is an exempt, mid-management level position that will support the City’s Sustainability division and will be expected to coordinate with various other City departments. Under the general direction of the Sustainability Program Manager, the Climate Justice & Engagement Manager exercises independent judgment in the planning, overseeing, and reviewing the City’s projects from a climate justice and community engagement lens.

Major task areas include:

• Auditing plans and projects serving the Canal neighborhood and mapping out synergies and timelines
• Identifying opportunities for collaborative engagement between projects and timelines
• Identifying opportunities to incorporate climate justice - including equity, workforce development, sustainability, and resilience goals – into projects and deliverables of various projects
• Developing a roadmap for community engagement that weaves together these projects, deliverables, and engagement needs, and coaching staff to use it.
  • This would include best practices for engagement, including cultural competency, language access, creating feedback loops to inform community members of progress, and integrating important feedback into plans and projects.
• Supporting departments in their engagement efforts
• Making sure outside agency projects serving the Canal neighborhood are also aligned in terms of engagement, timing, and inclusion of climate justice

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to)

• Audit City plans and projects related to the Canal neighborhood to identify community engagement goals and needs as well as opportunities to elevate climate justice, resiliency, and sustainability.
• Work with various City departments to identify and include climate justice program objectives and work plan activities in current projects and planning efforts affecting the Canal neighborhood.
• Act as a liaison between City departments, the City manager’s Office and the Sustainability division to understand operational needs around engagement with the Canal neighborhood and other priority areas in the city.
• Work with community groups and nonprofits working with and representing constituencies in the Canal neighborhood and in general the City’s priority equity communities to understand the needs of the residents and businesses, and ensure that community engagement is strategic, effective, and non-extractive while also leading to measurable outcomes.
• Support the City’s goal to build engagement practices that provide equitable access to City services and information.
• Develop and helps to implement engagement strategies and plans that are culturally competent and address the needs of persons with access and functional needs and persons that are non-English speaking.
• Oversee Canal neighborhood engagement operations in coordination with the City Manager’s Office and Communications Team.
• Help to develop and execute both strategic and implementation plans for communications and engagement services, programs, and projects to support City departments in projects and planning efforts affecting the Canal neighborhood.
• Performs related duties as assigned.

IDEAL CANDIDATE

The ideal candidate has experience in bridging community and government and a demonstrated ability to connect across organizations to build collaborative partnerships. The candidate should have significant experience with government processes and be able to identify connections between plans. This person should have strong project management expertise, communications skills, and be a flexible, but strong leader. This candidate should also be skilled at communicating with people from different cultures, professional backgrounds, and different languages. Ideally, this person would be fluent in Spanish and English.

EDUCATION/EXPERIENCE

• Bachelor’s Degree from an accredited college or university with a degree in environmental science, public policy, sociology, digital engagement, communications, community engagement, marketing, public relations, public administration, or closely related field.
• Three years of progressively responsible experience in related field, including at least one year in a management capacity.
• A Master's Degree is preferred.
• Ability to communicate in Spanish and/or Vietnamese is preferred.

SALARY AND BENEFITS

The Climate Justice Engagement Manager (Advanced Professional Temp.) position is a two-year, grant funded position, with a salary range of $8,497 - $13,182 per month, *pro-rated for .72 FTE (27-hour work week), and enjoys many of the benefits of the City’s San Rafael Mid-Management Employee Association (SRMMEA), including:

• City group health, with the City paying a fixed dollar amount toward the cost of the monthly insurance premium. The 2025 monthly flex dollar allowance is (pro-rated based on FTE %):
  • Employee only:         $950.00
  • Employee plus one:  $1,900.00
  • Family:                        $2,400.00
  • Opt-out of City coverage and receive $950 cash-in-lieu (if eligible)
• Dental: Premium fully paid for employee plus eligible dependents
• Vision: Premium fully paid for employee plug eligible dependents
• Vacation: 15 days annual leave Vacation leave (hours accrued each pay period, range increases up to 25 days depending on years of service)
• Administrative leave: 10 days annually (applied every January – pro-rated based on date of hire)
• Sick leave: 12 days annual leave (hours accrued each pay period)
• 12 paid holidays, plus 1 paid floating holiday
• City-paid Life AD&D policy - $300,000
• City-paid LTD policy - $7,500
• Gym membership reimbursement – up to $198 per year
• In lieu of participation in the City’s MCERA pension program, Advance Professional Temp. positions are enrolled in PARS retirement plans, with employer contribution of 3.75% and employee contribution of 3.75% of their salary to the retirement plan.

