The County of San Mateo is currently seeking highly qualified applicants for the position of Chief of Health.

The Position

The Chief of Health holds a crucial executive position within the County and the broader San Mateo County healthcare community. As Chief, you will lead a diverse workforce of healthcare staff committed to helping County residents live longer and better lives.

Reporting to the County Executive, the Chief has responsibility for the development, operation, coordination, integration, and implementation of all of the County's health services and public health functions, and providing leadership for many cross-cutting initiatives. The Chief is the lead person within the County for determining strategic direction and priorities related to meeting the County's health mission and mandates and establishing external relationships to maximize collaboration with other providers and stakeholders who influence the health of the community.

In addition to championing the County’s vision for a healthy and prosperous community, the new Chief will also be highly committed to the well-being and development of its workforce.

Challenges and Opportunities

• Serve as lead spokesperson on health issues related to the County's system of care and community health and as the County’s liaison to key stakeholders in negotiating an effective health care network.
• Maintain a management structure for all departments under the Chief’s purview that maximizes integration, effectiveness, and efficiency of service delivery.
• Direct and monitor a strategic planning process to map out the County's health priorities, policies, services, and population health initiatives.
• Continue to meet financial targets established by the County Executive.
• Assure that all essential public health functions are carried out appropriately.
• Provide regular reports to the County Executive and County Board of Supervisors on progress in meeting objectives of the strategic plan.
• Direct efforts with major partners, including the Health Plan of San Mateo and the State of California, to maximize opportunities for innovation and efficiency, while maximizing the ability of the County's health system to meet its obligations.
• Advocate for patients and communities served by assuring that the mission of the health services system is being met.
• Serve as a key leader within the County's Executive team to contribute to the County's key responsibilities and accountabilities to its residents.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

Education: Equivalent to a master's degree in Public Administration, Public Health, Public Policy, and/or Business Administration, or in a related field from an accredited college or university.

Experience: Five years of progressively responsible administrative experience in a multi-faceted health organization and/or healthcare system.

DEFINITION: Under general supervision, assists instructor in swim classes, enforces all rules and regulations pertaining to the safety and well-being of visitors and patrons. Perform related work as required. NOTE: This program provides on the job training to prepare a swim aide to become a Swim Instructor. This entry-level aquatics position is designed to give valuable training and orientation to the American Red Cross Learn-to-Swim Program, and the Mill Valley Aquatics Program for Individuals who desire to work in aquatics but don’t have required experience. Minimum age required to apply, 14 years old. 

EXAMPLES OF DUTIES:

• Assist Swim Instructor to provide all levels of swimming to all age groups.
• Follow the Instructors’ guidelines and directions working with the group or an individual as needed.
• Maintain certain class records and reports as required.
• Prepare instructional equipment, and clean up after classes.
• Provide basic locker room checks and regular restroom and facility light cleaning. 
• Deal tactfully and courteously with the public.
• Establish and maintain effective working relationships with other city employees, other agencies, and the general public.
• Respond to emergencies based upon facility emergency plan guidelines, which may include rendering CPR (Cardio Pulmonary Resuscitation)/using an AED.
• Ability to communicate clearly both orally and in writing.

• Perform related duties as required.

TRAINING & EXPERIENCE: No experience required. CPR certification strongly desired. 

PRE-EMPLOYMENT CONDITIONS: Candidates receiving a conditional job offer must pass a pre-placement fingerprint review. Candidates must possess a current CPR/AED and First Aid certificate and be comfortable calling 911 in an emergency.

The Department of Housing (DOH) is in Belmont, California, and the Housing Authority of the County of San Mateo (HACSM) is a division within DOH. HACSM is federally funded through the U.S. Department of Housing and Urban Development (HUD) and with an annual budget of over $150 million, administers various Tenant-Based Voucher, Project- Based Voucher, and Permanent Supportive Housing (PSH) programs.  HACSM provides rental assistance to over 5,500 households, including people who are homeless, disabled, foster youth, and veterans. HACSM has been a participant in HUD’s Moving To Work (MTW) demonstration program since 2000.

HACSM is a component unit of the County of San Mateo but a separate entity that utilizes different case management and financial reporting systems from the County. HACSM has separate payroll and benefits from the County of San Mateo.  HACSM employees are not County employees.

THE POSITION

Reporting directly to the Executive Director of the Housing Authority, the Rental Programs Manager will plan, direct, manage, and implement all rental assistance programs, including Housing Choice Vouchers, Project-Based Vouchers, Moving To Work, Family Unification, Mainstream, Emergency Housing Vouchers, HUD-VASH and Permanent Supportive Housing programs; coordinate agency resources to produce effective and efficient operations; provide leadership and coordination to community groups, public and private agencies, advisory boards in planning and implementing new programs; recommend, develop,

implement and evaluate goals and objectives related to programs; coordinate preparation and submission of the MTW Annual Plan and Report.

