THE POSITION

Tri-City is looking for an individual to serve as a Clinical Therapist I/II for the Adult Full-Service Partnership (FSP). The Clinical Therapist I/II will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community with moderate to severe behavioral health clients. The Clinical Therapist will report to a Clinical Supervisor.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients.

• Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field.

• Performs routine and emergency intake evaluations according to Authority procedure;
  completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

• Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment.

• Works with clients to address stressors and barriers to treatment and/or social functioning; identifies and focuses on client strengths and personal resources to effectively engage and treat client.

DEFINITION

Under direction, to supervise and perform a wide variety of responsible professional engineering work in connection with the preparation of designs, plans, and specifications for a variety of public works projects, and to do related work as required.

EXAMPLES OF DUTIES

MINIMUM QUALIFICATIONS

Knowledge of: Modern civil engineering principles, methods and practices, including stress analysis, hydraulics, hydrology, pavement design, traffic engineering, computer-aided drafting and mapping, surveying, technical report writing; the elements of effective supervision.

Ability to: Apply fundamental engineering principles to solving practical problems encountered in the design and construction of streets, storm drains, water systems, sanitary sewer systems, traffic control systems, structures and other public work projects; prepare plans, specifications, and cost estimates for contract documents; prepare engineering computations and technical reports; understand and carry out technical instructions and prepare staff analysis on assigned projects; make independent decisions on technical problems; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Graduation from a college or university with a Bachelor’s Degree in Civil Engineering, or equivalent.

Experience: Two years of experience in civil engineering work at the level of a City of Daly City Engineer I.

License: Registration as a Professional Engineer in Civil Engineering in the State of California is required. Possession of a valid Class C California Driver’s License.

Under the direction of the Director of Public Works or their designee, the Management Analyst I performs a variety of journey-level, professional and technical administrative duties in support of Public Works. Work assigned may be in a specific program area and/or to perform administrative duties in support of a division of Public Works or the department as a whole, including research and analysis. The incumbent plans, manages, implements, and evaluates assigned programs, systems, procedures and operations; and coordinates assignments with other departments and outside agencies. Performs other duties as assigned.

The Management Analyst I plays a vital role in supporting the efficient operation of the Public Works department and will be responsible for:

• Asset Management and Tracking: Facilitating the acceptance of new streets and utilities into the City’s inventory and maintaining meticulous records of maintenance activities through ArcGIS. 

• Optimizing Fleet Operations: Ensuring adherence to regulatory standards and requirements such as annual use reporting, emissions, registration, vehicle/fuel procurement and inventory systems. 

• Public Communications, Marketing, and Stakeholder Outreach: Assisting in the development and execution of public communication strategies, marketing campaigns, and stakeholder outreach initiatives to enhance community engagement and awareness of Public Works programs and projects.

• Department and Division Budgeting: Collaborating with departmental stakeholders to assist in budget preparation, tracking, forecasting, and contributing to the development and publication of the Capital Improvement Program (CIP) bi-annually.

• Sanitary Sewer System Program Management: Supporting the management and implementation of the Sanitary Sewer System program by overseeing tasks such as managing and updating sewer lateral ordinances, updating sewer rates, calculating and tracking Equivalent Dwelling Units (EDUs), and updating the Sanitary System Management Plan and annual reporting Plan in compliance with regulatory requirements.

• Personnel Functions: Acting as a liaison to Human Resources and assisting in various personnel functions including recruiting, onboarding, training coordination, tracking, and calendar updates as necessary to ensure timely personnel management. 

• Contractor and Consultant Procurement: Supporting the procurement process for contractors and consultants, including contract administration and tracking of services rendered.

• Street, Tree and Neighborhood Assessment Districts: Managing Special District programs, including but not limited to, development of assessments, regular rate review and updates, stakeholder outreach, coordination and recommending required council action.

• Support the assigned Department Head or manager in achieving division/department-wide goals and initiatives with analysis, management, and program development.

• Promote programs and stake; create marketing materials and newsletters and communicate with the public.

• Analyze federal and state laws and regulations as they relate to assigned programs and ensure appropriate compliance measures are included in policies and training.
• May be assigned to provide administrative support to a City board, commission, or committee which includes: preparing and distributing agendas, taking minutes, acting as a liaison.
• Coordinate and participate in training of personnel.
• Prepare comprehensive written reports regarding program activities.
• Regularly interact with other city staff, city council, community representatives and citizens regarding programs.
• Answer questions and provide information to the public, outside agencies, and City staff.

Animal Care Attendants report to the Shelter Manager of Animal Care and Services and are primarily responsible for feeding, caring for, and moving shelter animals; euthanizing animals; and cleaning and disinfecting kennels and cages. This position will undergo training (4-6 weeks) during normal business hours and will be scheduled to work 5 days a week in either a daytime shift OR overnight shift ( e.g . 9:00 pm to 5:30 a m) after training has been completed. DEFINITION

• OPERATOR I (COLLECTION)
  Under general supervision or direction, the Operator I (Collection) is responsible for the overall operation of the wastewater collections system, which includes the repair and maintenance of the sewer collection system and pump stations.
   
