The Town of Atherton is approximately five square miles. The City is located in the San Francisco Peninsula in Southern San Mateo County. Atherton is a small, rural, and residential community, with no industrial land-use base. Native trees cover the five miles of town. Atherton’s current population is 7,133 according to the California Census in 2020.       

The Town of Atherton invites you to apply for the position of Police Sergeant. This is an internal and external opportunity. Under the general supervision of the Police Commander, the Police Sergeant plans, schedules, deploys, trains, supervises, and reviews the work of Police Officers and civilian staff.  The Sergeant performs a wide range of patrol and related duties in the prevention of crime, maintenance of public order, protection of life and property, and the enforcement of laws and ordinances.  As part of the Management Team, the Sergeant assists in the preparation of collision investigations and criminal cases, provides courtroom testimony, serves in specialized organizational roles, and assists with various administrative functions. 

A letter of interest and current resume is required. All submissions will be reviewed for relevant education, experience, training, and other job-related qualifications.. An extensive background includes a polygraph examination and/or voice stress analysis, completion of the POST Personal History Statement along with medical and psychological exams if selected.

Those meeting the stated qualifications / requirements will be reviewed for selection to participate in the interview and evaluation process for the position. Those selected to participate in the competitive process will be provided with the details of the testing process, which has been tentatively scheduled for the week of August 26, 2024.

MINIMUM QUALIFICATIONS

Education & Experience

• Completion of an associate degree and 4 years’ experience as a sworn Police Officer.
• Must have applied for the Intermediate P.O.S.T. Certificate.
• Highly desirable qualifications may include: an Advanced or Supervisory Certificate from P.O.S.T.; bachelor’s degree and/or completion of the Supervisors’ Leadership Institute (SLI) Course.

To excel as a Police Sergeant, you need a comprehensive blend of knowledge, skills and experience.  A thorough understanding of law enforcement protocols, including arrest procedures, search and seizure laws, use of force policies, and evidence handling, is essential for ensuring officers operate within legal boundaries. Familiarize yourself with our department's policies, regulations, and standard operating procedures. This includes administrative procedures, disciplinary protocols, and codes of conduct. As a sergeant, you'll be responsible for leading and managing a team of officers. Knowledge of leadership theories, personnel management, conflict resolution techniques, and performance evaluation methods will help you effectively supervise and motivate your team. Understanding community policing concepts and strategies is crucial for building positive relationships with community members, addressing local concerns, and implementing proactive crime prevention initiatives. Stay updated on legal developments and ethical standards relevant to law enforcement. This includes constitutional rights, case law precedents, ethical dilemmas, and the ethical responsibilities of police officers. Effective communication is vital for a police sergeant. Have strong verbal and written communication skills to convey information clearly, resolve conflicts, and interact professionally with colleagues, community members, and stakeholders. Have the ability to assess risks, evaluate options, and make informed decisions in high-pressure situations. This includes critical thinking skills, problem-solving abilities, and the capacity to weigh potential consequences effectively.

The Security Manager plays a pivotal role in overseeing and coordinating organization-wide security services at Valley Water. Reporting to the Assistant Officer of Emergency, Security & Safety, this mid-management position is responsible for planning, managing, and executing strategic security initiatives to protect Valley Water's infrastructure, assets and staff, and the community. The Security Manager provides expert guidance, formulates policies, and fosters partnerships with local, county, state, and federal agencies to ensure the highest level of security preparedness. The Security Manager is entrusted with the strategic development and implementation of security programs, plans, and processes. This role requires extensive professional expertise, strong leadership skills, and the ability to collaborate effectively with internal and external stakeholders.
 
 Key Responsibilities include, but are not limited to:

• Plans, manages, and oversees all functions, operations, and activities of the security unit, including contract security services, physical security systems and technologies, un-housed abatement, shooter awareness program, threat and vulnerability assessments and communication protocols.
• Develops programs, strategies, and solutions for security to ensure effective planning for accomplishment of organizational objectives, safety and security for employees, the community and Valley Water’s infrastructure and assets, including water supply and distribution systems, and compliance with all applicable policies, regulations, rules, and laws.
• Develops, implements and manages strategic vulnerability and threat assessments and mitigation plans to protect water supplies, distributions systems and all District facilities from including acts of terrorism; performs vulnerability studies and analysis of disaster and security response capabilities, including Federal Energy Regulatory Commission (FERC), Risk Assessment Methodology for Water Utilities (RAM-W) and Dam Assessment Matrix for Security and Vulnerability Risk (DAMSVR) assessments; assesses and determines appropriate level of security needs. 
• Leads efforts to explore new tools and technologies to improve existing physical security and add security assets to new facilities and property.
• Works collaboratively and engages with appropriate social service and law enforcement agencies to address un-housed abatement in Valley Water creeks and other properties; fulfills security requests to support field work.
• Administers contracts for security and security related services; reviews and evaluates compliance of contractor services with Valley Water’s contract standards and provisions; recommends improvements as required in procedures, techniques, and training.
• Provides staff leadership, oversight, guidance, and daily management of assigned unit; develops and implements goals, objectives, policies, and priorities for assigned programs; manages budgets and forecasts resource needs.
• Plans, directs, coordinates, and reviews the work of assigned staff; provides staff and performance reviews and implements discipline measures and manages the Security Office on-call program.
• Oversees, makes recommendations for, and approves the acquisition of security system hardware and software purchases. 
• Develops and delivers effective communication and training programs and activities, such as the Active Shooter Awareness program, to promote security and emergency awareness and preparedness for Valley Water staff, contractors, and the community.  
• Establishes ongoing relationships with local, state and federal law enforcement agencies, including the Northern California Regional Intelligence Center (NCRIC); monitors notifications of intelligence, information and alerts from the Office of Homeland Security, Federal Bureau of Investigation, Environmental Protection Agency, Department of Energy, Department of Transportation, U.S. Bureau of Reclamation and the Awareness National Security Intelligence Reports, as well as the Association of Metropolitan Water Agencies and American Water Works Association.

