Waterfront Resilience Program (WRP)

The Waterfront Resilience Program (WRP) is a multi-decade, multi-hazard Program led by the Port of San Francisco with the goal of adapting the Bay waterfront along the Port’s 7.5-mile jurisdiction to address multiple hazards including coastal and combined flooding, sea level rise and earthquakes. The Port and the U.S. Army Corps of Engineers (USACE) released the San Francisco Waterfront Coastal Flood Study Integrated Feasibility Study and Environmental Impact Statement (Flood Study), including a $13.5 billion Draft Plan for adapting the waterfront for public review in February 2024. The Port is also implementing construction to mitigate risks that can be initiated in the near term (Early Projects) funded by Proposition A, the Seawall Earthquake Safety Bond, and other sources.

Job Description

Under the direction of the Waterfront Resilience Director, the Waterfront Resilience Program (WRP) Deputy Program Manager - Environmental develops the programmatic strategy for planning and execution of nature-based adaptation strategies, investigation and remediation of hazardous materials, and permitting and environmental review for all WRP activities through 2030 and beyond, including managing staff, consultants, and public and resource agency engagement.

This position is a key leadership position within the WRP, working collaboratively alongside the WRP Deputy Program Manager – Engineering & Project Delivery, WRP Deputy Program Manager – Planning, and WRP Flood Study Project Manager.

The essential functions of this position include:

• Oversees the planning and execution of nature-based adaptation strategies, including the Living Seawall Pilot and the Engineering with Nature Working Group in coordination with the Waterfront Resilience Program Deputy Program Manager – Planning and the Flood Study Project Manager. 
• Oversees the planning and execution of investigation and remediation of hazardous materials related to specific Early Projects and the USACE Flood Study.
• Oversees the planning and execution of environmental studies, including environmental review and analysis required under the National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA).
• As a Program leader, sets the example of the Program culture of caring including, but not limited to, safety, inclusion, diversity, and equity.
• Coordinates input of Port staff into all relevant Early Project and Flood Study permitting and environmental review.
• In consultation with the Deputy Program Manager – Planning and the Flood Study Project Manager, develops and oversees the Engagement Plan for the Resource Agency Working Group, which includes a broad range of regulatory and resource agencies with jurisdiction over construction activities in San Francisco Bay.
• Collaborates with Deputy Program Manager – Engineering and Project Delivery to develop messaging and strategy with the permitting agencies (name them) related to Early Projects.
• Coordinates with City Planning Department (Environmental Planning) to conduct CEQA/NEPA for the Early Projects and the Flood Study and subsequent design and construction.
• Manages and approves the deliverables of environmental consultants.
• For the Flood Study, oversees the analysis and selection of the Least Damaging Practicable Alternative (LEDPA) under the Clean Water Act.
• Ensures strategic coordination and consultation on resilience permitting and regulatory issues for individual projects.
• Oversees the CEQA/NEPA effort for the USACE Flood Study which will be managed by the Flood Study Project Manager.
• Oversees environmental team input to design and environmental compliance during construction.
• Works collaboratively with all members of the WRP team to identify and resolve issues promptly, escalating issues for resolution to the Waterfront Resilience Director, the Assistant Port Director and the Port Director as required.
• Provides support and guidance to USACE Flood Study team members to deliver the Study.
• Supervises environmental and permitting staff assigned to the Waterfront Resilience Program.

The City of Brisbane will be sponsoring up to four summer internships this year.  Our internships are project-oriented and designed to give college students a good general overview of future employment opportunities and current issues in the Public Sector.  You will have the opportunity for exposure to various areas of City Administration during your internship and to network with fellow interns and participate in professional development activities in San Mateo County and/or Santa Clara County.

Projects for 2024 include:

• Communications – Assist with developing innovative and relevant content for posting on City-administered social media sites, research and work with departments in developing articles for publication on the City’s website and print newsletter, and assist with aspects of video production including storyboarding, camera work, and script-writing.

