The City of Rocklin is excited to announce a recruitment for Police Officer Trainees. The City will be hiring recruits to send to the Police Academy.

Applicants are advised to read the entire job posting and follow all directions to ensure a complete application. 

The successful candidates will be hired as a Police Officer Trainee and must successfully complete a twenty-four (24) week P.O.S.T. Basic Course Police Academy. The academy is not a live-in academy and the selected candidate must be able to commute to the academy location daily.

Upon satisfactory graduation from a P.O.S.T. Basic Course Police Academy, a Police Recruit meeting the requirements of the Police Officer classification shall be advanced to the career classification of Police Officer.

Candidates must pass a thorough background investigation to be considered for this position. Candidates must be 21 years of age at time of academy graduation. Candidates must be legally authorized to work in the United States under federal law. Candidates must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation.

Examination Process:

1. Application Review

All applications submitted will be reviewed for minimum qualifications. Applicants who meet the minimum requirements will be moved forward to the next step of the examination process. Be sure to submit all required documents and complete the entire application. Resumes are not accepted as an application; you must complete the online application to be considered. 

2. PELLET-B Written Exam and Physical Agility Test

Candidates who meet the minimum qualifications for the Police Officer Trainee will be invited to participate in the PELLET-B Written Exam and the Physical Agility Test. These exams are tentatively scheduled for June 29, 2024. 

PELLET-B

All candidates must either submit a PELLET-B score dated June of 2023 or later or must participate in the City of Rocklin's test administration. 

If you have already taken the PELLET-B within the past year, you may submit your PELLET-B score with your application. 

Physical Agility Test
 

The City of Rocklin does not accept physical agility scores from other agencies. You must participate in and pass our agility test to advance in the selection process. The Physical Agility Test includes a 99 yard obstacle course; a fence climb - both a six (6) foot solid fence and six (6) foot chain link fence will be assessed, a body drag of a 165lb dummy approximately 32 feet, and a 500 yard run. 

3. Structured Oral Examination

The top candidates that successfully pass both the written and physical ability examinations may be invited to participate in an oral panel interview. 

DEFINITION
Under immediate supervision, actively participates in the Commission on Peace Officer Standards and Training (POST) prescribed police training academy; performs all related learning and testing activities in preparation for the Police Officer classification; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED
Receives immediate supervision from assigned supervisory or management personnel. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS
This is the non-sworn, entry-level classification in the Police Officer class series responsible for learning and becoming proficient in the understanding of law enforcement tasks, policies, procedures, and standards. Upon successful completion of the police academy training program, incumbents may be appointed to the sworn classification of Police Officer.

This class is distinguished from the Police Officer classification in that the latter is the sworn, journey-level class in the series that has responsibility for preserving public peace, protection of life and property, prevention of crime; and enforcement of all laws.

 

ESSENTIAL DUTIES
Duties may include, but are not limited to the following:
 

• Attends the police academy and actively participates in all studies, assignments, and tasks.
• Completes all required assignments, tests, and follows all instructions relative to the academy curriculum and behavior.
• Develops proficiency in criminal law, arrest and control techniques, use of firearms report writing, vehicle operation, first aid and CPR, narcotics identification, crowd control, court room demeanor, public relations, patrol procedures, physical conditioning and training, and any other subjects included in the academy.
• May perform other administrative assignments.
• Performs related duties as assigned.

QUALIFICATIONS
Knowledge of:

• Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.
• The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
• Modern equipment and communication tools used for business functions and program, project, and task coordination.
• Computers and software programs (e.g., Microsoft software packages) to conduct, compile, and/or generate documentation.

• Comprehend, retain, interpret, and apply information learned in a classroom setting.
• Read and understand laws, ordinances, rules, regulations, and procedures.
• Understand and carry out oral and written directions.
• Maintain accurate records and prepare clear reports and other written materials.
• Recognize dangerous situations and make sound, independent decisions.
• Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
• Effectively use computer systems, software applications, and modern business equipment to perform a variety of work tasks.

Supplemental Information

PHYSICAL DEMANDS
Must possess mobility to work in the field; strength, stamina, and mobility to perform heavy to very heavy physical work while wearing personal protective equipment; the ability to operate a motor vehicle to respond to calls for emergency service; vision to read printed material, view gauges, and view a computer screen; hearing to distinguish various sounds and radio communications; speech to communicate in person, over the telephone or radio, and project voice when necessary; strength, stamina, and mobility to traverse uneven terrain, including climbing and descending ladders, stairs, and other temporary or construction access points; finger dexterity to operate standard office equipment and access, enter, and retrieve data using a computer keyboard or calculator; and the ability to occasionally lift, carry, push, and pull materials, objects, and individuals more than 100 pounds to perform the required job functions. Reasonable accommodations will be made for individuals on a case-by-case basis.