THE POSITION

The City of Rocklin is hiring Academy Graduate Police Officers to join the Rocklin Police Department. Academy Graduate Police Officers will join the department and begin an 18-month program to earn their Basic POST certificate. An example of duties that an Academy Graduate Police Officers will perform under close supervision are:

• Assumes responsibility for the preservation of the public peace and the protection of life and property by preventing crime and enforcing all laws.
• Patrols an assigned area in an automobile, other vehicle, or on foot for the purpose of preventing criminal activity and enforcing traffic laws and regulations; issues citations and makes arrests as necessary; responds to calls for protection of life and property and performs enforcement duties.
• Conducts interviews with victims, complainants, witnesses, and suspects; searches crime scenes for evidence; collects, packages, and preserves evidence; testifies in court.
• Detects, pursues, apprehends, and arrests or detains persons involved in crimes or misconduct; confronts and arrests violent combative subjects; books and transports prisoners; serves warrants and subpoenas.
• Conducts preliminary or follow-up investigations; prepares reports on arrests made, activities performed, and unusual incidents observed.

MINIMUM REQUIREMENTS

Equivalent to graduation from high school, supplemented by 30 college-level semester units from a regionally accredited educational institution.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Certificate of completion from a POST approved California law enforcement academy.

Working Conditions

Must be 21 years of age at time of appointment. Must be legally authorized to work in the United States under federal law. Candidates must pass a thorough background investigation.

Must be willing to work emergencies as well as evenings, weekends, and holidays.

Must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation. This classification requires wearing respiratory protective equipment at times. When assigned to such work, facial hair must be shaven when it interferes with the safe fitting of respiratory protective equipment. This classification functions as a peace officer within the authority and limits of California Penal Code Sections 830.1(a) and 832.

Under the direction of the Recreation Supervisor, the Recreation Coordinator I – Facilities is responsible for assisting with the smooth operation of activities, programs, rentals, and special events at multiple Recreation Facilities. Mill Valley Recreation is a 7-day a week operation.

Recreation Coordinator I - Facilities schedule may include weekday, weekend, early morning and evening shifts. Schedule is subject to change depending on facility and supervisor needs. 

ESSENTIAL DUTIES:

• Act as the primary point of contact for rental inquiries, promptly responding to emails, phone calls, and in-person inquiries regarding facility rentals.
• Facilitate the rental booking process by liaising with internal staff and external parties to schedule rental dates, coordinate setup requirements, and confirm rental agreements.
• Oversee the rental application process by providing interested parties with necessary documentation, rental agreements, and pricing details.
• Collect and review rental applications, ensuring all required information is complete and accurate.
• Provide timely updates to both renters and internal stakeholders regarding rental status, payment deadlines, and any changes to rental arrangements.
• Maintain organized records of rental bookings, payments, and rental agreements, ensuring compliance with rental policies and procedures.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Three years of experience in a health, social or community services organization, including at least two years of significant responsibility for one or more of the following: program and budget development or coordination of community resources or program evaluation.

San José Clean Energy, or SJCE, is San José's local, not-for-profit electricity supplier operated by the City of San José's Energy Department. The department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Regulatory Compliance and Policy Division.

The ideal candidate is a skilled and highly motivated individual, with creative problem-solving skills, the ability to learn quickly, and the desire to work both independently and collaboratively. Good judgment, initiative, and cooperation with other staff and outside stakeholders are assets to this position. Under general direction of the Deputy Director, this position will be responsible for supporting the division's engagement in state regulatory affairs to protect and advance San José policy, business, and community interests.

Typical duties of this position may include, but are not limited to:
• Monitor, review, interpret, and explain to a variety of audiences regulatory proposals and other policy issues with an eye toward impact on SJCE and its customers.
• Respond to compliance and data requests by gathering relevant data, drafting reports, and receiving approvals within designated timeframes.
• Support the preparation of comments, position papers, testimony, and the like related to a variety of technical regulatory proceedings impacting SJCE energy procurement, energy management, and electric rates.
• Work independently and with stakeholders to influence state policy.
• Build and maintain stakeholder relationships including non-profit, business, and government entities, and where appropriate build regional and statewide coalitions to support the interests of the department.
• Work closely with technical experts and external regulatory counsel to develop effective and persuasive communications before state agencies as required.
• Represent SJCE in work with other CCAs and with SJCE's state trade association
• Manage a portfolio of regulatory proceedings and/or compliance reporting, including tracking issues, analyzing potential impacts, engaging with stakeholders, and communicating with other internal divisions.
• Perform other related duties as required.