• IT – Have some familiarity with programs such as Windows, Active Directory, Office/Microsoft 365. Must be able to disassemble and reassemble a PC. Projects will consist of adding and editing AD and email accounts and sorting and organizing hardware components. Some daily tasks will include responding to help desk requests and making basic equipment repairs and replacements.

• Human Resources - Offering learning opportunities by following a full recruitment and onboarding process. Assist with website updating; maintaining employee records; the conversion of physical records/forms to electronic format; and conducting research and analysis on HR-related topics.

• Public Works (Utilities) – Provide support to the City's Public Works Department - Utilities Division with various engineering projects in drinking water distribution, water resources, sanitary sewer collection, and storm drainage. Primary assignment will focus on mapping and geolocating drinking water facilities to comply with new state regulatory compliance.  Secondary assignments may include field engineering support on construction of capital utility projects and assisting on various engineering reports and studies.

Applicants must be college students currently enrolled in and pursuing an undergraduate or graduate degree at an accredited college or university in a related field (e.g. public administration, public policy, business, planning, library science, environmental studies, engineering, sustainability). Undergraduate candidates must have a minimum of 48 semester units or equivalent completed.  Applicants should also be self-motivated, have excellent interpersonal skills, able to use Microsoft Office software, demonstrate good research ability and have the ability to communicate clearly both verbally and in writing. 

SALARY AND HOURS: The salary range for Interns is $20.00 per hour, 15-18 hours per week over a 12-week period.  The start date is flexible depending on the student’s availability.

To perform a variety of skilled and semiskilled horticulture tasks in the construction, maintenance and repair of parks, pools, recreation, and cemetery facilities and buildings.  The purpose of this recruitment is to fill a current vacancy in the Community Services Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The City of Woodland is looking to fill a Park Maintenance Worker I/II position in the
Community Services Department. The Ideal Candidate for the current vacancy is someone
who has a good understanding of many aspects of the maintenance of facilities, parks, janitorial, and horticulture. This position requires a “team player” with good interpersonal, time
management, and communication skills. The Ideal Candidate must be highly self-motivated,
able to work independently with minimal oversite, demonstrate good judgement, as well as be
organized, flexible, approachable, resourceful, and a positive team contributor on a
consistent basis. This position will also require the selected candidate work weekends,
standby and overtime as necessary.

Park Maintenance Worker I:

This is an entry-level classification in the park maintenance worker series. Positions in this class normally perform a variety of unskilled and semi-skilled duties. May be required to work any shift, including a regular work-shift that includes weekends and holidays, and routinely participate in a weeklong stand-by shift. Park Maintenance Worker I will usually exercise less independence, discretion and judgment on matters related to work procedures and methods.

Park Maintenance Worker II:

This is the journey level in the park maintenance worker series. This class differs from Parks Maintenance Worker I in that incumbent performs more complex parks maintenance duties, including the requirement to work any shift, weekends, and holidays, to work independently, exercise judgment, and operate the full range of tools and mechanical equipment related to a specific assignment. The incumbent Park Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the Park Maintenance I level, or when filled from the outside requires prior work experience.

ESSENTIAL JOB FUNCTIONS 

Performing general grounds cleaning, including emptying trash receptacles, mopping, sweeping, and raking City parks, ball field maintenance/set up, and Cemetery as needed. Maintain irrigation, maintain synthetic turf, mow, cultivate, prune, weed, renovate, and fertilize grass, plants, trees, flowers, and shrubs. Operate power mowers, turf groomers, chain saws, rototillers, aerators, hedgers, spreaders, front-end loader, edgers, air compressors, and other equipment. Utilize proper safety precautions related to all performed work, while all safe work procedures i.e., necessary PPE. Drive vehicles and equipment as required. Prepare and maintain athletic fields and related facilities, swimming pools, and cemetery/interment operations.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that the failure of such attendance undermines the City’s ability to provide critical services to the employees, department and the public.