This position is located in the Clerk-Recorder Office and performs a wide variety of specialized technical duties including providing information and assistance to the public regarding departmental policies, procedures and laws. The Office Technician II position is distinguished from the class of Office Technician I by the responsibility to perform the most complex technical duties in the program to which assigned. THE POSITION:

The Community & Economic Development Department is recruiting for two full-time Permit Technicians.  Appointment will be made at the appropriate level depending upon qualifications.  Under general supervision, the Permit Technician will perform a variety of technical permitting and administrative support work associated with front counter, virtual counter, and other office tasks related to department operations.

Permit Technician I: This is the journey-level class in the Permit Technician series.  Employees at this level are not expected to perform with the same independence and judgment on matters allocated to the Permit Technician II.  Since this class is typically used as a training class, employees may have limited or no directly related work experience.  Employees work under immediate supervision while learning job tasks.   

Permit Technician II:   This is the journey-level class in the Permit Technician series.  Employees at this level are expected to perform with more independence and receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit.  Depending on expertise and certifications, incumbents may perform

minor over-the-counter planning and building plan check reviews.  Positions in this class are flexibly staffed and may be filled by advancement from the Permit Technician I class.

This position performs the following essential job duties (including but not limited to):

• Reviews and intakes planning and building permit applications.
• Determines and collects fees for permits and other review and regulatory services.
• Routes all application submittals to the appropriate departments/agencies for processing.
• Maintains files for all applications after checking for general completeness and accuracy.
• Provides written and verbal information to the public regarding departmental policies and procedures pertaining to topics such as permits, building code requirements, zoning, application procedures, and current projects.
• Reads and interprets blueprints, maps, planning regulations, and a variety of other information while responding to general inquiries.
• Processes minor planning applications and reviews business licenses and building permits for compliance with zoning regulations.
• Provides public information in support of the building, planning, housing, and code enforcement programs.
• Enter invoices, prepares refunds, and reconciles web payments.
• Provides administrative support for public meetings, including preparation, distribution, and posting of agendas and minutes.
• Assists in setting up rooms and virtual webinars for department and/or public meetings.
• Operates a variety of office equipment and uses a variety of software programs, including word processing, spreadsheet, permit tracking software, digital archiving software, and visual presentation equipment as appropriate.
• Maintains and manages an inventory of forms, applications, and office supplies.
• Builds and maintains positive working relationships with co-workers, other City employees, the public using principles of good customer service.
• Performs a variety of other tasks related to office administration and permit services as assigned.

To be eligible for this position, you must have knowledge of/ability to:

Permit Technician I:

• Basic office and clerical procedures.
• Modern office methods, procedures, and computer equipment and various software applications.
• Simple accounting procedures.
• Basic applied mathematics.
• Communicate clearly and concisely, orally and in writing with the general public and customers involved with development and construction, particularly contractors, architects, developers, engineers, and property owners.
• Learn to read and interpret maps, construction drawings and blueprints.
• Learn and apply a variety of zoning, land use, planning, and building procedures, codes, and ordinances enforced by the city including the Uniform Building, Electrical, Plumbing, Mechanical Codes and zoning codes. 

Permit Technician II (in addition to the requirements for Permit Technician I):

• Basic knowledge of building, electrical, plumbing, and mechanical codes.
• Basic engineering concepts.
• Basic planning and land use concepts.
• Read and interpret maps, construction drawings, and blueprints.
• Interpret and apply a variety of zoning, land use, planning, and building procedures, codes, and ordinances enforced by the city, including the Uniform Building, Electrical, Plumbing, Mechanical Codes and zoning codes.
• Organize and maintain files.
• Operate a variety of office equipment.
• Quickly and accurately review plans for submittal requirements and calculate permit fees in accordance with established laws.
• Research and compile information requested.
• Prepare written zoning research letters and administrative land use entitlements.
• Research, compile, and analyze data for special projects and various reports.

EDUCATION and/or EXPERIENCE (A typical way of gaining the knowledge, skill and ability outlined above is):

Permit Technician I:

• Graduation from high school or equivalent.
• Two (2) years of experience in an office or customer service environment with direct contact with the general public.

 Permit Technician II:

• Graduation from high school or equivalent.
• Completion of two courses in building code, electrical code plumbing code, mechanical code, engineering, planning, or related field.
• One (1) year of experience equivalent to Permit Technician I in the City of San Rafael.

CERTIFICATES/LICENSES/REGISTRATIONS:

• Possession of International Code Council (ICC) Permit Technician certification is desirable for Permit Technician I and II and is required for Permit Technician III.

LANGUAGE/MATHEMATICAL/REASONING SKILLS:

• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
• Ability to write routine reports and correspondence.
• Ability to speak effectively before groups of customers or employees of organization.

ABOUT THE DEPARTMENT

The Planning & Building Department is responsible for the administration of the City’s building and zoning ordinances, implantation of the General Plan, enforcement of municipal code, design review and environmental assessment, building permits, and inspections.

