The City of San Jose is seeking an Enterprise Client Services Manager (Enterprise Supervising Technology Analyst) for the Information Technology Department (ITD). 

The Information Technology Department houses a team of customer-centric technicians and engineers to support the use of technology by City employees and the public. As the Enterprise Client Services Manager, the incumbent will be responsible for overseeing and managing that team of engineers and technicians ensuring excellent endpoint management services and day-to-day customer support services. 

The City of San José believes in the model of utilizing technology as a means for increased optimization as well as cost savings. With significant technology refresh and upgrade, there is a greater need for highly skilled technical hands-on leadership, oversight, and project management. 

This position requires strong technical hands-on experience and leadership skills as well as the ability to take initiative and direct others. We are seeking an individual with a willingness to adapt to an ever-changing business as well as an ever-changing technical environment. The ideal candidate must take full ownership of managing all endpoint services and operations and successfully lead projects to completion. This position demands a proven ability to resolve complex technical issues with limited resources. Most importantly, a team leader, team player, and positive attitude are essential to this position.

Key duties may include but are not limited to:

• Managing a Tier-1 helpdesk team to provide excellent customer service requested via online tickets, phone, and walkups.  
• Providing endpoint services management for UCaaS/VoIP, PCs (Windows 10/11 OS), conference rooms, Zoom, etc.
• Designing and overseeing implementation for newly introduced client service project initiatives and ensuring operationalization transitions to the IT Tier-1 support.
• Managing the ticket queues ensuring quality service and promoting fast turnaround time.
• Maintaining and improving the Information Technology Infrastructure Library (ITIL) based operational standards and services.  
• Overseeing customer hardware/software quoting and purchasing operations.
• Monitoring and providing analysis of reports and metrics to management and customers as needed.
• Coordinating and managing key third-party vendor relationships.
• Creating and managing training and development plans for direct reports. 
• Tracking maintenance renewals and subscriptions for users-owned services, hardware, and/or applications.
• Managing escalations and/or complaints and utilizing best judgment and discretion to resolve them.
• Improving customer service quality results by conducting surveys; evaluating and re-designing processes; establishing and communicating service metrics; and, monitoring and analyzing results.
• Improving productivity, quality, and customer-service standard based on customer services metrics.

The Enterprise Strategic Support Engineer will be providing hybrid meetings and Council systems strategic support under the Productivity and Collaboration Application Program. This role and responsibilities will address help desk tickets submitted from the City Council Offices and City Manager’s Office to resolve speed, capacity, and security issues of software applications, application performance upgrades, equipment and/or complications from urgent hybrid meetings. The City of San José is recruiting for an IT Support Manager in the Information Technology Department. As a technical manager, this position will be responsible for overseeing infrastructure service and day-to-day operations for the City’s Emergency Operation Center (EOC).

The IT Support Manager supports the essential technologies needed to operate the City’s EOC in disasters, including the core network infrastructure, computing servers, storage, enterprise applications, collaboration tools, Mobile Device Management, Motorola Computer Dispatch workstations, and video and audio systems. The EOC technologies include a multi-layer redundant/backup network connectivity with a localized data center, servers, and storage. This allows the EOC’s technology services available during large-scale emergency events.

This position requires strong technical hands-on experience and leadership skills as well as the ability to take initiative and direct others. We are seeking an individual with a willingness to adapt to an ever-changing business as well as an ever-changing technical environment.  

The ideal candidate must be able to take full ownership of managing the IT infrastructure, business collaboration tools, and City applications to support the EOC and lead projects to completion. Infrastructure operations include identity management, private and public cloud infrastructure, server virtualization, system management and monitoring, client and server Windows Operating Systems and client applications, etc. Business collaboration tools include Microsoft Office 365 Productivity Suite, Microsoft Teams, SharePoint, related Office 365 Suite offerings, and Zoom. The IT Support Manager is a member of the IT Department with a mission to support the EOC. The work plan defines the business requirements with priorities set by the Office of Emergency Management. As a member of the EOC response team, the IT Support Manager will need to be available onsite to support the emergency event. Work hours during an emergency event could be after City’s business hours or on the weekend.

Duties may include but are not limited to:

• Providing technical leadership for the City’s enterprise infrastructure which includes: network, servers, hyperconverged infrastructure, desktops and mobile devices, Active Directory, VPN, Federation Service, Public/Private Cloud support, enterprise storage, system management and monitor, enterprise system backups and restore, as well as Disaster Recovery of EOC IT services. 
• Performing hands-on system configuration and advanced troubleshooting infrastructure issues to ensure service availability to meet service level expectations.

Role description

Under general supervision, assists in analyzing, planning, implementing, maintaining, troubleshooting and enhancing large complex systems or networks consisting of a combination that may include mainframes, mini-computers, personal computers, mobile devices, LANS, WANs, servers, data storage and the physical and logical components that integrate these systems together as an enterprise networking backbone. 

