Description

The San Mateo County Planning and Building Department is seeking well-qualified candidates for the position of Management Analyst who will serve as the Coordinator for the SFO Airport/Community Roundtable.

 

This position will coordinate, implement and evaluate Roundtable programs and services; assist in the development, implementation and evaluation of goals, objectives, policies and procedures related to the Roundtable; provide staff support to the Roundtable Executive Committee and to the Roundtable, select, train and provide direction to subordinate professional, technical and clerical staff and consultants. This position is 20 hours per week and will work will be performed flexibly to work in-person, remotely or hybrid consistent with the needs of the Roundtable including required daytime and evening meetings and limited travel.

 

About The SFO Airport/Community Roundtable

Since 1981, the SFO Airport Community Roundtable (Roundtable) has been an independent committee comprised primarily of elected local officials representing the residents of the City and County of San Francisco along with San Mateo County and its twenty incorporated cities. The Roundtable seeks to reduce the impact of aircraft noise on residents through collaboration among the stakeholders – the Roundtable, the Federal Aviation Administration (FAA), SFO Airport management, the airline industry, elected officials and the public.

 

The Roundtable Management Analyst will oversee a half-time Administrative Secretary and coordinate with the Roundtable Executive Board, Members of the Roundtable, the Roundtable Technical Consultant and other consultants, staff at other agencies including the SFO Airport, the Federal Aviation Administration, and various other agencies. The Management Analyst will also interact with the public.

 

Distinguishing Characteristics

This position has full supervisory responsibility for a specialized program activity and assists in recommending and developing goals, objectives, policies, and priorities related to a specialized program and is responsible for implementing these objectives. This position is distinguished from the Management Analyst in that this position typically supervises non-supervisory professional, technical or clerical employees and performs work in a defined or specialty area or has responsibility for managing outside contracts within a defined area and assists in developing and implementing specialized program activities.

 

The ideal candidate will have an equivalent to graduation from an accredited two year college or university with major coursework in transportation planning or services, program management, aviation, or a related field. At least one year experience of managing public meetings / committees /councils or other public entities (preferably a Brown Act entity), that includes preparing meeting agendas, managing public meetings, and managing public meeting records is strongly preferred. At least one year of aviation-related experience strongly preferred with knowledge of aircraft noise analysis or mitigation, airplane piloting, airspace design, air traffic control, airport management, aviation consulting or other aviation operations is preferred.

 

Supervision Received and Exercised

Exercises direct and indirect supervision over professional, technical and clerical staff, including consultants, and contract service providers.

 

Qualifications

Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field. At least one year of professional administrative experience is typically required at the Associate Management Analyst level, and at least 3 years for the Management Analyst level.