• OPERATOR II (COLLECTION)
  Under general direction, supervises the operation of the Collections System of the Wastewater Treatment Plant on a designated shift to ensure processing and discharge of wastewater which complies with performance standards of State regulatory agencies; perform any combination of tasks involved with inspection, construction, repair, and preventive, corrective and emergency maintenance of sanitary personnel; prepares logs and other records; performs maintenance tasks as required and other related duties as required.
   

ESSENTIAL FUNCTION REQUIREMENTS

For the Collections System, ability to locate, detect cause, and correct sewer stoppages; detect and perform minor repairs and adjustments to sewer equipment; maintain pumps and related mechanical equipment; and report to work at any time during an emergency.  Perform electrical and mechanical repairs, maintenance work and modification to equipment used in a water quality control plant; use various mechanic’s tools with skill and accuracy; available for standby on sewer calls on a rotation basis; follow oral and written directions; maintain working relationships with other employees.  (See Physical Demands section as it relates to Essential Function Requirements.)

  • Repair mainline breaks, replace broken pipe and reconnect pipe sections
  • Operate power rodder, jet truck, backhoe and TV equipment
  • Conduct periodic inspections and perform routine maintenance and minor repairs to wastewater pumping stations and equipment
  • Keep daily logs and records on equipment; makes reports to the supervisor
  • Provide technical assistance and prescribe work methods and safety procedures to maintenance workers and utility workers
  • Inspect installation of new sewer lines, laterals and related structures; may study blueprints and specifications preparatory to inspection of construction project

The City of Simi Valley has a hiring opportunity for an Inventory Support Specialist.  This position is a key team member in the Sanitation Services Division of Public Works.  An Inventory Control Specialist is responsible for managing and optimizing inventory levels, conducting audits, and maintaining accurate records. They ensure that inventory is accounted for and properly stored, and will be involved in forecasting supply needs and coordinating with suppliers.  Some of the duties will be to maintain up-to-date records of Division assets and warehouse inventories; orders, receives stocks and issues parts and materials using an Enterprise Asset Management Software and interfaces with the Enterprise Resource Program (MUNIS) through the processing of new and completed inventory requests.  Assists in the planning, scheduling, and coordination of Division resources; and performs other administrative related duties for managing and optimizing inventory levels and conducting audits.

We are currently looking for a Clinical Therapist I or II to work on our MHSSA Grant Team within Tri-City's Child & Family Clinic. This position will be a part of a 3 year - federally funded MHSSA Grant Team that is scheduled to end in December 2026. The team is being formed to foster stronger school-community mental health partnerships that can leverage resources to help students succeed.  The Clinical Therapist I/II position will report to a Clinical Supervisor and will work on a multidisciplinary team consisting of other Clinical Therapists and Behavioral Health Specialists in partnership with the school and families.

These positions are responsible for a variety of ongoing responsibilities including, but not limited to:

• Work directly with or work with staff who work directly with at high-risk youth, foster youth, youth who identify as LGBTQ+, and youth who have been suspended or expelled from school and their families to provide culturally inclusive and relevant mental health services such as early intervention, suicide prevention, drop-out prevention, evidence based mental health practices and the development and coordination of service plans to address ongoing needs;

THE DEPARTMENT

The Public Works department consists of approximately 72 full time employees and is responsible for maintaining and improving the city’s streets, parks, water and stormwater systems, traffic signals, trees, fleet and public buildings.  The Engineering Division is responsible for managing the City’s capital improvement program and for the review of development projects for compliance with city standards, ordinances, permits, regulations, and statutes.  Public Works is responsible for building and maintaining the City’s infrastructure and facilities, and for providing many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including: 

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has 72 full-time equivalent staff members and a nearly $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximately $100 million capital program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. Some of the exciting efforts on the horizon include efforts to protect the San Francisco Bay shoreline and adjacent community from sea level rise; efforts to eliminate the City’s reliance on fossil fuels through building and fleet electrification; making investments in transportation safety through strategic quick-build projects and large infrastructure changes like a pedestrian/bicycle undercrossing at Caltrain; and ensuring the equitable delivery of services throughout the entire city in alignment with the goals and programs developed as part of the city’s first environmental justice element underway.

Engineering Technician I
This is the entry-level class in the paraprofessional engineering technician series. Initially under close supervision, incumbents with basic technical engineering experience perform work such as responding to inquiries and complaints, maintaining engineering records, performing basic engineering calculations, performing field observations and surveys, researching engineering topics, assisting in the review and issuance of permits, and updating maps and drawings, in addition to performing office and field work related to assigned engineering and transportation projects and programs. Positions at this level usually perform most of the duties required of the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence.

Engineering Technician II
This is the journey-level class in the paraprofessional engineering technician series. Incumbents perform the full range of technical work in all of the following areas: field observations and surveys, researching engineering topics, review and issue of permits, and updating maps and drawings, in addition to performing office and field work related to assigned engineering and transportation projects and programs. Positions at this level are distinguished from the I level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Engineering Technician in that the latter is responsible for technical and functional supervision of lower-level engineering technician staff and performs the most complex duties assigned to the series.
