Description

The City of Thousand Oaks has an excellent opportunity for a Combination Building Inspector I/II/Senior!

This position(s) may be filled as Combination Building Inspector I ($36.0157 - $48.2645 per hour), Combination Building Inspector II ($39.7935 - $53.3271 per hour), or Senior Combination Building Inspector ($43.9679 - $58.9212 per hour), depending on candidate experience and qualifications.

The Combination Building Inspector must possess excellent customer service and communication skills, be self-motivated, exercise discretion and independent judgment, and project a very professional image through in-person, phone, and e-mail interactions at all times. Additionally, this position will plan check in specialized areas such as plumbing and mechanical.

The Senior Combination Building Inspector will lead, oversee, and participate in the more complex inspection duties associated with commercial and residential enforcement of building, zoning, and related codes and regulations governing the construction, alteration, repair, and use of buildings and structures.  Additionally, this position will provide lead supervision to assigned staff as needed.

 

PRIMARY RESPONSIBILITIES

  • Performs the more skilled inspection work in the enforcement of building, zoning, fire, mechanical, plumbing, electrical, housing, energy, accessibility, and related codes and regulations governing the construction, alteration, repair and use of buildings and structures
  • Reads and interprets plans and specifications for inspection on commercial and residential buildings and related construction on commercial and residential buildings and related construction involving installation, repair, replacement and alterations for compliance with codes and regulations
  • Performs the more skilled building inspections on commercial sites before construction to determine validity of permits and compliance with regulations
  • Participates in the development of policies and procedures; recommends programs and projects to Building Inspections personnel
  • Ensures a high-performance, customer service-oriented work environment that supports the department and City’s mission, objectives, and values
  • Confers and coordinates with, and provides information and assistance to owners, architects, engineers, contractors, builders, and the general public in the field and office; explains and interprets applicable codes, ordinances, and zoning regulations

 

SENIOR RESPONSIBILITIES

  • Trains assigned employees in their areas of work including building inspection methods, procedures, and techniques; serves as a resource for staff to ensure consistency and effectiveness in enforcing building codes and carrying out policy
  • Leads, plans, trains, and reviews the work of staff responsible for performing skilled inspection work in the enforcement of building, zoning, fire, mechanical, plumbing, electrical, housing, and related codes and regulations governing the construction, alteration, repair, and use of buildings and structures
  • Provides leadership and works with staff to ensure a high-performance and customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives, and values.
  • Assists other building inspection staff, departments, and divisions with questions, inspections, and compliance issues.
  • Assists in the preparation of legal documents such as warrants for inspection, citation briefs, and demolition or repair orders; tracks extended cases through the court system and coordinates action with the City Attorney’s office.
  • Keeps informed of changes and new legislation pertaining to building codes and regulations that affect the work of the department, and ensures that appropriate staff is informed and current.
  • Participates in the development of policies and procedures; recommends programs and projects to higher-level Building Inspections personnel.
  • Performs counter plan checks and reviews field revisions and/or as-built plans as necessary; ensures compliance with City, state, and federal construction, maintenance, use, health, safety, electrical, mechanical, and plumbing laws, codes, and standards.

Ideal Candidate

  • A minimum of a High School Diploma or equivalent, supplemented by specialized training in building technology, architecture, engineering, or a related field.  A college degree is preferred.
  • Excellent interpersonal and customer service skills to interface with the public and colleagues.
  • Knowledge of the permitting process for construction.
  • Ability to read construction drawings.
  • Certification as a Plans Examiner is highly desirable.
  • One or more years of plans examiner experience is preferred.
  • Experience with Microsoft Windows and Office suites.
  • A valid Class C California driver's license

 

LEVEL I

Two years of experience as a journey-level craft worker in the building trades

LEVEL II

Two or more years of building inspection work experience comparable to a Combination Building Inspector with the City of Thousand Oaks

The Association of Electrical Inspectors, International Association of Plumbing and Mechanical Officials, or the International Code Council is required.

SENIOR

Three or more years of building inspection experience, 5 years is preferred

The Association of Electrical Inspectors, International Association of Plumbing and Mechanical Officials, or the International Code Council is required.