IDEAL CANDIDATE

The ideal candidate will have the skills and experience to successfully:

• Provide clear, consistent, and dynamic leadership in planning, organizing, directing, coordinating, and reviewing the activities of the HACSM rental programs.
• Think strategically and develop departmental strategies that balance vision with realism.
• Interpret, explain, and direct the enforcement of all applicable regulations and policies.
• Research appropriate housing regulations and formulate policies and procedures.
• Prepare, administer, and monitor program funds and utilization to ensure program and service objectives meet program goals within budget limits.
• Maintain effective working relationships with a variety of regulatory, public, and private organizations.
• Design, prepare, and monitor standard operating procedures, work plans, and schedules to ensure compliance with applicable standards.
• Supervise, train, and evaluate assigned personnel.
• Review and respond to program audits from HUD or other federal agencies and HACSM independent audits.
• Provide oversight and direction for the preparation of the MTW Annual Plan, MTW Annual Report, Annual Progress Reports for PSH grants, and grant applications and renewals.
• Represent HACSM to elected officials and outside agencies; explain and interpret HACSM programs, policies, and activities; negotiate and resolve significant and controversial issues.

• Supervise, train, and evaluate a group of team supervisors and other assigned personnel.
• Coordinate the work of distinct teams to meet agency goals.
• Evaluate and promote racial equity in HACSM’s internal operations and through the benefits of its outward-facing programs.
• Review and respond to program audits from HUD and other federal agencies and for the HACSM independent annual audits.
• Provide oversight and direction for the preparation of reporting, including MTW Annual Plan, MTW Annual Report, Annual Progress Reports for PSH grants, and grant applications and renewals.
• Participate in the development of agency goals and direct and coordinate the implementation of goals, objectives, policies, procedures, and work standards.
• Analyze factors affecting program performance and work to develop organizational strategies to address changing conditions.
• Represent HACSM in discussions with elected officials and outside agencies and explain and interpret HACSM programs, policies, and activities.
• Negotiate and resolve significant and controversial issues.
• Respond to difficult and sensitive public inquiries and assist with resolutions and alternative recommendations.

QUALIFICATIONS

Education and Experience:

• A minimum of five years of increasingly responsible experience in one or more types of assisted housing programs, including three years at an administrative management level, and a bachelor’s degree in business administration, public administration, or related field.

Knowledge of:

• Federal regulations and other pertinent laws governing rental assistance programs.
• Principles and practices of business/public administration, including program planning, implementation, and evaluation.
• Operational characteristics, services, and activities of rental assistance programs.
• Organization and management practices as applied to the analysis and evaluation of programs,policies, and operational needs.
• Affordable housing development and finance.
• Principles and practices of program budget preparation and administration.
• Principles of supervision, training, motivation, and performance evaluation.
• Experience promoting racial equity in the workplace and in public-facing programs.

SALARY & BENEFITS

• The annual salary range is $147,997 - $185,010

HACSM offers an excellent benefits package that is available to spouses, domestic partners, and other dependents.

Retirement

All permanent HACSM employees are covered under two defined contribution plans:

• A mandatory participation 403(b) plan which receives contributions from both the employer and employees. For Management employees in the 403(b) plan, the employer contributes 14 percent of salary per pay period. This amount represents the total payment due to the plan on behalf of the employees.
• A 457 Deferred Compensation plan in which employees participate on a voluntary basis. Employee contributions are governed by the 457 Plan description.

Paid Leave

• Employees accrue four vacation hours per biweekly pay period during the first five years of continuous service. The accrual rate increases every five years of continued service. 
• 12 paid holidays/year.
• Five (5) hours of administrative leave each pay period. No more than 260 hours of such administrative leave may be accumulated at any one time. On an annual basis, management employees have the opportunity to convert 50 percent of their current administrative leave balance for a cash payment.

Health and Wellness

• Employee contributions for health, dental and vision insurance is 12 percent of Kaiser premium.

The Manager, Engineering, Facilities, and Stations reports to the Deputy Director, Infrastructure Engineering is responsible for managing engineering functions related to Caltrain facilities and stations, including design reviews, and inspections of facilities, and stations for the Peninsula Corridor Joint Powers Board (Caltrain). 

