Senior Electrical Engineer

Position Summary

 

Under direction, perform varied professional and electrical engineering work at an advanced level of difficulty in the field and office. Perform assessments of and prepare written reports documenting the existing electrical systems and loads at existing facilities. Work with other engineers and technicians on design of new facilities and rehabilitation/retrofit of existing facilities. May supervise subordinate engineering personnel engaged in design and construction work. May act as resident engineer on major capital improvement projects and as oversight engineer on in-house maintenance and repair projects. Interpret, explain and carry out electrical engineering design, inspection and construction methods and procedures. Responsibilities include regular contact with other professional engineering personnel, as well as contractors and their representatives, and the general public, obtaining and providing technical electrical engineering data and information, preparing, checking and reviewing detailed and complex electrical engineering plans, specifications and related reports. Perform related duties as required.

 

Essential Responsibilities

 

• Performs assessments of electrical systems and prepare written reports documenting the capacity and limitations of the systems
• Performs detailed engineering calculations and analysis in connection with electrical design of utility systems for transportation facilities 
• Prepares and supervises the preparation of detailed electrical engineering designs, drawings, specifications, cost estimates and quantity estimates for a wide range of electrical construction and maintenance projects
• Works with other in-house and consultant engineering professionals and technicians to develop, prepare and finalize complete sets of construction bid documents for capital improvement and other construction projects 
• Reviews consultants submittals and work products to ensure compliance with required scope of work and deliverables 
• Reviews contractors' work to ensure compliance with plans and specifications
• Plans, schedules and coordinates detailed phases of engineering work either as part of a major project or for an entire project of smaller scope
• Makes investigations of contractual and construction problems that may arise on construction projects
• Inspects and supervises a wide variety of ordinary and complex construction projects to ensure compliance with contract plans and specifications
• Assists in the preparation of complex contract documents
• Conducts correspondence and prepare technical engineering reports in connection with a wide variety of projects
• Knows and follows the safety and health rules and safe working practices applicable to their job
• Ensures that employees under their supervision follow established safe work practices and obey all safety rules
• Meets and consults with department officials, engineers and contractors on technical engineering matters
• Regular and reliable performance and attendance are required 

 

Minimum Qualifications

 

Education and/or Experience: 

• Bachelor's degree in Electrical Engineering
• Five years position-related electrical engineering experience, including design, estimate and specification preparation and the inspection of construction work
• One-year supervisory experience is desirable

 

Required Licenses:  

• Registration (P.E. license) as an Electrical Engineer in the state of California. Must have a PE license as an Electrical Engineer for at least 5 years. 
• Must possess and maintain a current, valid California driver's license and satisfactory driving record. No reckless driving and DUI infractions within the last 7 years. No more than 2 moving violations within the last 3 years. May operate District vehicles.

 

Physical Requirement: 

• Must inspect construction work on the Golden Gate Bridge, other structures and buildings, climb scaffolds, catwalks and ladders
• Carry test, inspection and electrical equipment that may weigh up to 50 pounds

The Position & Responsibilities

The Executive Assistant to the City Manager is a critical position in the City Manager’s Office. Examples of responsibilities include the following:
• Maintain executive's appointment schedule by planning and scheduling meetings, conferences, teleconferences, and travel.

DESCRIPTION/RESPONSIBILITIES:

The actual salary shall be determined by the final candidate’s qualifications and experience.  In addition to the starting salary, employees in the Senior Engineer classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

The City of San Jose's Planning, Building and Code Enforcement (PBCE) Department is recruiting to fill a Senior Engineer position in its Building Division. The Building Division is a part of the Development Services team and consists of four Core Groups. These four Groups are: Permit Center, Plan Review, Expedited Review, and Inspection Groups. 

The Senior Engineer in PBCE’s Building Division performs a variety of professional and supervisory assignments including, coordinating and directing the activities of a group of engineers and inspectors in reviewing complex professional plans and calculations to ensure compliance with uniform codes, engineering principles, Federal, State and local ordinances and regulations.

As a working Senior Engineer, leads and supervises engineers, architects, building inspectors in reviewing complex professional structural and architectural plans and calculations to ensure compliance with the technical codes (e.g. Building, Electrical, Plumbing and Mechanical), structural engineering principles, disabled access regulations and other state and local ordinances and regulations.

