The City of Fremont Public Works Department is recruiting for Engineering Technician I/II (Development).

The Position and Responsibilties

As a member of the Public Works, Engineering Division, in the Development Section, the Engineering Technician I/II will perform a wide variety of support functions to assist with customer service, development review and permitting.

Examples of Job Duties

General Duties for both the Technician I and II in all assignments:

• Operates a variety of office machines, calculators, personal computers and a variety of software applications.
• Makes initial review of project submittals and RFI's and routes correctly.
• Under the direction of a registered engineer, prepares manually or through CAD diagrams for field design changes.

Engineering Technician I (Development Section)

• Reviews and issues encroachment permits for work in the public right-of-way to residents, private utility companies including but not limited to PG&E, AT&T, Comcast, Alameda County Water District (ACWD) and Union Sanitary District (USD).
• Assists the Project Engineer in the review of private development applications from planning entitlement phase, to issuance of building permits, to approval of final/parcel maps and construction of any public improvements required to support the proposed development.
• Provides customer service at the Development Service Center related to private development applications and requirements for issuance of encroachment permits.

Engineering Technician II (Development Section)

In addition to the duties listed above for Engineering Technician I:

• Participates in the review and recommendation process for more complex encroachment and grading permits.

The Position

Senior planners will perform the following major duties:

• Process permit applications and assist in plan checking of permit requests.
• Confer with applicants to clarify information relative to zoning, general plan compliance, signage and other issues.
• Review routine to complex development proposals, applications, permits and plans for completeness and compliance.
• Prepare and review environmental impact reports, written initial studies, negative declarations, and staff reports.
• Assist the public as well as advise architects, builders, attorneys, contractors, engineers on matters relating to land use, zoning, code interpretation, general plan compliance, signage, and other issues related to the City’s entitlement process.
• Supervise lower-level planners and/or interns.

THE POSITION

Under general supervision, the Plan Check Engineer performs independent building and plan examinations for construction or alteration of industrial, commercial, and residential structures; determines compliance with applicable codes, laws, and regulations; and performs other duties as assigned.

Examples of duties include:

• Checks plans, specifications, and calculations on building plans submitted by architects, engineers, contractors, and owners for compliance with structural design, zoning, grading, soil reports, energy standards, disabled access, and general conformity to applicable ordinances, laws and State building codes.

• Advises building inspectors on structural and other building related problems arising in the field during construction.

• Assists customers in person and over the phone answering questions and providing instructions to architects, engineers, contractors, homeowners, other customers, and staff regarding building requirements, structural application of various codes, and requirements to achieve compliance standards.

The City of Berkeley invites you to apply for the position of Assistant Public Works Engineer in the Public Works Department! In this role, you will have the opportunity to apply your engineering knowledge to problems involved in design, specification and inspection of construction projects for sewers, streets, structures, parks and related public works projects. You will perform a variety of difficult engineering work and exercise a considerable amount of independent judgment in designing plans and making general engineering and plan checking calculations.

This position acts as a resident Civil Engineer in checking for contract compliance with engineering standards and specifications. With California Registration, incumbent may sign off on engineering specifications and plans.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four-year college or university with major coursework in civil engineering and two (2) years of professional civil engineering experience in design and construction work at a level equivalent to the Junior Public Works Engineer class.

Other requirements include possession of a valid California driver's license with a satisfactory driving record. Possession of a valid California certificate as an Engineer in Training is desirable, but is not required.