OTHER JOB FUNCTIONS 

Install, maintain and replace playground equipment and fences; assemble tables, benches and bleachers. Applying fertilizers and spraying various herbicides and pesticides in City park and recreation areas. Respond to inquiries from the general public. Install, maintain and repair irrigation systems. Assist in setting up community services and special events. Maintain, repair and replace plumbing systems and fixtures such as light switches, motors, wall receptacles, faucets, drinking fountains, water heaters, water closet, urinals, water regulators and pressure valves, and building maintenance as required. Work cooperatively with others. Meet all Standby Program requirements; work any shift including weekends and holidays. Perform related duties as assigned.

QUALIFICATIONS

Park Maintenance Worker I:

Education:  High School Diploma or equivalent.

Experience:  Six (6) months of experience in the care and maintenance of landscapes or facilities.

License and Certificate:  Required upon hire, possession of a valid California Driver’s License.

Park Maintenance Worker II:

Education:  High School Diploma or equivalent.

Experience:  One (1) year of experience performing duties comparable to those of a Park Maintenance Worker I in the City of Woodland.

License and Certificate:  Required upon hire, possession of a California Driver’s License. It is highly desirable to possess a State of California Qualified Applicator Certificate, Category B.

Examination:

Position subject to pre-employment physical

Hours: Casual non-benefited employees are limited to working no more than twenty-five (25) hours per week and no more than 900 hours in a fiscal year (July 1-June 30). Varying shifts are available including Monday through Friday between 8:30 a.m. and 8 p.m. and Saturdays and Sundays from 8 a.m. to 6 p.m.

Under general supervision, individuals assigned to this classification assist the organization to develop and design reports, websites, social media collateral and other marketing and presentation materials. This classification focuses on the development of written and graphic representation for division or department materials. Individuals in this classification are primarily focused on enhancing the Division’s social media presence, developing all written material, performing administrative tasks, attending fairs and events to promote Recreation Services programs; and perform/ related work as required.

This position is characterized by developing new and innovative marketing collateral with limited structure or routine work. Work assignments are performed in collaboration with various divisions and levels of staff, independently, with responsibility for following through on development. Contacts are regularly made both internally and externally at all levels of the organization involving tact, discretion, good listening and customer service skills. The position requires creative ability, knowledge of how to generate graphics using The Adobe Suite, Canva, Microsoft Publisher, Word and Excel and the ability to exercise a reasonable degree of independent judgment. This classification assists with development and implementation of standards for consistency in materials, written and posted on the internet. Additionally, the position requires good written communication skills, public relations, interpersonal, and problem-solving skills and abilities. The Marketing Associate receives direction from program supervisors and management staff.

Essential Job Functions

(May include, but are not limited to, the following):

• Design and produce effective collateral for digital and print to promote programs, events and services
• Design and produce graphics materials using computer-based and traditional methods to meet organizational standards and deadlines
• Produce highly creative work within an established organizational style
• Edit electronic newsletter articles and blurbs, program descriptions for activity guide/fliers/online descriptions and social media posts
• Follow all City standards related to branding and writing (Associated Press style), or as otherwise directed, and meet deadlines
• Develop written content and edit for brochures, reports, logos and other marketing and presentation materials
• Consult with City staff and provide technical coaching and training to colleagues
• Participate in the planning, development and production of written and graphics materials
• Assist staff in the development of presentations using PowerPoint and other presentation software
• Create, develop and monitor posts and comments for social media accounts
• Represent the division at community outreach events (such as fairs, special events, etc.) by promoting community services programs and services
• Perform other duties as required

WORKING CONDITIONS
Position is required to work on the Community Center campus and may not work from home. Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination when using a computer keyboard. Additionally, the position requires near and far vision when reading and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, push and pull files, paper and documents weighing up to 25 pounds also is required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

Minimum Qualifications

Education and Experience:
The minimum qualifications for education and experience can be met in the following way:

• A bachelor's degree from an accredited college or university in marketing, communications, graphic arts or a closely related field; AND
• One year of related work experience that provides the required knowledge and abilities.