The Building Division consists of five (5) dedicated full-time employees: the Building Official, two (2) Building Inspectors, a Permit Services Coordinator, and a Permit Technician. This small, but efficient team issues approximately 1,300 permits, conducts around 3,500 inspections, and processes 175 RBRs each year. The average annual budget for the Building Division for the next two (2) years is approximately $1.5 million.

ABOUT THE POSITION

The Building Official oversees the Building Division of the Planning & Building Department, managing enforcement activities, reviewing building plans, issuing permits, and collecting fees while ensuring compliance with all relevant laws and ordinances. This role also involves conducting and supervising inspections of buildings and structures throughout all stages of construction, alteration, and repair.  

Key Responsibilities (include but are not limited to):

• Enforce building, electrical, plumbing, and mechanical codes. 
• Issue permits for all building activities and perform thorough plan reviews. 
• Conduct site inspections to ensure code compliance and issue Certificates of Occupancy. 
• Investigate complaints regarding violations of state or local building or fire codes. 
• Enforce zoning regulations and prepare Residential Building Record Reports for property sales. 
• Engage with the public, providing information on codes and ordinances. 
• Collaborate with Planning, Public Works, and Fire Departments on critical issues. 
• Maintain records, prepare reports, and present tot he City Council and other governing bodies.

ADMINISTRATIVE SERVICES ANALYST II/III - Limited Term

II  – $28.64 - $34.81  Per Hour

THE POSITION
This position will be under the County Administrative Office and will report to the  Glenn Grows Office in Orland. This person will perform routine to moderately difficult, administrative and analytical work that may involve and/or emphasize the functional areas of: general and administrative support, fiscal, contract management,  and program analysis and compliance, prepare correspondence, grant writing and reporting, and other related duties as required. The Administrative Services Analyst III may be distinguished from the Administrative Services Analyst II class because incumbents in the lower class provide journey-level support usually within a division or segment of a department.  This position is scheduled for forty (40) hours per week. This recruitment may be used to establish a list to fill future vacancies for the next twelve (12) months.

TRAINING AND EXPERIENCE
Experience:        II - Either one (1) year as an Administrative Services Analyst I in Glenn County; or three (3) years of professional analytical journey level experience in any of the functional areas required by the position: general and administrative support, fiscal and contract management, program analysis and compliance or staff development and training. III - One (1) year of experience as an Administrative Services Analyst II in Glenn County; or four (4) years of professional journey level analytical, administrative, professional, managerial, or supervisor experience in any of the functional areas required by the position: general and administrative support, fiscal and contract management, program analysis and compliance, and/or staff development and training.  

Training:        II/III - Possession of a bachelor’s degree from an accredited college or university in business administration, public administration, accounting, finance, organizational development, social work, education, human resources or a closely related field. Substitution:  Additional professional level experience in any of the functional areas noted above may be substituted for the required education on a year-for-year basis up to a maximum of two years.

The Yuba County Probation is currently recruiting for the position of Deputy Probation Officer I/II.  Under general supervision, Deputy Probation Officers perform a variety of professional adult and juvenile probation duties related to case management, field monitoring and investigation, probation supervision, mediation, intake and other programs; coordinates probation activities with those of the Superior Court; ensures compliance with court ordered probation conditions through counseling; coordinates community resources to assist probationers to successfully complete the terms of probation; and performs related work as required. As experience accrues, the incumbent performs with increasing independence and becomes a candidate for promotion after gaining experience and demonstrating proficiency, which meet the qualifications of the higher-level class and successful completion of the Probation Officer Core curriculum approved by the Standards of Training and Corrections.

Examples of Duties:

• Provide direct field supervision of clients including home, employment and school visits, weapons and contraband searches and chemical testing; ensure that conditions of probation are being complied with.
• Interview, investigate, verify and compile information and prepare reports regarding the personal, social, educational, financial, vocational, health and/or prior criminal history of probationers referred by law enforcement agencies, Court officials and social service, out-of-home placement agencies or juvenile support agencies; explain conditions of probation; prepare and explain goals to be achieved during probationary period; develop and present recommendations for case management upon intake or for actions in the event of violation of probation.
• Counsel and advise probationers and their families regarding pertinent personal, social, educational, financial, and vocational matters; provide or refer clients to appropriate support services for medical matters, mediation and crisis intervention situations; provide assistance in obtaining employment, entering school and resolving problems.