Assigns and monitors staff workload.

Evaluates job performance of plan check engineers and architects, inspectors assigned to plan review, and/or non-technical personnel.

Advises professional engineers, architects and others concerning code requirements, engineering and planning problems arising in the preliminary design of buildings and structures.

Develops, directs and/or implements technical training programs.

Prepares written guidelines and policies to facilitate consistent application of the technical codes, ordinances and regulations within the work group.

Coordinates and directs technical and non-technical staff in the issuance of building permits.

Understands, promotes and supports City Service Area’s Business Plans and the core services of the Department by implementing "Superior Customer Service through Successful Partnerships".

Coordinates with other City departments and agencies and confers with elected officials.

Meets with professional and business groups.

Conducts safety assessments of unsafe buildings and leads programs in enforcing compliance with the all Building Ordinance.

The Community Energy Department is seeking an Associate Electrical Engineer to support an emerging program which is intended to increase the City’s overall energy resiliency.  This newly formed Associate Electrical Engineer position will collaborate with staff from other departments, consultants, vendors, private developers, and other partners to identify, assess, develop and deliver innovative energy resiliency projects, including participating in the potential development of a City utility to provide electric distribution service to a large development project.

The Associate Electrical Engineer will perform a diverse set of professional electrical engineering-related assignments which are primarily focused on the engineering, design, and implementation of electric distribution microgrids, distributed energy resources, and other electrical projects within new residential, commercial and other land-use developments, as well as City-owned facilities.  The person selected will have knowledge and experience related to the design, construction and operation of high voltage electric transmission and distribution systems, building and other facility electrical systems, and renewable energy generation and storage solutions.  Knowledge and experience related to the design and operation of component-level or integrated electronic circuitry is not applicable to this position.

Knowledge and experience in the following specific areas is directly relevant to this Associate Electrical Engineer position: Experience in electrical power system and microgrid design, including transmission, distribution, generation and storage. Knowledge of electrical power transmission and distribution equipment and operation comprised of 115KV, 21KV, 12KV, 4.16KV and 480V switchgears, substations, breakers, switchboards, panel boards, UPS, generators, substation equipment, and SCADA.  Knowledge of designs for equipment installation, underground duct banks, conduit and other raceway systems, power and control cables and grounding.  Knowledge of building and facility electric distribution, metering and power backup systems and equipment.  Knowledge of renewable energy devices such as wind and solar generators and storage batteries.  Knowledge of distributed energy resource systems implementation and management.  Knowledge of federal and state electric energy laws, regulations, and procedures.  Knowledge of PG&E tariffs, interconnection processes, system impact and facility studies, and transmission and distribution services and operations.  Familiarity with the principles and practices of project and construction management.  Ability to exercise professional level judgment in the application of codes and standards expressed in the California Code of Regulation Title 24, PG&E Greenbook, Institute of Electronic and Electrical Engineers (IEEE), American National Standards Association (ANSI), National Electric Code (NEC), Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), California Mechanical Code (CMC), the California Plumbing Code (CPC), The California Energy Code (CEC), the National Fire Protection Code (NFPA), and will be familiar with the California Building Code (CBC), the California Fire Code (CFC).

THE POSITION:

 

The City of Hayward is excited to announce its recruitment for the position of Lateral Communications Operator. 

DEFINITION

Under general supervision from the Communications Supervisor, the Communications Operator operates a computer aided dispatch system receiving calls and dispatching police, fire or other City services.

DISTINGUISHING CHARACTERISTICS

This is a journey technical level position in which incumbents are expected to independently perform the full range of duties assigned. This class is distinguished from the Communications Supervisor in that the latter provides technical and functional supervision over assigned communication personnel.

THE DEPARTMENT

The Communications Center in the Support Services Division of the Hayward Police Department is responsible for dispatching both Police and Fire Services throughout the City of Hayward. The Hayward Police Department is one of 18 CALEA (Commission on Accreditation for Law Enforcement) accredited police departments in California and is committed to maintaining CALEA's high standards and broadly recognized excellence.
The Communications Center is frequently the first point of contact that a member of the public will have when requesting assistance from the City of Hayward. The information gathered by the communications operator during this contact is critical to a positive outcome. The Communications Center consists of six (6) stations with each communications operator assigned to a specific job.

