Overview:

The Security Manager plays a pivotal role in overseeing and coordinating organization-wide security services at Valley Water. Reporting to the Assistant Officer of Emergency, Security & Safety, this mid-management position is responsible for planning, managing, and executing strategic security initiatives to protect Valley Water's infrastructure, assets and staff, and the community. The Security Manager provides expert guidance, formulates policies, and fosters partnerships with local, county, state, and federal agencies to ensure the highest level of security preparedness. The Security Manager is entrusted with the strategic development and implementation of security programs, plans, and processes. This role requires extensive professional expertise, strong leadership skills, and the ability to collaborate effectively with internal and external stakeholders.
 
 Key Responsibilities include, but are not limited to:

• Plans, manages, and oversees all functions, operations, and activities of the security unit, including contract security services, physical security systems and technologies, un-housed abatement, shooter awareness program, threat and vulnerability assessments and communication protocols.
• Develops programs, strategies, and solutions for security to ensure effective planning for accomplishment of organizational objectives, safety and security for employees, the community and Valley Water’s infrastructure and assets, including water supply and distribution systems, and compliance with all applicable policies, regulations, rules, and laws.
• Develops, implements and manages strategic vulnerability and threat assessments and mitigation plans to protect water supplies, distributions systems and all District facilities from including acts of terrorism; performs vulnerability studies and analysis of disaster and security response capabilities, including Federal Energy Regulatory Commission (FERC), Risk Assessment Methodology for Water Utilities (RAM-W) and Dam Assessment Matrix for Security and Vulnerability Risk (DAMSVR) assessments; assesses and determines appropriate level of security needs. 
• Leads efforts to explore new tools and technologies to improve existing physical security and add security assets to new facilities and property.
• Works collaboratively and engages with appropriate social service and law enforcement agencies to address un-housed abatement in Valley Water creeks and other properties; fulfills security requests to support field work.
• Administers contracts for security and security related services; reviews and evaluates compliance of contractor services with Valley Water’s contract standards and provisions; recommends improvements as required in procedures, techniques, and training.
• Provides staff leadership, oversight, guidance, and daily management of assigned unit; develops and implements goals, objectives, policies, and priorities for assigned programs; manages budgets and forecasts resource needs.
• Plans, directs, coordinates, and reviews the work of assigned staff; provides staff and performance reviews and implements discipline measures and manages the Security Office on-call program.
• Oversees, makes recommendations for, and approves the acquisition of security system hardware and software purchases. 
• Develops and delivers effective communication and training programs and activities, such as the Active Shooter Awareness program, to promote security and emergency awareness and preparedness for Valley Water staff, contractors, and the community.  
• Establishes ongoing relationships with local, state and federal law enforcement agencies, including the Northern California Regional Intelligence Center (NCRIC); monitors notifications of intelligence, information and alerts from the Office of Homeland Security, Federal Bureau of Investigation, Environmental Protection Agency, Department of Energy, Department of Transportation, U.S. Bureau of Reclamation and the Awareness National Security Intelligence Reports, as well as the Association of Metropolitan Water Agencies and American Water Works Association.

• Experience in law enforcement, homeland security, military police or security program management (a minimum of five years).

About Zookeeper Full Time/Part Time: The position performs work involving the care and feeding of zoo, domestic farm, and/or non-domestic animals and maintenance of enclosures, grounds and service areas; working with animals under all types of climatic conditions to prepare them for presentations, training, capture and restraint, basic husbandry, and behavioral enrichment. In addition, responding to general questions from the public regarding non-domestic and/or domestic animals.

Parks Planning and Design Manager Class Specification

Definition
Under administrative direction, plans, organizes, manages, and directs the activities of the Landscape Architecture Division; serves as a key staff member in the administration, development, and implementation of policies, systems, and procedures to facilitate the implementation of the City’s Park Master Plan; oversees and directs the supervision and activities of citywide tree preservation and landscape development policies; and gives professional advice on landscape matters.

Class Characteristics 
This is a single position management classification reporting to the Community Services Director.  The incumbent has considerable latitude in the application of department policy as it relates to division activities and follows general guidelines or professional and administrative standards in accomplishing assignments; the incumbent is expected to identify policy issues and work with other staff to develop options and recommend solutions.  This classification is distinguished from the Senior Landscape Architect by the latter’s responsibility to manage the staff and activities of one or more sections of the Landscape Architecture Division.

The Risk Management Program Manager (Program Manager), reporting to the Deputy Director of Human Resources/ Risk Manager, will oversee the following three programs:

Central County Fire Department (CCFD) serves the Cities of Burlingame and Millbrae and the Town of Hillsborough. The Department serves a population of 66,045 from six fire stations across a service area of approximately 15 square miles. CCFD is supported by 91 FTEs and a FY2023-24 operating budget of $33.14 million. 

CCFD seeks a hands-on human resources professional with a solid foundation in public sector personnel management. This knowledgeable individual will have a well-rounded background and understanding of the various human resources disciplines, with particular strength in labor relations. As the sole service provider in Human Resources, they will enjoy multi-tasking and working on a variety of projects and priorities in a supportive and collaborative organization.

The HR Manager will oversee recruitment and selection, labor and employee relations, employee training and development, performance management, classification and compensation, benefits, leave management, and Workers’ Compensation administration.

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims administration including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments. This position will also support the City's leave management program.

MINIMUM REQUIREMENTS

One (1) year of experience at a level equivalent to the City’s class of Associate Management Analyst or Administrative Analyst.

When assigned to a specific functional area as noted above, additional knowledge and experience in such area may be desirable.

Public sector experience is preferred.

Licenses and Certifications

Included in the parks and recreation areas are tennis and pickleball courts, dog parks, softball diamonds, picnic areas, playgrounds, soccer fields, a skate park, shared use of a performing arts center and open space.  The City of Menlo Park opened a state-of-the-art new facility that incorporates a community center, gymnasium, aquatics center, senior center, youth center, and branch library in May 2024.