ENVIRONMENTAL CONDITIONS
Employees primarily work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees also work in the field and frequently may be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibrations, mechanical and/or electrical hazards, and hazardous chemical substances and fumes. Employees may interact with upset individuals in interpreting and enforcing departmental policies and procedures. The duties of this class are performed in an environment with exposure to emergency situations, mentally ill individuals, and persons potentially infected with communicable diseases.

WORKING CONDITIONS
Must be 21 years of age at time of academy graduation. Must be a United States citizen or have the current legal right work in the United States. Incumbents must pass a thorough background investigation.

All City of Rocklin employees are designated as Emergency Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and/or City.

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims administration including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments. This position will also support the City's leave management program.

MINIMUM REQUIREMENTS

One (1) year of experience at a level equivalent to the City’s class of Associate Management Analyst or Administrative Analyst.

When assigned to a specific functional area as noted above, additional knowledge and experience in such area may be desirable.

Public sector experience is preferred.

Licenses and Certifications

Join us as a Community Service Officer (CSO) in the Berkeley Police Department! In this role, you will have the opportunity to perform a wide range of duties, both in office support and in the field, to support various police functions. Assignments may include field services, jail facilities, property control, community services, crime scene, or traffic control.

Community Service Officers are essential non-sworn members of BPD. By maintaining positive working relationships with City staff and the public, CSOs help build trust in our community. MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from high school and three (3) years of progressively responsible work experience, such as in-person, telephone, and written contacts indicating effective communication and customer service skills.

Previous volunteer or paid experience in law enforcement, emergency medical services, military service, probation, counseling or similar work requiring extensive public contact is highly desirable.

Other requirements include:

• Must successfully complete a psychiatric evaluation and a Police Department background investigation and medical evaluation.
• Must possess a valid California driver's license and have a satisfactory driving record.
• Must be willing to work evening, graveyard, weekend, and holiday shifts for the 24 hour/day operational schedule.
• Must be able to obtain required Police Officer Standards and Training (POST) certification such as the Community Service Officer Academy, Jail Correction Course, which are conducted or recognized by the Berkeley Police Department, and accept and apply the principles learned in training.
• Must be physically able to perform the work including lifting heavy objects and controlling violent individuals, and possess the knowledge, skills and abilities for the successful completion of duties assigned to the position.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is completion of 60 college semester units. Previous volunteer or paid experience in a law enforcement support area is desirable.
 
Other requirements include:

• Must be free from any disqualifications for employment, including felony convictions.
• Must be legally authorized to work in the United States under federal law.
• Must be 21 years of age or older at time of appointment.
• Must be fingerprinted for purposes of search of local, state, and national fingerprint files to disclose a criminal record.
• Must be of good moral character, as determined by a thorough background investigation.
• Must be a high school graduate, pass the General Education Development Test or other high school equivalency test approved by the State Department of Education that indicates high school graduation level, pass the California High School Proficiency Examination, or have attained a two-year, four-year, or advanced degree from an accredited college or university.
• Must be found to be free from any physical, emotional, or mental condition, including bias against race or ethnicity, gender, nationality, religion, disability, or sexual orientation, that might adversely affect the exercise of the powers of a peace officer.
• Must possess a valid California driver's license and have a satisfactory driving record. 
• Must be able to meet physical, psychological and background standards. 
• Must be willing to work evening, night, weekend and holiday shifts. 
• Must be able to obtain required POST certification and maintain firearms qualification.

EXAM PROCESS

The exam process will include, but is not limited to: 

• Application review for minimum qualifications and required documents
• Written Exam: POST PELLETB
• Performance Exam: Physical Abilities Test (PAT)

The written exam and performance exam will be administered on the same day. See the job announcement for upcoming City of Berkeley exam dates. 

If you are unable to attend the City of Berkeley exam dates, you may register and take your exams with The Academy. The Academy charges a non-refundable materials fee of $10 for the written exam, $25 for the practice PAT, and $100 for the official PAT. After taking the exams and receiving passing scores, please attach your scores to your application.

POST will not authorize you to take the exam within 30 calendar days of having taken your last POST written exam. Please refer to the POST website for additional information.

