This position reports directly to the Public Works Director/City Engineer and performs a variety of field and professional engineering work with some direction and oversight. You will participate in design and construction administration of projects in the City’s Capital Improvement Program that includes work on major projects involving roadways, bridges, buildings, traffic signals, storm drains, sanitary sewers, street lighting and undergrounding of overhead utilities; manage construction inspection firms for public and private construction; and prepare construction project progress payments. Writes City Council staff reports and prepares constructions contract agreements and amendments. In addition to the above duties, individual will provide assistance in the review of improvement plans for private development projects and may make oral presentations before the City Council and various commissions and committees.

The Assistant Civil Engineer shall review utility construction, perform engineering design work, perform construction management, manage the design and construction management work provided by consulting engineering firm, provide professional and technical staff assistance to the Public Works Engineering Division.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

  • Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
  • Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.
  • Develop a cohesive team working atmosphere between city staff and contract staff. Establish design guideline parameters to meet regulatory requirements and the goals of the program for the benefit of the customers served.
  • Participate in the development and administration of the Capital Improvement Program projects. Forecast annual funding needed for construction, staffing, equipment, materials, and supplies to complete the Capital Improvement Program. Monitor and approve capital improvement expenditures and implement mid-year budget adjustments.
  • Determine scope of engineering projects, review plans of private developers and contractors, make technical engineering decisions and establish technical criteria and standards.
  • Ensure that quality assurance and quality control plans are in place and being followed for engineering work. Verify computations, plans, specifications, and estimates for Public Works projects, review engineering drawings, and land record maps.
  • Attend and participate in meetings and conferences, make project presentations to the City Council and other City commissions and committees, City administrators, public officials, professional organizations, contractors, County, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities.
  • Prepare a variety of budgets, reports, correspondence, and special studies.

Ideal Candidate

The ideal candidate will be a team player and a solid generalist with hands-on experience in a wide variety of activities within the Public Works area, and have working knowledge of the following areas: Engineering mathematics, physics, drawing and instruments of profession; principles and practices of civil engineering as applied to public works design, construction and maintenance; topographic and construction surveying; methods and materials used in engineering construction; Federal, state and local laws pertaining to public works design and construction; computer and computer-aided design programs (AutoCAD); principles of leadership and supervision; knowledge of City budget and expenditure systems, and principles of report writing.

 Knowledge of:

  • Principles and Practices of Civil Engineering as applied to the planning, design and construction of buildings, streets, parks, drainage systems, and other public works infrastructure.
  • Principles and practices of project management.
  • Principles of surveying.
  • Specialized software used to draft plans, project specifications and applications related to Civil Engineering.

Ability:

  • Administer or assist in the administration of contracts for construction projects;
  • Perform calculations and prepare estimate and design studies of time and materials;
  • Use a computer for report writing, engineering calculations; CAD design, and data collection retrieval and analysis;
  • Make presentations;
  • Communicate effectively in writing and orally;
  • Work well with other and to maintain effective relations with the pubic, permit agencies, and contractors.

Assistant Civil Engineer Qualifications:

Education: Graduation from an accredited four-year college or university with a Bachelor of Science degree in Civil Engineering.  A combination of possession of an Engineer-in-Training (EIT) Certificate and extensive experience may be considered equivalent to the required degree.

License: Possession of, or ability to obtain, a valid California Driver license and a satisfactory driving record.

Benefits

 Salary and Benefits:

This is a full-time position with a monthly salary range of $7,459.00- $10,145.00

The Assistant Civil Engineer position is eligible for benefits under the Teamsters Local 856 - Miscellaneous memorandum of understanding.

Retirement: The City contracts with CalPERS to provide a retirement plan that utilizes the formula of 2.5% @ 55 for "Classic members" or 2% @ 62 for "PEPRA members." Classic Members contribute 8% employee contribution plus 2.5% employer cost share for a total contribution of 10.5%.  PEPRA members pay 6.75% employee contribution plus 2.5% employer cost share for a total contribution of 9.25%.  The City does not participate in Social Security.

Insurance:  The City provides its employees with a medical insurance allowance that allows employees to purchase medical insurance through either Teamsters Union #856 Health and Welfare or CalPERS medical benefits plan. Some plans require employee contributions.  

Employees with proof of qualifying health insurance coverage through another group health plan may qualify for a "Health In-Lieu Payment" when declining city coverage.

The City contributes toward a dental insurance plan and vision plan for employee and all eligible dependents.

The City pays premiums for:

·         Life insurance premium in the amount of two (2) times annual salary up to $200,000.

·         Long term disability insurance (to begin sixty days after onset of non-work-related illness or injury).

Deferred Compensation – May participate in the 457 deferred compensation plan with one of three offered plans.

Vacation – Accrual begins at ten (10) days annually and increases based upon years of service.

Sick Leave – Twelve (12) days per calendar year

Administrative Leave - 88 hours per fiscal year

Holidays – Thirteen (13) holidays (includes two floating holidays pro-rated based upon hire date) per year.

Union and Probation – Position is a member of Teamsters Local 350 and serves a twelve (12) month probationary period.