The 1042 Security Engineer is the journey level position in the Engineer series. The class is distinguished from the Senior level by the complexity of the tasks, projects or duties assigned, and is more independent than the Assistant level. This classification performs a wide range of complex analytical, design, planning, implementation, enhancement and problem resolution tasks on large complex systems and networks. Works within a framework of established procedures and interprets policies, procedures and guidelines. This level may formulate recommendations consistent with directives, policies, standards and regulations. Incumbents require only occasional instruction or assistance. Work is reviewed upon completion and for overall results. Serves as a technical architect and systems integrator for large complex systems or networks, with a focus on securing vulnerabilities and reducing risk of system and/or asset compromises.

Essential Duties:
 

1. Determine requirements for the development environment and / or enhancement for large complex systems that serve HSA’s programs. May research and conduct feasibility studies on new technologies.
2. Design, plan, integrate, test, implement, document and enhance large complex systems. This may involve the analysis, coding (.NET C#, Cold Fusion), web application design, database design, and evaluation of systems software, hardware and communications strategies.
3. Perform systems integration for interoperability over dissimilar platforms and technologies. This may involve the integration of various protocols and systems software.
4. Determine the proper installation parameters for software for smooth integration and efficiency in relation to the enterprise system and network.
5. Write code to customize large systems software which may involve specialized programming languages.
6. Read and understand requirements documentation and other documentation in order to write code to implement the required features for application systems.
7. Analyze, detect, identify and correct complex systems software or hardware deficiencies. Analyze, research and debug program logic and systems; modify program logic; analyze service requests for system changes or new requirements to determine the most effective approach and the appropriate staff time required to achieve the needed modification.
8. Provide emergency technical support for application issues to ensure system availability and data integrity. May provide on-call support to ensure rapid recovery from software or hardware problems for mission-critical systems and networks.
9. Act as the liaison between vendors, technical support hot-lines and departments to resolve complex systems. Coordinate and implement corrective measures; this may involve site visits, telephone assistance, remote systems and participation in technical committees.
10. Facilitate the demonstration and training of staff in the use of new hardware or software products.
11. Document procedures and troubleshooting techniques related to systems software and hardware; develop technical documentation and review documentation prior to general distribution.
12. Plan, develop and implement backup and recovery procedures for large systems.
13. Communicate with managers regarding system performance and operational issues. Suggest improvements to management.
14. Research and test new software technologies; report results; recommend software purchases. Learn and implement the new technologies that are brought in. Coordinate and work with vendors when needed.

DEFINITION
Under the direction of the Director of Engineering, this position provides engineering support to NCPA’s Power Generation Service department.  The Power Generation Service Department includes the “State of the Art” Lodi Energy Center (LEC) Combined Cycle Power Plant, our green Geothermal Power Plant, our Hydroelectric Power Plant, and includes our hydrogen fuel source with a mission to provide green and renewable energy to our 16-member agencies in Northern California.

This position is based out of Roseville, CA.  Roseville’s nearby recreation areas attract new residents who are looking for a great place to live and work! Roseville is located in Placer County, just 16 miles northeast of Sacramento, the state capital. ESSENTIAL DUTIES
Manage and assist with power plant improvement projects, performance monitoring, and other initiatives. Conduct feasibility analysis, and justification, and prepare plans, and budgets.
Lead or assist with Root Cause Analysis (RCA) to investigate incidents that cause “forced outages”, equipment malfunctions, failures, or performance degradation at plants.
Provide administrative and end-user support for NCPA’s Computerized Maintenance Management System (CMMS) and Plant Information (PI Historian). Ensure that users are properly trained and the application is used in an optimal fashion. 
Support compliance with NERC/WECC reliability standards.  Assist in the preparation, review, collection, and organization of compliance evidence and associated procedures.

MINIMUM QUALIFICATIONS
Education 
For all levels, the qualified candidate will have a Bachelor’s degree from an ABET-accredited college or university with a focus on Mechanical or Electrical Engineering.

The City of San José is seeking an experienced Deputy Director to oversee Energy Resiliency for the Department. The Deputy Director will report directly to the Director and provide City-wide leadership to explore, develop, coordinate, and deliver a comprehensive package of strategies, programs, and projects to improve energy resiliency. This is a time-limited (overstrength) position - budgeted for two years. At the end of this period, this role maybe converted to a regular position within the City of San Jose, evolve into a position within the management team of Google, or another third party, or be eliminated. This is an exciting new role helping to define the future of microgrids within the economic and political infrastructure of one of America’s most dynamic cities. A key responsibility of this position is to oversee all aspects of the City’s approach to enabling an advanced energy microgrid to serve Google's Downtown West Mixed-Use Plan. A major component of the Downtown West Project is an innovative large microgrid to more efficiently handle some of the utility needs of the development. Google is proposing an advanced microgrid electrical distribution system with renewable energy generation and storage resources distributed throughout the development. One of the main benefits of the microgrid is more resilient, clean, and affordable energy for the community within the Project. The Deputy Director will provide strategic leadership to advance the microgrid and is an integral part of the City’s executive team. Responsibilities include:

•Lead the development of a business plan and draft agreements for the City to provide electric distribution service to the development to enable the microgrid. The business plan would include expected rates, tariffs, operations, and organizational structure and include a detailed analysis of the opportunities and risks including the economic, climate, and resiliency risks and benefits of the City providing this service.

