Description

The City of Thousand Oaks has an excellent opportunity for a motivated team player to provide analytical, technical assistance, planning, and project-level support to advance various initiatives related to infrastructure and asset maintenance and management, energy efficiency and renewable energy production, regulation tracking and reporting, water use, and reuse, and provide a variety of other programmatic support related to water and wastewater utilities within the Public Works Department.

We are seeking a collaborative self-starter to handle a range of responsibilities with competence and professionalism. The Assistant/Associate Analyst should demonstrate discretion and independent judgment, possess strong organizational skills, and have a proven ability to meet deadlines. The role requires handling sensitive issues with care and having excellent communication and interpersonal skills.

With additional experience, the Assistant/Associate Analyst may also provide analytic, technical, programmatic, and administrative support to a broader range of Public Works divisions, including stormwater quality and compliance, streets, fleet, and landscape maintenance, or potentially other divisions related to capital projects, engineering, transportation, and sustainability.

Primary responsibilities:   

  • Assist with the day-to-day operations, activities, and programs of the Public Works Department, more specifically related to water and wastewater utilities
  • Help lead the Department’s Asset Management efforts in overseeing over $2 billion in citywide infrastructure, including assisting in the development of Master Plans
  • Provide administrative support to various Public Works operational divisions and locations
  • Provide staff assistance to Public Works management and supervisory staff; provide staff support to a variety of committees, prepare and present reports and other correspondence as necessary
  • Plan, coordinate, implement, promote and oversee assigned programs and projects for various groups including water distribution, wastewater collections, wastewater pre-treatment, industrial waste, and wastewater treatment
  • Assist with the citywide budget process and budget monitoring activities
  • Coordinate with other agencies on collaboration, best practices and new initiatives
  • Prepare and present technical and staff reports for Department, Council, and other stakeholders
  • Analyze and interpret data to determine operational needs, identify solutions to address the needs, and provide recommendations
  • Conduct operational-related research, studies and surveys for energy, water, and wastewater
  • Assist in researching, soliciting, negotiating, implementing, and monitoring assigned contracts and agreements with service providers; ensure work complies with contracts and agreements
  • Assist in the planning and coordination of assigned projects from start to finish and ensure efficient management of multiple project plans to meet deadlines
  • Work independently and as a valuable team player on special projects by organizing, researching and coordinating information and requirements; planning, arranging, and meeting schedules
  • Coordinate the design and implementation of public meetings and events, including community outreach
  • Organize meeting information, prepare materials, and facilitate when required 

Ideal Candidate

The ideal candidate should possess a combination of education and experience that would likely provide the required knowledge and abilities to qualify.  A typical way to obtain the knowledge and abilities would be:

  • A Bachelor’s degree with major coursework in public administration, business administration, marketing or a related field
  • Two years of responsible administrative and/or programmatic support experience, including a minimum of one year in research, administrative, or analytical roles. Experience with project coordination in a municipal government and/or water and wastewater utilities setting is highly desirable.
  • Excellent interpersonal skills and demonstrated ability to work in a team-oriented environment
  • Excellent data management and analysis skills using MS Office applications, including Excel, Access, PowerPoint and others
  • Demonstrated ability to produce excellent, detail-oriented results and meet deadlines while working autonomously on multiple tasks with frequent interruptions
  • Ability to identify alternative solutions, consequences and propose actions, and implement recommendations in support of established goals
  • A valid class C California driver’s license is required

Additional desirable qualifications include:

Ability to learn and be proficient in utilizing multiple different software solutions such as Geographic Information Systems (GIS), enterprise management software, asset management software, computerized maintenance management software (CMMS), Microsoft Suite, and other applicable business or operational software solutions.