Knowledge of:

• Computer programs utilized in the production of marketing collateral; specifically, the Adobe Creative Suite, Canva, Microsoft Publisher, Word, Excel and PowerPoint
• Dynamics of development of social media sites
• Basic principles of graphic design
• The Associated Press writing style

Ability to:

• Follow general instructions, directions and procedures;

About the Position:  The Midpeninsula Regional Open Space District (Midpen) Seasonal Ranger Aide is an entry-level position, which provides the opportunity to learn and perform some duties of a ranger under the guidance of experienced ranger staff. Ranger Aides provide visitor information and assistance, travelling by non-emergency Midpen vehicles and on foot throughout an assigned geographical region. Ranger Aides perform a variety of customer service duties such as educating and informing the public about Midpen land use regulations, public relations and provide general information services, but do not have law enforcement authority.  Ranger Aides will assist with routine maintenance work on Midpen land and facilities and may respond to assist with emergency calls. Requirements: Must have the ability to  learn Midpen lands, pertinent laws and regulations and contact, educate and inform the public about the lands and regulations ; administer first aid and CPR; operate and maintain various power tools and equipment; operate two-way radios; communicate clearly and concisely both orally and in writing; and other duties as assigned.

Certificates Needed: A valid California driver license is required upon appointment; valid professional rescuer CPR certificate and basic First Aid certificate (Midpen will offer training to candidates who do not possess CPR/First Aid certificates upon appointment).

Education & Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from high school. Six months experience working in a customer service related field.  Some experience or training in a parks settings is desirable.

Schedules:  This is a full-time position. Employees are expected to work full-time (40 hours during the work week); however, school schedules may be accommodated.  Weekend work (Sat/Sun) is required, with two consistent days off each week (either Mondays/Tuesdays off OR Thursdays/Fridays off).  Incumbents will work an 8-hour workday (plus a 30-minute unpaid meal break). Daily start and end times will be the same for most workdays, typically scheduled within the range of 7:00 a.m. to 5:30 p.m.  Must be willing to work weekends, nights, holidays, or extended shifts and work with exposure to difficult circumstances, including exposure to challenging situations and upset individuals. Seasonal assignments will not exceed 950 hours or 7 months, whichever comes first, and do not include benefits

Working Conditions: Most work is outdoors within Midpen’s open space lands with exposure to inclement weather conditions. This requires the ability to patrol on foot, off trail, and in rugged terrain.  Also requires the ability to perform related emergency services and maintenance and construction work on Midpen lands. Once trained, Ranger Aides may work alone for parts or all of their shifts. Must wear prescribed District uniform and adhere to strict safety procedures and work habits.

THE POSITION

The Parks and Recreation Department is looking for staff to assist with events at the Rocklin Events Center and other locations in the City. The Events Venue Specialist (Program Assistant) is a temporary position and incumbents work on an as-needed basis, not to exceed 28 hours per week and up to 999 hours per fiscal year. Temporary employment does not provide any guarantee of continued employment and the City of Rocklin may end the assignment at any time. Temporary employees are not eligible for any other benefits except where required by law and there is no guarantee of future permanent employment.

Duties may include, but are not limited to the following:

• Performs light janitorial duties (e.g., empty trash, clean restrooms, and restock supplies) before, during, and after events.
• Sets up audio visual equipment at venue site.
• Checks clients in and out of City venues.
• Takes prospective renters on tours of facilities and answers questions about pricing and equipment at each rental location.
• Ensures client needs are met.

THE  SCHEDULE 

A typical schedule looks like this:  

Evening and Night shifts Sunday through Thursday

Shifts vary from 7am - 1am Friday and Saturday

Night and weekend availability is required.

MINIMUM QUALIFICATIONS

• Must be 18 years of age

Six (6) months of volunteer or work experience in the area assigned is highly desirable

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
