Under general supervision of the Parks Supervisor, performs a variety of duties in maintaining and repairing parks facilities, city buildings, city grounds, swimming pool. 

• This is a part-time temporary, non-benefitted position.

Temporary Parks Maintenance Worker - Employee will be assigned 28 - 40 hours a week until the 1,000 hours are completed or season has concluded.

The City of San Rafael is recruiting for a Building Inspector to work in our Community Development Department.  Under the direction of the Chief Building Official, the Building Inspector I/II inspects buildings, reviews plans and specifications in the enforcement of laws regulating the construction of buildings in the City of San Rafael, issues building permits and collects fees. 

Building Inspector I:  This class performs the more routine tasks and duties including inspections of residential construction and less complex commercial and industrial properties.  This class is typically used as an entry-level class.  Employees in this class may have limited or no directly related work experience.

Building Inspector II:  This class performs the full range of duties as assigned including all types, sizes and complexities of commercial, industrial and residential construction, including accessibility compliance.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  Positions in this class shift away from office and group fieldwork to more defined, independent work.

• Issues building permits at the front counter.
• Review plans for completeness and accuracy before issuing permits.
• Makes inspections in the field of building construction, plumbing, electrical, mechanical, Green Building, and energy, in residential, commercial, industrial, and public buildings.
• Conducts final inspections in the field of completed buildings giving approval to acceptable standards.
• Investigates complaints of building code or County code violations and issues “Stop Work” orders or “Notice of Violation” in situations of non-compliance.
• Coordinates inspection and investigation activities with other departments and external agencies as required. 
• Tours City checking structures for compliance with building codes.
• Provides information to the public regarding requirements.
• Explains code or ordinance requirements to City personnel, builders, architects, contractors, and the public.
• Maintains files and reports concerning inspection activities and findings.
• Prepares written reports and notices pertaining to code violations.
• Performs related duties as required.

EDUCATION AND/OR EXPERIENCE:

Building Inspector I:

• Graduation from an accredited high school or equivalent based on courses taken from an accredited education institution.  Additional qualifying experience may be substituted for the required education on a year-for-year basis, AND
• Two (2) years of responsible experience in a variety of building construction work or as a licensed general contractor.  A college degree in a construction-related subject or building inspection program may substitute for one year of the experience.

Building Inspector II:

• Graduation from an accredited high school or equivalent based on courses taken from an accredited education institution.  Additional qualifying experience may be substituted for the required education on a year-for-year basis, AND
• Five (5) years of progressively responsible experience in a variety of building construction work or as a licensed general contractor.  A college degree in a construction-related subject or building inspection program may substitute for one year of the experience, AND
• At least two (2) years must be in an inspection capacity equivalent to a Building Inspector I for a government agency.

CERTIFICATES/LICENSES/REGISTRATIONS (SPECIAL REQUIREMENT):

• Ability to obtain a California driver’s license and maintain a satisfactory driving record; AND ONE of the following:

Building Inspector I:

• Must hold or obtain within one-year of hire an International Code Council (ICC) B1 Residential Building Inspector or B2 Commercial Building Inspector certification and must maintain certification through the entire term of employment in this job classification. 

Building Inspector II:

• At time of hire/promotion into this classification, must hold an International Code council (ICC) B1 Residential Building Inspector or B2 Commercial Building Inspector certification.  Within one (1) year of hire/promotion into this classification, must obtain one or more of the following ICC certifications:
  • P1 Residential Plumbing Inspector
  • M1 Residential Mechanical Inspector
  • E1 Residential Electrical Inspector
  • Or, the commercial equivalent.
• Must maintain both certifications through the entire term of employment in this job
  classification.
• Additional ICC certifications including RS Residential Combination Inspector or C5 Commercial Inspector and the California Accessibility Specialist (CASp) are highly desired.

Primary assignment will focus on mapping and geolocating drinking water facilities to comply with new state regulatory compliance.  Secondary assignments may include field engineering support on construction of capital utility projects and assisting on various engineering reports and studies.

Applicants must be college students currently enrolled in and pursuing an undergraduate or graduate degree at an accredited college or university in a related field (e.g. public administration, public policy, business, planning, library science, environmental studies, engineering, sustainability). SALARY AND HOURS: The salary range for Interns is $20.00 per hour, 15-18 hours per week over a 12-week period.  The start date is flexible depending on the student’s availability.

