Description

The San Mateo County Department of Housing is seeking qualified candidates for the role of Housing and Community Development Specialist II/III. This is a unique career opportunity to join a dynamic team dedicated to enhancing access to high-quality affordable housing across San Mateo County.

 

About the Department: The Department of Housing is pivotal in promoting affordable housing and supporting community development activities. It comprises two divisions: Housing and Community Development (HCD) and the Housing Authority of the County of San Mateo.

 

Position Overview: As a Housing and Community Development Specialist II/III, you will report to the HCD Supervisor and Housing Program Manager. Your primary role will be to manage affordable housing development projects from predevelopment to permanent conversion. Additionally, you may be involved in:

  • Developing program objectives and preparing Notices of Funding Availability (NOFAs).
  • Evaluating project proposals and underwriting.
  • Understanding and applying HUD and other program regulations.
  • Providing technical assistance and working with community groups on housing-related issues.
  • Supporting policy and partnership initiatives to bolster housing efforts.

 

Ideal Candidate Qualifications:

  • Bachelor’s degree in a relevant field.
  • Intermediate to advanced understanding of housing development, land use, and affordable housing financing.
  • Experience in affordable housing finance and underwriting, or managing affordable housing projects.
  • At least one year of progressive experience with affordable housing policies and programs.
  • Strong program and project management skills.
  • Familiarity with federal and state housing finance programs, such as Low-Income Housing Tax Credits (LIHTC).
  • Knowledge of urban planning, equitable community development, and programs for low- and moderate-income housing.
  • Experience in community outreach and partnership development.
  • Positive attitude, flexibility, and effective communication skills.

 

Desirable Experience:

  • Affordable housing project management.
  • Housing policy or program development and implementation.
  • Federal or state housing programs.
  • Urban planning and community revitalization.
  • Grant management.

Candidates with advanced education or training in housing, housing finance, public policy, urban planning, sustainable development, or related fields are strongly encouraged to apply.

Current San Mateo County and San Mateo County Superior Court employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/term position before the final filing date will receive five (5) points added to their final passing score on this examination.
