About The Position

The Coastside Coordinator will be responsible for evaluating the County's existing coastside emergency preparedness and response programs for effectiveness, identifying service gaps, and recommending and implementing enhancements. This role includes developing emergency response standards, protocols, and processes specific to the coastside; managing vendor services and contracts; coordinating system access and training for authorized users; and integrating the County's coastside emergency response program with other government agencies' emergency functions.

Additionally, the Coastside Coordinator will identify areas at risk for coastside hazards, provide community education, and determine how to integrate coastside emergency response systems with other technologies. The selected candidate will handle diverse tasks to ensure the County is prepared to respond to any event, including participating in a weekly on-call rotation, maintaining 24-hour readiness, and responding to the field or Emergency Operations Center (EOC) during emergencies or disasters.

This vital position will also involve engaging the public and stakeholder organizations, participating in advisory committees and work groups, and representing the County before all levels of governing bodies to create a comprehensive coastside emergency preparedness and response program for San Mateo County.

The ideal candidate will possess:

• The ability to engage with the public and stakeholder organizations to identify and develop effective outreach strategies and community resources to disseminate program information.
• The ability to understand the current use of technology in emergency response and implement these technologies at DEM.
• Excellent written communication skills, including experience in proposal, report, and grant writing.
• Proficiency in computer skills and operating standard computer applications, including but not limited to Word processing, spreadsheet software, PowerPoint, and email communication.
• The ability to work effectively in a wide variety of situations (field, office, EOC) and disciplines (law enforcement, fire services, and emergency medical personnel).
• A valid California Driver's License (depending upon the assignment).
• Completion of Incident Command System (ICS) Courses 100, 200, 700, and 800.
• A Master’s Degree in public administration, emergency management, crisis communication, security studies, or a related field is preferred but not required.

Additionally, the ideal candidate will possess the following knowledge, skills, and abilities:

• Knowledge of Coastside infrastructure and related risks.
• Knowledge of Coastside emergency preparedness and response programs and systems.
• Understanding of Principles of staff training and development.
• Understanding of Emergency Preparedness for natural and human caused disasters, such as tsunamis, earthquakes, fires, hazardous materials, civil defense, and floods.
• Provide operational oversight to contractor or vendor.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Education : Bachelor’s degree from an accredited college or university in business, public administration, emergency management or related discipline.

Experience : One year of experience having responsibility for assisting in program planning, development and budgeting in the public, military, or private organization, preferably related to emergency/disaster planning and management.
