THE POSITION: The Public Works Department at the City of San Mateo has an opportunity for a per diem laboratory analyst to perform a variety of physical, chemical, biological and bacteriological analyses of water and wastewater according to standard methods and procedures.

MINIMUM QUALIFICATIONS:

• Two years of college study with at least twenty semester units of chemistry, biology or related science. A Bachelor's degree in chemistry, biology or related science would also be qualifying.
• One (1) year of work experience in an analytical laboratory.
• Able to work independently with direction from senior laboratory analyst/ laboratory supervisor

EXAMPLES OF DUTIES:

• Duties may include, but are not limited to the following:
• Following established procedures, perform physical, chemical, and bacteriological analyses of water,
• wastewater, and related materials.
• Collect varied samples for analysis from specific locations according to a predetermined schedule; may collect special samples as conditions indicate.
• Compile and record onto standardized worksheets, logs, and forms, perform calculations and transfer data to database.
• Prepare chemicals, bacteriological media, and standard test solutions.

Under general supervision of the Senior Automotive Equipment Specialist, typical duties of the Communications Installer include installing 2-way radios into a variety of vehicles, including but not limited to Police vehicles and motorcycles, Fire department apparatus and other city department vehicles.

Installations are to be industry accepted best practices including the selection of proper wire sizing based on electrical loading, equipment placement with emphasis on serviceability, proper wire routing, proper power distribution, antenna placement, and grounding/power return.

The Communications Installer will also be responsible for the installation of intercom systems, emergency/warning lighting, vehicle electronics, computer equipment and terminals, antennas, and custom installations of non-standard equipment. This equipment is commonly used in emergency vehicles and municipal equipment.

This position requires the following knowledge and abilities in order to be successful in the position:
 

• Knowledge and ability to install and diagnose the systems and equipment similar to the City's Fleet including sirens, light bars, accessory lighting, FLIR devices, Tracking systems, timers, and the knowledge to interface with those systems when necessary.
• Ability to follow verbal/written direction, read/ interpret schematics, schematic symbols, and wire diagrams.
• Ability to accurately document all non-standard installations, complete necessary paperwork, installation forms, and data entry in a timely basis.
• Ability to work effectively and communicate with the vendors on interconnection and installation. May be required to diagnose issues when necessary.
• Ability to work in a team environment on large projects working within established labor standards to meet project completion goals.
• Data entry in a fleet database

The Communications Division implements environmental-specific media, outreach, and marketing activities to support the health of our community and environment. DEFINITION

• OPERATOR I (COLLECTION)
  Under general supervision or direction, the Operator I (Collection) is responsible for the overall operation of the wastewater collections system, which includes the repair and maintenance of the sewer collection system and pump stations.
   
• OPERATOR II (COLLECTION)
  Under general direction, supervises the operation of the Collections System of the Wastewater Treatment Plant on a designated shift to ensure processing and discharge of wastewater which complies with performance standards of State regulatory agencies; perform any combination of tasks involved with inspection, construction, repair, and preventive, corrective and emergency maintenance of sanitary personnel; prepares logs and other records; performs maintenance tasks as required and other related duties as required.
   

ESSENTIAL FUNCTION REQUIREMENTS

For the Collections System, ability to locate, detect cause, and correct sewer stoppages; detect and perform minor repairs and adjustments to sewer equipment; maintain pumps and related mechanical equipment; and report to work at any time during an emergency.  Perform electrical and mechanical repairs, maintenance work and modification to equipment used in a water quality control plant; use various mechanic’s tools with skill and accuracy; available for standby on sewer calls on a rotation basis; follow oral and written directions; maintain working relationships with other employees.  (See Physical Demands section as it relates to Essential Function Requirements.)

  • May undertake minor carpentry, plumbing, cement work and electrical.
  • Performs general grounds maintenance work, sweeping, sanding, painting.

• OPERATOR II (COLLECTION)
  Duties may include, but are not limited to the following:
  • Lead a crew in the safe performance of preventive, corrective, and emergency maintenance of sanitary sewers
  • Respond to service requests, unclog mainline stoppages, and keep records on sewer line cleanings and state of existing problems within the Collections System
  • Repair mainline breaks, replace broken pipe and reconnect pipe sections
  • Operate power rodder, jet truck, backhoe and TV equipment
  • Conduct periodic inspections and perform routine maintenance and minor repairs to wastewater pumping stations and equipment
  • Keep daily logs and records on equipment; makes reports to the supervisor
  • Provide technical assistance and prescribe work methods and safety procedures to maintenance workers and utility workers
  • Inspect installation of new sewer lines, laterals and related structures; may study blueprints and specifications preparatory to inspection of construction project
  • Supervises the work of all operating personnel assigned to shift; trains and evaluates performance of shift employees, enforces safety procedures in conformance with policy of plant’s safety program.