Minimum Qualifications

LATERAL REQUIREMENTS:

Experience: Two (2) years of experience as a public safety dispatcher for a Public Safety Answering Point, including heavy public contact while performing multiple tasks and using a computer-aided dispatch system.

Education: Equivalent to the completion of the twelfth (12th) grade.

Effective 7/1/2020, the pay range for this classification is $96,470.50 to $122,137.60.

The actual salary will be determined by the selected candidate’s qualifications and experience. In addition to the starting salary, employees in the Associate Engineer classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

The San José Fire Department (SJFD) is seeking to fill four (4) Associate Engineer positions in the Bureau of Fire Prevention (BFP). The Bureau of Fire Prevention (BFP) Development Division contributes to the Department’s mission through its primary focus on key areas of responsibility that include; public education and outreach services, investigation of fires to determine cause and origin, and code compliance activities such as plan review and inspection.

Under the general supervision of a Senior Engineer, the Associate Engineer position performs a variety of professional engineering, plan review, and inspection work.

Typical duties include, but are not limited to the following:

- Examine plans, perform calculations and review specifications for commercial, industrial, and residential buildings for compliance with the California Building Code, California Fire Code, California State Fire Marshal regulations, and
applicable NFPA standards and local ordinances.

- Provide technical advice to consultants, architects, engineers, contractors, developers, department officers and staff, and the Fire Marshal on the application or interpretation of fire safety codes/regulations, and on the resolution of fire safety issues found in the preliminary design of buildings.

- Analyze and evaluate proposals for alternate materials, methods of construction, and/or variances to fire safety codes and regulations.

- Conduct field inspections to ensure that the finished construction complies with approved plans.

The subject of the incumbent’s tasks will be focused on one or more of the following Sections of BFP areas: Building Life Safety Systems, Fire Suppression Systems, Fire Detection/Fire Alarm Systems, Hazardous Materials and Site Development.

Interns' skills and talents will contribute to the creation and activation of community-building places, programs and people. Interns will gain experience and build their portfolio as interns provide general support, assist in event production and work on specific programs and projects important to PRNS and the City. 

The Planning Division in the Department of Planning, Building and Code Enforcement (PBCE) is responsible for both long range planning--which involves guiding the City’s future by stewarding Envision San Jose 2040 (the City’s General Plan) and preparing  Urban Village plans and other area plans--as well as current planning through the review of development proposals.  The Planning Division implements policies and plans that determine where and how the City will grow  and how that growth will be balanced with the availability of infrastructure and services.

The PBCE internship program is designed to offer professional learning opportunities to undergraduate and graduate students who are interested in the urban planning field. Interns may be assigned to specific projects in the sub-disciplines of urban village planning, development review, zoning, urban design, transportation, economic development, housing, sustainability, historic preservation, Geographic Information Systems, and data analytics.   Interns will gain exposure to the operations of a planning department and have the opportunity to work on “real life” projects.

Finance Department – The Finance Department has over 100 employees who are dedicated to serve the needs of our customers throughout the City of San Jose. Our mission is to manage, protect, and report on the City of San Jose’s financial resources to enhance the City’s financial condition for our residents, businesses, and investors. Our services are provided to the organization and community through four separate divisions which include Treasury, Revenue Management, Accounting, and Purchasing. The range of services includes debt management, investments/cash management, payment processing, billing, accounts receivable, delinquent tax/revenue collections, payroll, accounts payable, financial reporting, risk management, and procurement services.

The Housing Department's mission is to strengthen and revitalize our community through housing and neighborhood investment. Since the Housing Department was established in 1987, the City has been a leader in affordable housing, creating more than 21,000 new housing opportunities for San José residents.

A major function of the Housing Department is its work as a funder. The Department utilizes numerous financing vehicles to bring new affordable housing to fruition and rehabilitate older affordable housing. The Department also funds grants for nonprofits to develop and provide social services, homeless response programs, and community infrastructure. Additional grants support Fair Housing policies, place-based neighborhood efforts, and meal programs for low-income seniors.

The Department oversees a range of other critical programs and initiatives, including rent control and stabilization programs for apartments and mobilehomes, and the City's Ellis Act Ordinance that protects the City's supply of affordable rental housing. And, working in partnership with other City departments and agencies, the Housing Department works to ensure the City has a variety of housing options in every neighborhood.