The City of Rocklin is currently accepting applications for a full-time Landscape Services Worker in the Parks and Recreation Department.

THE POSITION

Under general supervision, the Landscape Services Worker performs a variety of landscapes and/or recreational facility maintenance and repair work; provides maintenance support to the Landscape Services Division; and performs related work as required. Examples of duties are:

• Performs a wide variety of semi-skilled tasks in the construction and repair of landscapes, and park facilities such as installing and maintaining signs, erecting safety structures (i.e., barricades), installing park structures (i.e., benches, tables, awnings), building and maintaining fences and removing and pouring concrete.
• Inspects assigned landscape areas for safety, appearance and vandalism.
• Cleans and clears landscapes, facilities, structures and playing fields of debris and potentially dangerous conditions.

• Plants, mows, prunes, and maintains turf, trees, shrubs, and plants; clears sites of weeds.

• Performs minor maintenance and repairs on equipment of park facilities such as replacing light bulbs, repairing electrical equipment (i.e., scoreboards), and laying conduit and pulling wire.

MINIMUM QUALIFICATIONS

Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to the completion of the twelfth (12th) grade

AND

One (1) year of experience in the maintenance, modification, and repair of parks, medians, and landscaped areas.

License Requirements

IDEAL CANDIDATE

The City of Woodland is looking to fill a Park Maintenance Worker I/II position in the
Community Services Department. The Ideal Candidate for the current vacancy is someone
who has a good understanding of many aspects of the maintenance of facilities, parks, janitorial, and horticulture. This position requires a “team player” with good interpersonal, time
management, and communication skills. The Ideal Candidate must be highly self-motivated,
able to work independently with minimal oversite, demonstrate good judgement, as well as be
organized, flexible, approachable, resourceful, and a positive team contributor on a
consistent basis. This position will also require the selected candidate work weekends,
standby and overtime as necessary.

Park Maintenance Worker I:

This is an entry-level classification in the park maintenance worker series. Positions in this class normally perform a variety of unskilled and semi-skilled duties. May be required to work any shift, including a regular work-shift that includes weekends and holidays, and routinely participate in a weeklong stand-by shift. Park Maintenance Worker I will usually exercise less independence, discretion and judgment on matters related to work procedures and methods.

Park Maintenance Worker II:

This is the journey level in the park maintenance worker series. This class differs from Parks Maintenance Worker I in that incumbent performs more complex parks maintenance duties, including the requirement to work any shift, weekends, and holidays, to work independently, exercise judgment, and operate the full range of tools and mechanical equipment related to a specific assignment. The incumbent Park Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the Park Maintenance I level, or when filled from the outside requires prior work experience.

ESSENTIAL JOB FUNCTIONS 

Performing general grounds cleaning, including emptying trash receptacles, mopping, sweeping, and raking City parks, ball field maintenance/set up, and Cemetery as needed. Maintain irrigation, maintain synthetic turf, mow, cultivate, prune, weed, renovate, and fertilize grass, plants, trees, flowers, and shrubs. Operate power mowers, turf groomers, chain saws, rototillers, aerators, hedgers, spreaders, front-end loader, edgers, air compressors, and other equipment. Utilize proper safety precautions related to all performed work, while all safe work procedures i.e., necessary PPE. Drive vehicles and equipment as required. Prepare and maintain athletic fields and related facilities, swimming pools, and cemetery/interment operations.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that the failure of such attendance undermines the City’s ability to provide critical services to the employees, department and the public.

OTHER JOB FUNCTIONS 

Install, maintain and replace playground equipment and fences; assemble tables, benches and bleachers. Applying fertilizers and spraying various herbicides and pesticides in City park and recreation areas. Respond to inquiries from the general public. Install, maintain and repair irrigation systems. Assist in setting up community services and special events. Maintain, repair and replace plumbing systems and fixtures such as light switches, motors, wall receptacles, faucets, drinking fountains, water heaters, water closet, urinals, water regulators and pressure valves, and building maintenance as required. Work cooperatively with others. Meet all Standby Program requirements; work any shift including weekends and holidays. Perform related duties as assigned.

QUALIFICATIONS

Park Maintenance Worker I:

Education:  High School Diploma or equivalent.

