Description

 

General

The Signal Engineer III will report to the Manager of Signals & Grade Crossings and is responsible for the engineering and oversight aspects of the signal and grade crossing systems for the Peninsula Corridor Joint Powers Board (Caltrain).  

Essential Functions & Duties

Examples of Essential Functions:

  • Assist with the configuration management of the signal and grade crossing systems, their subsystems, and assets, along with any updates/changes to the configuration management.
  • Provide general oversight of and engineering support of Caltrain signal system and crossing systems, to support compliance of Engineering standards for construction and/or modification of signal and crossing systems.
  • Support of Caltrain’s technical specifications and standards of the systems and assets, also ensure specifications and standards are current. 
  • Interface with Caltrain’s Operation and Maintenance to provide technical support in operating and maintaining Signal and Crossing systems, including Positive Train Control.
  • Coordinate and interface management and integration of the signal and grade crossing systems with other internal and external systems, subsystems, including Positive Train Control. 
  • Represent as necessary signals and grade crossings for all Caltrain projects, with stakeholders, and other parties.
  • Support to ensure the signal and grade crossing systems are compliant with Federal Railroad Administration (FRA), California Public Utilities Commission (CPUC) requirements, and Caltrain standards.
  • Assist with the filings to the FRA and the CPUC pertaining to signals and grade crossings. 
  • Support design reviews, and the approval of the designed system. 
  • Support to ensure standardization of the signal and grade crossing systems across the different projects.
  • Assist with the development of an asset management plan for assigned assets.


Examples of Essential Duties: 

  • Oversee test procedures and engineering work practices are followed.
  • Work under the Manager, Signals & Grade Crossings to help develop a 5- and 10-year State of Good Repair (SOGR) maintenance program.
  • Develop and work with Capital Construction on continuous improvement programs.
  • Assist with all signal and grade crossing design, installation, testing, and cutover requirements to ensure compliance with FRA, CPUC regulations, and Caltrain Standards. 
  • Support technical oversight of railroad signal and grade crossing system operations. 
  • Support as necessary revisions to updated signal and grade crossing engineering standards, policies, and procedures.  
  • Provide support on matters related to signals and grade crossings with internal (operations), external stakeholders, and agencies such as the CPUC, the FRA, cities, and other parties, as required.
  • Support signal and crossing systems engineering, design support, and design review; Construction support, coordination, and liaison.
  • Assist with identifying and resolve signal and grade crossing engineering and technical issues.
  • Support Caltrain operations and other engineering teams for matters related to signal and grade crossing, support of signal cutovers, including nights and weekends.
  • Provide continuous review of operating manuals and procedures developed by various system providers or vendors.
  • Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
  • Perform other duties as assigned.

 

Minimum Qualifications

Minimum Qualifications: Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:
 

  • Bachelor’s degree in electrical engineering, Computer Science, or related field preferred. In lieu of a degree eight years of experience of railroad signals and grade crossing
  • Two years of supervisory experience


Preferred Qualifications:

  • Five (5) years’ experience of railroad signal and grade crossing design, maintenance, and/or engineering.
  • Experience with programming Solid State Vital Processor/Controllers for Rail Signal and Grade Crossings is preferred.
  • Effective communication skills orally and written.
  • Strong prior experience with Microsoft Office suite, scheduling software (MS Project or Primavera), requirements management systems, and software configuration tools, preferred.
  • Experience with rail systems, electrification, electrical interfaces, software, and network protocols, and system integration with commercial off the shelf (COTS) hardware and software is preferred.
  • Experience managing contractors and consultants are preferred.
  • Certificate of completion from a certified Signalman Training program