About Yuba County Probation Services:

The principal mandated tasks accomplished by Adult and Juvenile Probation Services are the preparation of investigative reports and sentencing recommendations for the Courts on criminal, diversion and probation actions, and the supervision of adult and at risk youth granted formal probation. Probation Officers also supervise clients released on Post Release Community Supervision and pursuant to Section 1170(h) of the Penal Code. Probation manages a variety of specialized adult and youth program elements. The adult programs include Drug Court, a pre-trial risk assessment unit, and a wide array of rehabilitative programming at the Yuba County T.E.A.M. Center. The youth program elements include a variety of programs, Probation and School Success Program, Juvenile Offender Work Program, Truancy Program, and the Thomas E. Mathews School.

This is a unique opportunity for an experienced law enforcement professional to lead with integrity, build community relationships, and help shape the future of public safety in the City of Sebastopol. The City of Sebastopol values its community members and serves them with respect and compassion embracing modern and alternative and community methods of policing.  The Police Chief is responsible for the overall direction, coordination, and evaluation of the Police Department, including planning, organizing, directing, and coordinating the City's law enforcement and crime prevention activities, animal control, and youth services.

The successful candidate will also serve as the City’s Emergency Operations Director, and perform related work as required. The Chief of Police demonstrates the ability to work collaboratively with all community members regardless of cultural differences or circumstances, including race, ethnicity, religion, language, gender identity, age, marital and familial status, sexual orientation, diverse physical and learning abilities, socioeconomic status, and other identities.

This is an “at will” classification serving at the pleasure of and receiving administrative direction from the City Manager. This position provides highly responsible and complex professional and administrative consultation to the City Manager and may serve as the City Manager or Assistant City Manager in the absence of both managers. Performs related duties as assigned.

QUALIFICATIONS:  Any combination of education and experience that has provided the knowledge, skills, and abilities for a Chief of Police is qualifying.  Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions. A typical way of obtaining the required qualifications is to possess the equivalent of six years of broad and extensive experience in all major phases of municipal police work, including at least three years in a responsible management capacity, a bachelor's degree in criminology, public administration, or a related field. 

License and Certifications:

• Possession of, or ability to obtain, a valid Class C California driver’s license
• Possession of a Management Certificate from P.O.S.T.

Equivalent combinations of education and experience sufficient to successfully perform the essential duties of the job as listed above will be considered.  Additional qualifying experience may be substituted for education on a year-for-year basis. 

ADDITIONAL REQUIREMENTS:

LANGUAGE SKILLS: Ability to read, analyze, and interpret a variety of reports, legal and funding documents, interpret apply, and enforce laws, regulations, codes, and policies. Develop, administer, explain, and enforce policies and procedures. Ability to respond to complex and unique inquiries or complaints from citizens, residents, businesses, and governmental, judicial, and law enforcement agencies. Ability to develop and deliver informative, accurate, and compelling presentations and reports to governing bodies, City staff, or public groups, or advisory bodies.

MATHEMATICAL SKILLS: Ability to calculate figures and amounts, track crime and level of service statistics, manage schedules, and assess financial and personnel costs, revenues, and projections. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to convey ideas clearly, persuasively, and in understandable terms, diffuse a variety of challenging situations, and work and communicate effectively with a diverse populous.

BACKGROUND AND EXAM PROCESS: The successful candidate will be required to undergo a standard Police background investigation including fingerprinting, and polygraph exam. Psychological evaluation, and complete physical exam with drug screening.

The Custodian position at the Glenn County General Services Department performs a variety of custodial / janitorial duties throughout the County of Glenn. These may include but are not limited to: sweeping, mopping, buffing and polishing floors; vacuuming and shampooing carpets; spot cleaning carpets; cleaning and sanitizing restrooms; cleaning / sweeping exterior walkways, removing trash and debris. Receives immediate supervision from the Lead Custodian or other higher-level supervisory and management staff. This position is scheduled to work Monday - Friday from 11:30 a.m. to 8:00 p.m. forty (40) hours per week. This position is subject to full background check, DMV driving record and pre-employment medical screenings. WHAT YOU’LL DO

• Performs general custodial duties, including but not limited to sweeping, mopping, buffing and polishing floors; vacuuming and shampooing carpets; spot cleaning carpets; cleaning and sanitizing restrooms; cleaning / dusting furniture, appliances and other surfaces; polishing furniture and other wood surfaces; cleaning glass windows and doors; cleaning metal surfaces; emptying ash trays and trash cans, etc.
• Performs exterior cleaning duties, including but not limited to cleaning / sweeping exterior walkways, porches, steps, etc.; removing trash and debris; cleaning door mats; washing exterior windows; removing cobwebs, etc.

This position in the Behavioral Health division of the Health and Human Services Agency performs a wide variety of specialized technical duties and provides information and assistance to the public regarding departmental policies, procedures and laws. The Office Technician II position is distinguished from the class of Office Technician I by the responsibility to perform the most complex technical duties in the program to which assigned. The position is full-time and scheduled for  forty (40) hours per week.