Experience:  Six (6) months of experience in the care and maintenance of landscapes or facilities.

License and Certificate:  Required upon hire, possession of a valid California Driver’s License.

Park Maintenance Worker II:

Education:  High School Diploma or equivalent.

Experience:  One (1) year of experience performing duties comparable to those of a Park Maintenance Worker I in the City of Woodland.

License and Certificate:  Required upon hire, possession of a California Driver’s License. It is highly desirable to possess a State of California Qualified Applicator Certificate, Category B.

Hours: Casual non-benefited employees are limited to working no more than twenty-five (25) hours per week and no more than 900 hours in a fiscal year (July 1-June 30). Varying shifts are available including Monday through Friday between 8:30 a.m. and 8 p.m. and Saturdays and Sundays from 8 a.m. to 6 p.m.

Under general supervision, individuals assigned to this classification assist the organization to develop and design reports, websites, social media collateral and other marketing and presentation materials. This classification focuses on the development of written and graphic representation for division or department materials. Contacts are regularly made both internally and externally at all levels of the organization involving tact, discretion, good listening and customer service skills. The position requires creative ability, knowledge of how to generate graphics using The Adobe Suite, Canva, Microsoft Publisher, Word and Excel and the ability to exercise a reasonable degree of independent judgment. This classification assists with development and implementation of standards for consistency in materials, written and posted on the internet. Additionally, the position requires good written communication skills, public relations, interpersonal, and problem-solving skills and abilities. The Marketing Associate receives direction from program supervisors and management staff.

• Follow all City standards related to branding and writing (Associated Press style), or as otherwise directed, and meet deadlines
• Develop written content and edit for brochures, reports, logos and other marketing and presentation materials
• Consult with City staff and provide technical coaching and training to colleagues
• Participate in the planning, development and production of written and graphics materials
• Assist staff in the development of presentations using PowerPoint and other presentation software
• Create, develop and monitor posts and comments for social media accounts
• Represent the division at community outreach events (such as fairs, special events, etc.) by promoting community services programs and services
• Perform other duties as required

WORKING CONDITIONS
Position is required to work on the Community Center campus and may not work from home. Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination when using a computer keyboard. Additionally, the position requires near and far vision when reading and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, push and pull files, paper and documents weighing up to 25 pounds also is required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

Minimum Qualifications

Education and Experience:
The minimum qualifications for education and experience can be met in the following way:

• A bachelor's degree from an accredited college or university in marketing, communications, graphic arts or a closely related field; AND
• One year of related work experience that provides the required knowledge and abilities.

Knowledge of:

• Computer programs utilized in the production of marketing collateral; specifically, the Adobe Creative Suite, Canva, Microsoft Publisher, Word, Excel and PowerPoint
• Dynamics of development of social media sites
• Basic principles of graphic design
• The Associated Press writing style

Ability to:

• Follow general instructions, directions and procedures;
• Accomplish assigned work and administrative tasks working independently or with a minimum of supervision;
• Process information and data in a relevant manner to reach reasonable conclusions and make practical decisions;
• Demonstrate flexibility of style relative to specific job assignments, working environments, shift schedules and hours;
• Interact well as part of a team;
• Perform relatively complex computer applications;
• Communicate with high proficiency in both written and spoken English;

We are seeking an innovative and proactive Building Official with a positive, forward-thinking perspective. The Building Official will manage all building division functions (building permit issuance, plan check, and building inspections). The position reports to the Community Development Director. The Building Official will assist in integrating the City’s vision, goals, and people strategy with the business strategy of the Community Development Department; managing, planning, and organizing Community Development services, programs, and operations; developing and implementing policy; crafting and accomplishing department and City objectives, goals, and performance metrics within guidelines established by the City Council and City Manager. The Building Official must exercise a high degree of judgment and discretion along with political acumen and an understanding of the needs of the community.

The City is experiencing a high volume of development applications, including residential, commercial, assisted living, and industrial projects. There is also significant interest in downtown revitalization. Some key initiatives on the horizon for the Building Official include:

• Implementation of the Thousand Oaks Boulevard Specific Plan, which is a top-priority downtown revitalization project that includes mixed-use development and focuses on an attractive, dynamic, and pedestrian-oriented environment
