Description

The Information Technology Department’s Development Services Solutions team is seeking qualified candidates to fill the Information System Analyst positions to support the development and maintenance for several Off-The-Shelf (OTS) and custom systems and applications that support operations of the Planning, Building, Code Enforcement department and the Development Services process at the City of San Jose. The primary role of this position is to act as technical lead in supporting and managing diverse departmental business systems that include web and client servers’ application, database, Permitting and Compliance, public web portal, Business Intelligence, GIS, Inspection scheduling/Dispatch, Digital Inspection and performing all duties necessary for maintaining, supporting and optimize systems.  This position must ensure business processes for users are documented and that systems meet customer expectations.  This position is responsible for ongoing user training, report creation, systems administrations, system support, maintenance, and programming efforts and must maintain excellent customer relations.

The ideal candidate must be able to work in a dynamic environment and can effectively perform operational tasks in addition to implement projects.  This is a professional level in the IT professional management IT series and will be expected to act in a supervisory role over Sr. System Application Programmers and System Application Programmers.

Typical duties include but are not limited to: 

  • Administering business and data systems that support regulatory processes through to field staff, preferably including Building, Planning, and Code Enforcement (PBCE) business processes inside a large municipality.
  • Writing application code in Active Server Page (ASP), ASP.Net, Visual Basic, PL/SQL, Java, and/or JavaScript.
  • Leading effort to resolve outages, troubleshooting, escalations, and communications for all support issues within portfolio.
  • Acting as technical expert providing direction, guidance, delegation, and project management within project team while adhering to City standards and protocols for cybersecurity, project management, and infrastructure management.
  • Ensuring software coding and systems administration best practices to maximize uptime/availability and customer satisfaction.
  • Develop and document comprehensive plans for systems development and implementation.
  • Providing supervision to staff and guidance to vendors for ongoing and emergency support, system monitoring, and alerting services for legacy and new systems.
  • Works cooperatively with users to modify existing processes as needed to accommodate new business needs.
  • Communicating to users on maintenance and support issues, both planned and unplanned.

Ideal Candidate

1.  Education and Experience:  A Bachelor’s Degree from an accredited college or university in a relevant field, AND four (4) years of progressively responsible professional/journey level experience, of which at least two (2) years of experience include lead technical work in development, implementation and maintenance of computer systems, or application development and/or support. 

2.   Acceptable Substitution: 

  • Additional years of increasingly responsible directly related work experience may be substituted for education on a year-for-year basis.  
  • Completion of a Master's Degree in a relevant field from an accredited college or university may be substituted for one (1) year of the required two (2) years of experience which include lead technical work in development, implementation and maintenance of computer systems, or application development and/or support.

3.  Licenses or Certificates:

  • Possession of a valid State of California driver’s license may be required.

Employment Eligibility:  Federal law requires all employees to provide verification of their eligibility to work in this country. Per the City’s COVID-19 Mandatory Vaccination Policy, the City requires all new hires to provide proof of vaccination as a condition of employment absent an approved medical or religious exemption. “Fully vaccinated” means the employee has received two doses of Pfizer, Moderna or Novavax or a single dose of Johnson & Johnson.

The actual salary shall be determined by the final candidate’s qualifications and experience.  In addition to the starting salary, employees in the Information Systems Analyst classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.
