This position reports directly to the Engineering Manager and performs a variety of field and project management work with some direction and oversight. You will participate in design and construction administration of projects in the City’s Capital Improvement Program that includes work on major projects involving wastewater collection systems, wastewater pump stations and the Calera Creek Water Recycling Plant; manage construction inspection firms for public and private construction; and prepare construction project progress payments. Writes City Council staff reports and prepares constructions contract agreements and amendments. In addition to the above duties, individual will provide assistance in the review of improvement plans for private development projects and may make oral presentations before the City Council and various commissions and committees.

The Project Manager shall review utility construction, perform construction management, manage the design and construction management work provided by consulting engineering firms, and provide professional staff assistance to the Public Works Wastewater Division.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

  • Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
  • Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.
  • Develop a cohesive team working atmosphere between city staff and contract staff. Establish design guideline parameters to meet regulatory requirements and the goals of the program for the benefit of the customers served.
  • Participate in the development and administration of the Capital Improvement Program projects. Forecast annual funding needed for construction, staffing, equipment, materials, and supplies to complete the Capital Improvement Program. Monitor and approve capital improvement expenditures and implement mid-year budget adjustments.
  • Determine scope of engineering projects, review plans of private developers and contractors, make technical engineering decisions and establish technical criteria and standards.
  • Ensure that quality assurance and quality control plans are in place and being followed for engineering work. Verify computations, plans, specifications, and estimates for Public Works projects, review engineering drawings, and land record maps.
  • Attend and participate in meetings and conferences, make project presentations to the City Council and other City commissions and committees, City administrators, public officials, professional organizations, contractors, County, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities.
  • Prepare a variety of budgets, reports, correspondence, and special studies.

Ideal Candidate

The ideal candidate will be a team player and a solid generalist with hands-on experience in a wide variety of activities within the Public Works area, and have working knowledge of the following areas: Construction and maintenance; methods and materials used in engineering construction; Federal, state and local laws pertaining to public works design and construction; computer and computer-aided design programs (AutoCAD); principles of leadership and supervision; knowledge of City budget and expenditure systems, and principles of report writing.

 Knowledge of:

  • Principles and practices of wastewater collections and treatment, including but not limited to the design, construction and operations of wastewater collections, pump stations and treatment systems.
  • Principles and practices of project management.

Ability:

  • Administer or assist in the administration of contracts for construction projects;
  • Perform calculations and prepare estimate and design studies of time and materials;
  • Use a computer for report writing, engineering calculations; CAD design, and data collection retrieval and analysis;
  • Make presentations;
  • Communicate effectively in writing and orally;
  • Work well with others and to maintain effective relations with the pubic, permit agencies, and contractors. 

Project Manager Qualifications

Experience: Knowledge of the principles and practice of construction procedures and procurement law; knowledge of the principles and practices of construction and construction inspection; knowledge of the principles and practices of project management; knowledge of the principles and practices of contract negotiation and administration; knowledge of conflict resolution techniques. Knowledge of local and state regulations as it pertains to construction projects, including stormwater pollution prevention (SWPP).

Education: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be a Bachelor’s degree from an accredited college or university in construction management, engineering or other relevant degree; and three years increasingly responsible technical and professional work experience with design and construction projects.  Must possess a current and valid California driver’s license.

Desired Knowledge Skills, And Abilities:

  • Construction Project Manager Training.
  • Qualified SWPP Practitioner (QSP) Certification.

Benefits

Project Manager $10,506.00- $12,325.00 Monthly

The Project Manager position is a management, exempt position; and are eligible for benefits under the Teamsters Local 350 - Management MOU.

Benefits. The City of Pacifica provides a highly competitive compensation and benefits package that includes the following:

Retirement

The City contracts with CalPERS to provide a retirement plan that utilizes the formula of 2.5% @ 55 for "Classic members" or 2% @ 62 for "PEPRA members." Classic Members contribute 8% employee contribution plus 2.5% employer cost share for a total contribution of 10.5%.  PEPRA members pay 6.75% employee contribution plus 2.5% employer cost share for a total contribution of 9.25%.  The City does not participate in Social Security.

Insurance

The City provides its employees with a medical insurance allowance that allows employees to purchase medical insurance through either Teamsters Union #856 Health and Welfare or CalPERS medical benefits plan. Some plans require employee contributions.  

Employees with proof of qualifying health insurance coverage through another group health plan may qualify for a "Health In-Lieu Payment" when declining city coverage.

The City contributes toward a dental insurance plan and vision plan for employee and all eligible dependents.

The City pays premiums for:

  • Life insurance premium in the amount of two (2) times annual salary up to $200,000
  • Long term disability insurance (to begin sixty days after onset of non-work-related illness or injury)

Long-Term Disability Insurance and Life Insurance: City provides paid long-term disability and life insurance coverage through Voya Financial, and an Employee Assistance Program through MHN.

Deferred Compensation

May participate in the 457 deferred compensation plan with one of three offered plans

Vacation

Accrual begins at ten (10) days annually and increases based upon years of service.

Sick Leave

Twelve (12) days per calendar year

Administrative Leave

72 hours per fiscal year

Holidays

Thirteen (13) holidays (includes two floating holidays pro-rated based upon hire date) per year

Union and Probation

Position is a member of Teamsters Local 350 and serves a twelve (12) month probationary period.