•Collaborate and lead technical work streams with Google to advance the microgrid.•Oversee and provide direction to consulting team(s) to develop the business plan, agreements, and any other technical analysis needed.

•Liaise with PG&E and consulting team(s) to advance the transmission interconnection of the microgrid, including overseeing various engineering studies and construction agreements.

•Oversee technical consultants to the develop the City’s engineering design and construction standards for the microgrid.

•Lead the development of City Council memorandums and other documents needed to advance the project.

This position will also work to advance several Citywide initiatives to improve energy resiliency and lessen the impacts of public safety power shutoff (PSPS) events and other power interruptions. These responsibilities include:

•Collaborate with the Office of Emergency Management and City Manager’s Office to provide technical guidance on the City’s Power Vulnerability Plan and response to PSPS events.

•Lead the development of innovative programs to advance onsite generation resources within the community.

•Identify opportunities and funding resources to improve the energy resiliency of City facilities; including evaluating technical resources, cost impacts, and climate impacts.

The Information Technology Department is seeking a Usability and Accessibility Senior Analyst to be part of the City’s two-year program to expand San José 311 feature development, customer experience, and geographic equity. The Senior Analyst will lead and perform usability and accessibility work on digital service delivery analysis and/or improvement. This position will play a key role in ensuring new services are developed in a way that bridges access, language, and ease of use barriers experienced disproportionately by underserved portions of our community. As a Senior Analyst, you will also be serving as both an expert and an educator in your discipline, establishing practices across departments and providing guidance and training to other city staff.

• Sustaining and improving customer satisfaction through quality customer support, continual improvement of system/user interface configuration and, analysis and/or resolution of product issues.  
• Performing omnichannel audits and/or assessments that provide actionable recommendations to improve accessibility and usability.

This position is a temporary, benefitted position, with a standard 40 hours per week with an end date of June 30, 2023.

The City of San Jose’s Community Energy Department’s is seeking a Principal Power Resources Specialist to join the Power Supply Team. Successful candidates should have a deep knowledge of California energy markets, relationships, and experience working with a variety of energy market participants, including: large energy trading firms,
independent power producers, investor owned and municipal utilities, and CCAs. Experience successfully managing and improving power portfolio performance for a large utility or power trading firm is highly preferred. The ideal candidates have strong analytical skills with extensive experience related to power trading and origination, and contract negotiations in California energy markets. The positions will be part of a fast-paced team, often working on multiple high-priority projects and short deadlines. Good judgment, initiative, and cooperation with other staff and outside stakeholders will be an asset to this position.

This position will report to the Deputy Director of the Power Resources Division. Successful candidates should possess the following:

• Extensive knowledge of energy market indices, pricing trends, seasonal market dynamics, and experience using this knowledge to improve power portfolio performance.
• Extensive experience in contract negotiations with large energy trading firms, utilities, and renewable developers.
• Extensive experience with energy contracts including energy and capacity transactions, the Edison Electric Institute (EEI) agreement, and short-term Western Systems Power Pool (WSSP) transactions, tolling agreements, and long-term power purchase agreements.
• Strong data analytics skills, experience implementing strategies, data driven in order to improve power portfolio performance.
• Experience in managing power bids and requests for proposals.
• Knowledge related to power generation technologies, major asset owners, risks and benefits of various power sources and contract structures.
• Knowledge and experience working with regulatory compliance agencies such as: the California Public Utilities
Commission (CPUC), the California Independent System Operator (CAISO) , CEC, FERC
• Experience with CAISO markets, or another RTO, power scheduling and settlement functions to ensure compliance and reduce market risks and costs.
• Experience developing long and short-term resource plans; including utility integrated resource planning to develop an electric utility’s resource needs to cost effectively meet expected electricity demand over a long-term planning horizon.

Education and Experience Requirements

-Education: A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Law, Natural Resources, Statistics, or related field to utility business. A Master’s degree is highly desirable.

-Experience: Six (6) years of progressively responsible related experience overseeing and administering energy resources operations, planning, purchasing, scheduling, or contract negotiations.

-Acceptable Substitution: A Master’s degree in a related field, may be substituted for up to two (2) years of the required experience. There is no substitution for the required bachelor’s degree.
