Description

Position Summary

The District processes payroll and processes 64 pay periods in the year.  This equates to payroll processing every other week and once a month.  Upon general supervision, this position is responsible for documenting, calculating analyzing and processing payroll for District employees each pay period.  It imports data into the general Ledger each week from various timekeeping sources (Kronos, HASTUS).   It also ensures adherence to District policy and union agreements by making certain personnel are appropriately compensated for time worked, special pay assignments, holidays, various leaves, etc. It also handles trust & pension reporting, compliance and payment; as well as processing adjustments for any corrections.   The position also performs additional work as assigned.

Essential Responsibilities

• Process bi-weekly and monthly timekeeping/payroll cycles for all bargaining units.
• Calculate and process rate changes, retroactive adjustments and special pay assignments.
• Apply appropriate payroll taxes and deductions according to state and federal guidelines and procedures. 
• Processes all garnishments and wage assignments. 
• Ensure compliance with District policy and union agreements to ensure that personnel are appropriately paid for time worked, holidays, vacations, sick leave, jury duty, various leaves or other compensatory time off. 
• Reconcile, calculate and balance hours and minutes to correspond with actual time recorded.
• Maintain attendance records. 
• Assist with audits and other internal/external requests. 
• Prepares solutions to timekeeping problems by researching records, files, and various documents for 800+ employees. 
• Perform data entry for direct file transfers into the District’s General Ledger system daily.   
• Adhere to District protocols and internal controls. 

Minimum Qualifications

• Requires a minimum of four years' full-time position-related experience working with payroll and timekeeping responsibilities.
• Demonstrate an advanced proficiency level in Microsoft Office products.  
• Experience reading, understanding and applying Memorandums of Understanding (MOU’s) and other Policies.
• Knowledge of and familiarity with Enterprise Resource Planning (ERP) systems – i.e. Oracle, Tyler, Sunguard, etc. – other than QuickBooks.

•   Learn the District’s timekeeping & payroll systems. 
• Learn, interpret and apply detailed rules, regulations, policies, internal controls and Memorandum of Understanding (MOUs).
• Continuously learn, interpret and apply payroll tax requirements, Federal & State Payroll laws and retirement account regulations.
• Consistent maintenance of highly accurate and detailed time and leave records. 
• Ability to handle confidential information in a professional manner with discretion.
• Willingness to work overtime when deemed necessary.
• Establish and maintain effective working relationships with those contacted in the course of the work. 
• Be a self-starter who is dedicated to completing assignments accurately, efficiently, effectively and with great attention to detail.  
• Ability to prioritize work assignments and multi-task within strict deadlines.
