This is highly technical and professional work for a person at a senior staff/management level. The work performed will support MRCA’s operation of nature parks within greater Los Angeles, land acquisition and capital improvement Workprograms, and other efforts related to public access, open space conservation, habitat restoration, and urban park development. 

Ability to speak Spanish and a current landscape architect license issued by the State of California are required.

This position reports to the Deputy Executive Officer. Assorted tasks may be supervised by Executive Staff and may include participation in multi-division teams. The position may supervise other staff at the entry-level or intermediate project manager level. 

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Produce landscape improvement plans, details, and specifications, at conceptual design, schematic design,  and construction document phases with both hand-drawn graphics and CAD techniques.
• Coordinate with Construction Supervisors to monitor progress of in-house staff (force account) and subcontractors, assure compliance with plans and specifications, and troubleshoot as needed.
• Coordinate with Site Managers to monitor landscape maintenance activities and improvements; troubleshoot as needed. Provide input and guidance on long-term management plans for existing and new facilities.
• Sign/stamp plans. Interpret and apply applicable ordinances, regulations, and standard operating procedures.
• Produce early concept designs for a variety of project types.
• Identify and scope improvement projects for existing facilities.
• Monitor and track project budgets and spending.
• Review and approve landscape plans, details, and specifications prepared by others for park development projects.
• Coordinate the assessment and removal of architectural barriers.
• Make reports about improvement projects to Executive Staff, Governing Board, funders, and the general public.
• Conduct a bi-annual Request for Qualifications for various professional disciplines to maintain a current list of qualified consultants.
• Review proposal submissions from environmental design consultants and make recommendations to project managers.
• Attend senior staff meetings and participate in management discussions.
• Oversee agency design standards. Research new products and technologies.
• Perform Construction Administration tasks and respond to RFIs from contractors and construction management consultants.
• Specify and procure supplies for improvement projects and work closely with vendors.
• Produce written materials including construction specifications, staff reports, text for publication, proposals, progress reports, and a variety of other documents.
• Determine project scope, options, and alternatives to overcome constraints. Revise as often as needed to address unexpected conditions.
• Maintain good habits of answering and responding to incoming telephone calls, correspondence, and when communicating and providing customer service to citizens who seek assistance.
• Maintain positive relationships with coworkers, representatives of other government agencies, non-profit organizations, homeowner’s associations, and the public at large.
• Lead and participate in group hikes, project site tours, and kayak trips with project stakeholders.
• Represent the agency in public forums.
• Perform related duties as required.

NON-ESSENTIAL FUNCTIONS

• Write and coordinate grant proposals and research new funding opportunities for land acquisition, park development, and related planning efforts.
• Perform day-to-day administration of grants, prepare required reports and ensure conformance with grant agreements. 

JOB SPECIFICATIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, and operate a computer and other office productivity machinery. Offices at the River Center are spread among multiple buildings and floors. Remote working or a hybrid schedule may be allowed, subject to supervisor approval.

MINIMUM QUALIFICATIONS

Position Summary

 

Under direction, perform varied professional and electrical engineering work at an advanced level of difficulty in the field and office. Perform assessments of and prepare written reports documenting the existing electrical systems and loads at existing facilities. Work with other engineers and technicians on design of new facilities and rehabilitation/retrofit of existing facilities. May supervise subordinate engineering personnel engaged in design and construction work. May act as resident engineer on major capital improvement projects and as oversight engineer on in-house maintenance and repair projects. The Community Energy Department is seeking an Associate Electrical Engineer to support an emerging program which is intended to increase the City’s overall energy resiliency.  This newly formed Associate Electrical Engineer position will collaborate with staff from other departments, consultants, vendors, private developers, and other partners to identify, assess, develop and deliver innovative energy resiliency projects, including participating in the potential development of a City utility to provide electric distribution service to a large development project.

The Associate Electrical Engineer will perform a diverse set of professional electrical engineering-related assignments which are primarily focused on the engineering, design, and implementation of electric distribution microgrids, distributed energy resources, and other electrical projects within new residential, commercial and other land-use developments, as well as City-owned facilities.  The person selected will have knowledge and experience related to the design, construction and operation of high voltage electric transmission and distribution systems, building and other facility electrical systems, and renewable energy generation and storage solutions.  Knowledge and experience related to the design and operation of component-level or integrated electronic circuitry is not applicable to this position.

Knowledge and experience in the following specific areas is directly relevant to this Associate Electrical Engineer position: Experience in electrical power system and microgrid design, including transmission, distribution, generation and storage. • Perform technical electrical engineering and design functions.

Specific duties of the position include, but are not limited to the following:

• Plan, coordinate and/or manage energy resiliency projects and programs that may involve multiple participants, including other City staff and departments, consultants, private developers, and community stakeholders.
• Plan, implement and manage consultant delivered services and projects, including negotiating, reviewing and/or preparing scopes of work, budgets, schedules, service orders, change orders, and invoices.
• Define, prioritize, and assign the work tasks of other staff and consultants, and regularly review progress and make necessary adjustments to ensure satisfactory performance of the work.
• Prepare, review and/or analyze designs, improvement plans, specifications, and other engineering documents for a variety of electrical systems, including but not limited to electric power transmission, distribution, generation, and storage.
• Perform and/or review various electrical engineering calculations and analysis related to electrical and energy systems capacity, operation and performance.
• Review and/or analyze power transmission and distribution studies and reports, including by not limited to PG&E System Impact Studies and PG&E Facilities Studies.
• Research, analyze and or/evaluate emerging electrical and renewable energy technologies and programs; prepare and/or review technical reports, studies, white papers and presentations related to energy resiliency strategies.
• Prepare and/or review documents and specifications used to procure professional consulting services, products or equipment, and other items needed to implement electrical systems and energy resiliency projects.
• Prepare written reports and presentations as the basis for important discussions, requests, actions, and approvals by internal and external stakeholders, including City Management, City Council, other City departments, developers, and community groups.
• Provide accurate, timely and appropriate verbal and/or written responses to stakeholder requests, questions or concerns.

Effective 7/1/2020, the pay range for this classification is $96,470.50 to $122,137.60.

The San José Fire Department (SJFD) is seeking to fill four (4) Associate Engineer positions in the Bureau of Fire Prevention (BFP). The Bureau of Fire Prevention (BFP) Development Division contributes to the Department’s mission through its primary focus on key areas of responsibility that include; public education and outreach services, investigation of fires to determine cause and origin, and code compliance activities such as plan review and inspection.

Under the general supervision of a Senior Engineer, the Associate Engineer position performs a variety of professional engineering, plan review, and inspection work.

Typical duties include, but are not limited to the following:

- Examine plans, perform calculations and review specifications for commercial, industrial, and residential buildings for compliance with the California Building Code, California Fire Code, California State Fire Marshal regulations, and
applicable NFPA standards and local ordinances.

- Provide technical advice to consultants, architects, engineers, contractors, developers, department officers and staff, and the Fire Marshal on the application or interpretation of fire safety codes/regulations, and on the resolution of fire safety issues found in the preliminary design of buildings.

- Analyze and evaluate proposals for alternate materials, methods of construction, and/or variances to fire safety codes and regulations.

- Conduct field inspections to ensure that the finished construction complies with approved plans.

The subject of the incumbent’s tasks will be focused on one or more of the following Sections of BFP areas: Building Life Safety Systems, Fire Suppression Systems, Fire Detection/Fire Alarm Systems, Hazardous Materials and Site Development.
