Description

The Human Services Agency (HSA) of the County of San Mateo is seeking qualified candidates for the position of Homeless Encampment Strategies Manager to manage the County’s $14 Million Encampment Resolution Funding (ERF) Grant to serve unhoused residents currently living in encampments, with a focus on interim and permanent housing solutions using a multidisciplinary and collaborative approach to services.

 

The Homeless Encampment Strategies Manager will oversee grant implementation and coordinate county programs and community-based contracted partners in their work to achieve the ERF grant performance goals. In addition, the Homeless Encampment Strategies Manager will build the structure of the service delivery system, coordinate, track and report grant progress, and build relationships with county departments, community partners, city leaders, and State representatives to provide a robust overall implementation and reporting structure to achieve grant goals.

 

This position will be responsible for reporting to high level executive County leadership and to the State on project goals and milestones, and responsible for establishing frequent communication channels for all levels of the project.

 

The current opportunity is in the HSA Collaborative Community Outcomes (CCO) Branch, Center on Homelessness. The Homeless Encampment Strategies Manager will be the County’s liaison with the State Department of Housing and Community Development and will monitor program activities administered on behalf of San Mateo County and report outcomes to agency, state, and community wide stakeholders.

 

Qualifications

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, economics, planning, finance, or a related field, and five (5) years increasingly responsible professional administrative and analytical experience in municipal government, including experience in budget, strategic planning, policy analysis, and organizational development.