Applicants may waive the written exam only by submitting a California POST Entry Level Law Enforcement Test Battery (PELLETB) T-score of 48 points or higher. We will accept California POST T-scores from other agencies provided the test was taken no more than one year prior to the date of application. Applicants must submit, on agency letterhead, a letter that states that the individual has taken the California PELLETB written exam. The letter must contain the total T-score and the date of the test. For information on where the PELLETB test is offered, please visit www.theacademy.ca.gov/tests.

Applicants may waive the performance exam only by submitting a California POST physical agility certificate, known as the Work Sample Test Battery (WSTB), with a score of 325 or higher.  The 1.5-mile run is not a requirement.  The test should not be dated no more than one year prior to the date of application.

Tests may consist of any combination of written, oral or other exercises or assessment procedures that test content and may include, but are not necessarily limited to, typing, math, reading, writing and analytical skills; problem solving ability; computer and software proficiency, or any other job-related knowledge, skill, ability or qualification. The examination process and dates are subject to change. The City may, without notice, change or eliminate any assessment component as needs dictate. Applicants passing all examination phases will have their names placed on an employment eligible list that hiring departments will use to conduct final selection interviews.

A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. A Dispatcher II may be assigned to work various hours, shifts, holidays, weekends and overtime.

Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of 1 year of dispatch work; general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net).  Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. Willingness to work varying shifts and radio dispatching skills.

COMPENSATION & BENEFITS

The City of Pleasant Hill offers a competitive compensation and benefits program.

• Salary:  $6,538 to $8,468 per month. Placement within the range depends on experience and qualifications.  
• Medical Benefits: Choice of coverage with Kaiser or Blue Shield. The City pays 80% of monthly premiums at each coverage level. In lieu of medical coverage, the City will contribute $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) into a MissionSquare 457 deferred compensation plan
• Retirement: CalPERS enrollment (PEPRA New Member 2% @ 62; Classic Member 2% @ 60)

Certificates will only be accepted from a recognized business, adult school, or employment agency. Online typing test results will not be accepted. Applications received without a valid typing certificate, or not meeting the minimum words per minute (40 wpm net) will not be considered and applicants will not be contacted to correct the deficiency.

SELECTION PROCESS

CONTINUOUS RECRUITMENT: Candidates are encouraged to apply early.  Initial screening of applications is tentatively set for March 29, 2024.  After that, applications will be reviewed on an ongoing basis.  You must ensure complete submission of employment application and typing certificate as recruitment may close at any time.  The most qualified applicants based on background and experience as evidenced by their application, will be invited for an oral board interview, which is weighted 100%.  To be placed on an eligibility list, an applicant must receive a passing score of 70 or more from each panel member.

A thorough background check, as well as a physical, drug screen, psychological evaluation, and polygraph exam will be conducted on the top candidates prior to appointment consideration.  Failure to achieve a qualifying score on any portion of the examination process will eliminate a candidate from further consideration.

Our staffing is expected to expand in size as the City grows. The Department is managed by a Chief of Police, a Deputy Chief, 3 Lieutenants, 10 Sergeants, and a Police Records Supervisor. The Department has three Bureaus; Patrol, Investigations, and Community Relations. Police Officers are assigned to all Bureaus where they work in various capacities and teams.   Within the Bureaus are many specialty units including K-9, Traffic/Motors, School Resource Officers, Gang Task Force, Detectives, and Homeless Outreach Street Team.  There are a number of collateral duties available to officers including SWAT, Crisis Negotiations Team, Field Training Officer, Honor Guard, Arrest & Control Instructors, Firearms Instructors, Gang Resistance Education, and Training (G.R.E.A.T) instructors, Social Media Team, Recruitment, and Bicycle Patrol. The Woodland Police Department prides itself on being a service-orientated agency using a Community Oriented Policing model and Intelligence-Led Policing (ILP) strategy. The Woodland Police Department welcomes and practices constant community engagement, outreach, and activism. The City's Police Activities League (PAL) was formed and is led by Woodland Police personnel who place an emphasis on providing accessible and healthy activities for the city's youth.

ABOUT THE CITY

Woodland is a city of approximately 60,000 residents. Incorporated in 1871, Woodland is conveniently located on I-5 just 12 miles northwest of Sacramento and 9 miles north of U.C. Davis. Woodland’s primary business is agriculture and light industrial, including distribution centers for Target, True Value, Payless, and Walgreens. Woodland has a community college, 2 senior high schools, 2 junior high schools, and 12 elementary schools in the public school district, supplemented by 5 private schools, grades K through 12. The area offers various recreation possibilities: water skiing and boating on the Sacramento River, Lake Berryessa, and Lake Folsom; skiing in the Sierras, hunting, and fishing; five golf courses; and many other youth and adult-oriented recreations.
