POSITION

To perform professional accounting and finance work and to assist in the City's budgeting function as assigned.  The Accountant I is an entry-level position and will perform the most basic and routine tasks to assist the department.  The Accountant II is a journey level position and will perform responsible and complex technical assignments in support of the department. The purpose of this recruitment is to fill a current vacancy in the Administrative Services Department, as well as establish an eligibility list for potential vacancies.

  • Be able to establish and maintain effective working relationships and be a team player.
     
ESSENTIAL JOB FUNCTIONS

Provide responsible professional and technical work in the administration and implementation of the City’s financial, auditing, accounting programs; and preparation, administration, and management of the City’s operating and capital budgets. Assist in planning and developing accounting procedures for bookkeeping and processing of claims, expenditures, purchases, budget data, payroll receipts, debt financings, and subventions. Check appropriation balances, recommend transfer of funds to other appropriation funds as necessary. Prepare and manage contracts, as deemed necessary, and monitor and review to determine that expenditures are made in accordance with terms of the contract. Assist with the evaluation of financing options and alternatives, as well as, the analyses, preparation, execution and recording of debt instruments. Prepare external reports to the State Controller and other Agencies as required. Prepare monthly and annual closing and adjusting entries to the City's general ledger. Prepare a variety of comprehensive and complex financial and expenditure reports and financial statements periodically and as assigned. Assist in development and implementation of internal control functions and appropriate procedures to ensure all City assets are properly monitored and maintained. Regular and consistent attendance.

 

OTHER JOB FUNCTIONS

Make occasional presentations to City Council and other agencies/groups. Participate in the development of guidelines, goals, objectives, and policies for assigned work unit. Respond to difficult citizen complaints and requests for information. Coordinate accounting activities with City department/divisions and with outside agencies. Perform related duties as assigned.


QUALIFICATIONS

Accountant I and II

Education: Bachelor’s degree from an accredited four (4) year college or university with a degree in accounting or a closely related course of study.

License or Certificate

Possession of a valid California Driver’s License. CPA is desirable.

Accountant I

Experience:  One (1) year of professional accounting experience.  Governmental financial management and auditing experience in desirable.

Accountant II

Experience: Three (3) years of professional accounting experience, including one (1) year of governmental financial management.  Auditing experience is highly desirable.

Accountant I
$5,493.79 - $7,011.62 /month
$2,535.60 - $3,236.13 /bi-weekly

Accountant II
$6,064.11 - $7,739.50 /month
$2,798.82 - $3,572.08 /bi-weekly

 

 

BENEFITS

Future COLAs:                    
4% increase effective January 2025 and another 4% increase effective January 2026.          

Retirement:                          
CalPERS Retirement system (2% @ 60 Formula for Classic CalPERS members and 2% @ 62 Formula for new CalPERS members).  The City does not participate in social security

Deferred Compensation:                 
Choice of deferred compensation plans (Traditional and Roth).  City will match up to 3% of employee’s base salary

Medical:                                
CalPERS Medical Insurance Plans, including HMOs & PPOs.  City gives an allowance toward the cost of insurance

Maximum Family Allowance for 2024: $2,195.79 per month

Dental/Vision:                      
City paid Delta Dental and VSP Vision Insurance

STD/LTD:                             
City paid wage protection for short- and long-term disabilities

Life Insurance:                     
City provides $50,000 life insurance policy

Voluntary Benefits:             
Voluntary Supplemental Life, Cancer, Accident Only, STD/LTD, and Critical Illness insurances, and Flexible Spending Accounts available

Vacation:                              
7 hours per month during first 3 years of service

Sick Leave:                          
8 hours per month

Administrative Leave:         
96 hours of leave time given each fiscal year

Holidays:                               
12.5 paid holidays (including two floating holidays)

Bilingual Pay:                       
$200 per month upon certification

Professional Growth Incentive:     
$625 per year for additional educational or professional activities