Essential Functions & Duties

• Provide engineering direction and oversight for facilities, and stations improvement projects through planning, design, and construction.
• Develop and manage maintenance programs for facilities, and stations.
• Ensure conformance with engineering standards and regulatory requirements for facilities, and stations.
• Supervise staff, hire, mentor and ensure EEO policies and procedures and followed. Participate in selection of staff. Coordinate staff training and professional

• Manage the design review of project documentation such as drawings, basis of design, specifications, technical reports, and calculations for compliance with Caltrain Standards and for cost effectiveness of the design.
• Provide engineering support and technical input to the Planning department to develop project scopes.
• Assist with Maintenance Department to develop the annual and long-term railroad track engineering and maintenance plans, coordinate these plans with capital projects and support to implement the plans.
• Perform QA reviews of RFIs and submittals as well as participate in change order review and final inspections to construction.
• Review and evaluate project specific designs and provide technical recommendations to design variance approval process.
• Coordinate with other agencies such as: California Public Utilities Commission, the Federal Railroad Administration, Union Pacific Railroad and other interested parties.
• Maintain and develop engineering standards.
• Act as Caltrain engineering lead on matters related to facilities and stations capital improvements project.
• Train, motivate and monitor staff activities, provide direction, and to identify and resolve the problems.
• Provide on-call, 24/7 engineering support.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in civil or structural engineering.
• Five (5) years of relevant experience or demonstrated equivalency of experience of design and engineering in a railroad, engineering firm, or public works agency with a minimum of two experience managing professional staff.
• Two (2) years of experience managing or directly supervising staff.

The Manager, Rail Vehicle Engineering reports to the Deputy Director Rail Systems Engineering. The manager is responsible for ensuring the design and maintenance integrity of rail cars and maintenance vehicles, vehicle systems, subsystems, and support equipment for the PCJPB Caltrain.

Essential Functions & Duties

ESSENTIAL FUNCTIONS:

• Responsible for design and maintenance integrity. Evaluates the performance of transit rail car and maintenance vehicle systems, subsystems, and components; oversees investigation into malfunctions and failures. Required to make recommendations for remedial action.
• Direct and participate in the development and revision of vehicle maintenance and testing programs and procedures.
• Lead in the design authority for development and procurement of equipment and services related to rail cars and maintenance vehicles.
• Ensure that the requirements for new rail cars, maintenance vehicles, and their related systems, subsystems, and support equipment are included in Caltrain’s specifications.
• Supervise staff.  Hire, mentor, and take appropriate corrective and/or disciplinary action.  Ensure EEO policies and procedures are followed. Participate in selection of staff.  Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

• Develop technical specifications and designs for new vehicles and/or replacement equipment; research industry standards and incorporate into specifications as applicable.
• Review equipment condition and reliability and recommend systems or subsystems for replacement or rehabilitation under the Capital Improvement Program. Perform life cycle cost analysis to determine the effectiveness of current systems and equipment in meeting service requirements.
• Perform engineering and technical evaluation of new vehicles and new, modified, or existing equipment to ensure conformity with Caltrain’s installation, performance, and maintenance standards. Analyze the above-mentioned modifications for potential effects in rail car/track equipment cost, time requirements, and reliability.
• Analyze vehicle equipment failures; develop, implement, and document resulting changes to maintenance procedures and equipment design.
• Evaluate technical proposals, cost estimates, specifications, and designs for compliance with Caltrain’s operational needs.
• Review contractor submittals, evaluate test procedures, maintenance manuals, and inspection schedules for new equipment and recommend improvements to enhance reliability objectives.
• Develop effective standards for vehicle, equipment, and system testing; perform testing in coordination with maintenance and/or engineering personnel.
• Prepare technical reports relating to design, compatibility, maintenance, and testing requirements of rail car/track equipment systems and subsystems.
• Develop implementation schedules and coordinate installation and monitor progress to ensure adherence to schedule and budget.
• Perform engineering and design work to assist with maintaining engineering documentation for the Configuration Control Management process. Ensure configuration control for technical documentation, maintenance manuals, and drawings.
• Stay abreast of new developments in the field of rail transit vehicle engineering.

General

The Signal Engineer III will report to the Manager of Signals & Grade Crossings and is responsible for the engineering and oversight aspects of the signal and grade crossing systems for the Peninsula Corridor Joint Powers Board (Caltrain).  

Essential Functions & Duties

Examples of Essential Functions:

• Assist with the configuration management of the signal and grade crossing systems, their subsystems, and assets, along with any updates/changes to the configuration management.
• Provide general oversight of and engineering support of Caltrain signal system and crossing systems, to support compliance of Engineering standards for construction and/or modification of signal and crossing systems.
• Support of Caltrain’s technical specifications and standards of the systems and assets, also ensure specifications and standards are current. 
• Interface with Caltrain’s Operation and Maintenance to provide technical support in operating and maintaining Signal and Crossing systems, including Positive Train Control.
• Coordinate and interface management and integration of the signal and grade crossing systems with other internal and external systems, subsystems, including Positive Train Control. 
• Represent as necessary signals and grade crossings for all Caltrain projects, with stakeholders, and other parties.
• Support to ensure the signal and grade crossing systems are compliant with Federal Railroad Administration (FRA), California Public Utilities Commission (CPUC) requirements, and Caltrain standards.
• Assist with the filings to the FRA and the CPUC pertaining to signals and grade crossings. 
• Support design reviews, and the approval of the designed system. 
• Support to ensure standardization of the signal and grade crossing systems across the different projects.
• Assist with the development of an asset management plan for assigned assets.