The City of Brisbane will be sponsoring up to four summer internships this year.  Our internships are project-oriented and designed to give college students a good general overview of future employment opportunities and current issues in the Public Sector.  You will have the opportunity for exposure to various areas of City Administration during your internship and to network with fellow interns and participate in professional development activities in San Mateo County and/or Santa Clara County.

Projects for 2024 include:

• Communications – Assist with developing innovative and relevant content for posting on City-administered social media sites, research and work with departments in developing articles for publication on the City’s website and print newsletter, and assist with aspects of video production including storyboarding, camera work, and script-writing.

• IT – Have some familiarity with programs such as Windows, Active Directory, Office/Microsoft 365. Must be able to disassemble and reassemble a PC. Projects will consist of adding and editing AD and email accounts and sorting and organizing hardware components. Some daily tasks will include responding to help desk requests and making basic equipment repairs and replacements.

• Human Resources - Offering learning opportunities by following a full recruitment and onboarding process. Assist with website updating; maintaining employee records; the conversion of physical records/forms to electronic format; and conducting research and analysis on HR-related topics.

• Public Works (Utilities) – Provide support to the City's Public Works Department - Utilities Division with various engineering projects in drinking water distribution, water resources, sanitary sewer collection, and storm drainage. Primary assignment will focus on mapping and geolocating drinking water facilities to comply with new state regulatory compliance.  Secondary assignments may include field engineering support on construction of capital utility projects and assisting on various engineering reports and studies.

Applicants must be college students currently enrolled in and pursuing an undergraduate or graduate degree at an accredited college or university in a related field (e.g. public administration, public policy, business, planning, library science, environmental studies, engineering, sustainability). Undergraduate candidates must have a minimum of 48 semester units or equivalent completed.  Applicants should also be self-motivated, have excellent interpersonal skills, able to use Microsoft Office software, demonstrate good research ability and have the ability to communicate clearly both verbally and in writing. 

SALARY AND HOURS: The salary range for Interns is $20.00 per hour, 15-18 hours per week over a 12-week period.  The start date is flexible depending on the student’s availability.

THE JOB

• Edit electronic newsletter articles and blurbs, program descriptions for activity guide/fliers/online descriptions and social media posts
• Follow all City standards related to branding and writing (Associated Press style), or as otherwise directed, and meet deadlines
• Develop written content and edit for brochures, reports, logos and other marketing and presentation materials
• Consult with City staff and provide technical coaching and training to colleagues
• Participate in the planning, development and production of written and graphics materials
• Assist staff in the development of presentations using PowerPoint and other presentation software
• Create, develop and monitor posts and comments for social media accounts
• Represent the division at community outreach events (such as fairs, special events, etc.) by promoting community services programs and services
• Perform other duties as required

WORKING CONDITIONS
Position is required to work on the Community Center campus and may not work from home. Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination when using a computer keyboard. Additionally, the position requires near and far vision when reading and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, push and pull files, paper and documents weighing up to 25 pounds also is required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

Minimum Qualifications

Education and Experience:
The minimum qualifications for education and experience can be met in the following way:

• A bachelor's degree from an accredited college or university in marketing, communications, graphic arts or a closely related field; AND
• One year of related work experience that provides the required knowledge and abilities.

Knowledge of:

• Computer programs utilized in the production of marketing collateral; specifically, the Adobe Creative Suite, Canva, Microsoft Publisher, Word, Excel and PowerPoint
• Dynamics of development of social media sites
• Basic principles of graphic design
• The Associated Press writing style

Ability to:

• Follow general instructions, directions and procedures;
• Accomplish assigned work and administrative tasks working independently or with a minimum of supervision;
• Process information and data in a relevant manner to reach reasonable conclusions and make practical decisions;
• Demonstrate flexibility of style relative to specific job assignments, working environments, shift schedules and hours;
• Interact well as part of a team;
• Perform relatively complex computer applications;
• Communicate with high proficiency in both written and spoken English;
• Use independent reasoning to solve programs of moderate complexity:
• Perform the essential functions of this position.

• Utilizing a personal computer and software relevant to this classification·

Licenses/Certifications: Possession and continued maintenance of a valid class C CA driver's license and a safe driving record.
 
DESIRABLE QUALIFICATIONS

• Previous experience in writing marketing collateral, graphic design and social media collateral