Examples of Essential Duties: 

• Oversee test procedures and engineering work practices are followed.
• Work under the Manager, Signals & Grade Crossings to help develop a 5- and 10-year State of Good Repair (SOGR) maintenance program.
• Develop and work with Capital Construction on continuous improvement programs.
• Assist with all signal and grade crossing design, installation, testing, and cutover requirements to ensure compliance with FRA, CPUC regulations, and Caltrain Standards. 
• Support technical oversight of railroad signal and grade crossing system operations. 
• Support as necessary revisions to updated signal and grade crossing engineering standards, policies, and procedures.  
• Provide support on matters related to signals and grade crossings with internal (operations), external stakeholders, and agencies such as the CPUC, the FRA, cities, and other parties, as required.
• Support signal and crossing systems engineering, design support, and design review; Construction support, coordination, and liaison.
• Assist with identifying and resolve signal and grade crossing engineering and technical issues.
• Support Caltrain operations and other engineering teams for matters related to signal and grade crossing, support of signal cutovers, including nights and weekends.
• Provide continuous review of operating manuals and procedures developed by various system providers or vendors.

Minimum Qualifications

• Effective communication skills orally and written.
• Strong prior experience with Microsoft Office suite, scheduling software (MS Project or Primavera), requirements management systems, and software configuration tools, preferred.
• Experience with rail systems, electrification, electrical interfaces, software, and network protocols, and system integration with commercial off the shelf (COTS) hardware and software is preferred.
• Experience managing contractors and consultants are preferred.
• Certificate of completion from a certified Signalman Training program

POSITION

To perform office and field work involving the inspection, investigation, and compliance of City codes, ordinances and abatement regulations.  The purpose of this recruitment is to fill a current vacancy in the Community Development Department, as well as establish an eligibility list for future vacancies.

The Code Compliance Officer position has a high level of public contact and is responsible for enforcing a variety of codes, ordinances and regulations within the City.  The Ideal Candidate will possess good interpersonal, time management and communication skills.  This Candidate will be a resourceful self-starter, with the ability to work independently with limited supervision.  The Ideal Candidate will be self-motivated and display good judgment, as well as be organized, flexible, and approachable.  Ideal Candidate will have substantial public contact experience and demonstrate excellent customer service skills, as well as the ability to coordinate and work effectively with other City and County departments.  The ability to speak and understand Spanish is highly desirable.

ESSENTIAL JOB FUNCTIONS

Receives and responds to complaints regarding substandard dwellings or structures, zoning violations, debris, unsanitary conditions, abandoned or inoperative vehicles, overgrown vegetation, and other zoning and municipal code violations. Investigate possible violations; photograph evidence; contact responsible persons and compose letters; issues notices of violation, infraction, and/or misdemeanor citations for non-compliance; perform follow-up investigations to ensure that remedial action has been taken; develop and maintain accurate case files. Reads, interprets and applies state laws, municipal codes and ordinances, and other pertinent regulations. Drive vehicles as required. Work cooperatively with others.

OTHER JOB FUNCTIONS

Prepares necessary violation and other notices which outline proper repair and correction methods, time limits, permits and all necessary remedial work required. Contacts property owners; schedules and conducts on-site inspections; interprets codes and regulations and explains inspection procedures and regulations to involved parties. Prepare code violation cases for public hearings and court proceedings; appear at public hearing as necessary for case prosecution. Performs abatement of hazardous items on vacant lots and other premises. Builds and maintains positive working relationships with co-workers, other City employees, and the public, using principles of good customer service. May issue and process building permits. Explain and interpret requirements and restrictions. Maintain records and prepare reports of inspections and related code enforcement files. Perform related duties as assigned.

QUALIFICATIONS

Code Compliance Officer I:

Education:  Equivalent to completion of the twelfth grade.

Experience:  One (1) year of experience performing duties involving code enforcement, including office and field investigation of a variety of code, ordinance and regulation violations.

License or Certificate:  Possession of, or ability to obtain, an Arrest Course 832 Penal Code certificate within one (1) year of hire.  Possession of valid California Driver’s license required upon hire.

Code Compliance Officer II:

Education:  Equivalent to completion of the twelfth grade with advanced coursework or specialized training in planning, building inspection, technology or a related field desirable.

Experience:  Two (2) years of experience performing duties involving code enforcement, including office and field investigation of a variety of code, ordinance and regulation violations.

License or Certificate:  Must possess Arrest Course 832 Penal Code certificate and a valid California Driver's License upon hire.
 

Bilingual: The ability to speak and understand Spanish is highly desirable.
