The Principal Accountant will be responsible for leadership and oversight of fiscal management functions for San José Clean Energy (SJCE). The incumbent in this position will lead the Department's fiscal/accounting team and oversee all fiscal management activities for SJCE, including but not limited to the following:

• Develop and maintain accounting policies, procedures, and business processes to comply with generally accepted accounting principles and satisfy the financial management requirements associated with long-term power purchase agreements;
• Lead the development of SJCE standalone audited basic financial statements and SJCE financial statements in the City's Annual Comprehensive Financial Report;
• Prepare quarterly financial statements (unaudited);
• Facilitate external auditor inquiries for standalone financials, City Annual Comprehensive Financial Report, and Agreed-Upon Procedure engagements;
• Lead the preparation of quarterly financial statements (unaudited);
• Analyze the impact of GASB pronouncements on SJCE's financial statements and develop accounting practices to satisfy GASB pronouncements;
• Actively participate in the financial planning and forecasting for SJCE with particular focus on validating actual financial data, proposed assumptions, and general feasibility of projections in the current and upcoming fiscal years;
• Manage external auditor inquiries pertaining to SJCE standalone financial statements and City Annual Comprehensive Financial Report.

ABOUT THE POSITION

Under general direction of the Finance Officer, this position performs professional and technical work of a confidential nature in the areas of payroll, accounts payable, accounts receivable, general accounting, and public employee retirement (CalPERS) reporting. This position assists with the day-to-day accounting and financial operations of the District, including maintenance of accounting and payroll records, and other tasks as assigned. 

TYPICAL DUTIES

• Manage, prepare, process and maintain records for bi-weekly payroll; prepare quarterly and annual tax reports and returns; confirm compliance with applicable Federal, State, and local law, rules, and regulations.
• Prepare and maintain a variety of ledgers, reports, and schedules; process accounts receivables/payables, prepare bank deposits, credit card and bank account reconciliations, and purchase orders and other accounting processes and activities as needed.
• Assist internal and external customers, provide information that may require judgment and discretion as well as interpretation of policies and procedures, request assistance for unusual situations or requests.
• Examine and explore technical transactions to resolve questions and confirm data; guarantee fiscal accountability and fund integrity for transaction and supporting documentation.
• Interpret, explain, and apply general and governmental accounting/auditing principles and procedures, laws, and regulations affecting the financial operations of special districts; provide guidance to other staff in District administrative processes and procedures.

Education, Training, and Experience

Any combination of education and experience that provides the knowledge, skills, and abilities required for this position. A typical way of obtaining the required qualifications is to possess the equivalent of:

• Associate or Bachelor’s Degree from an accredited college or university with major coursework in Accounting, Bookkeeping, Finance, Business Administration, Public Administration, or related field.
• Two years of increasingly responsible experience in the areas of payroll administration, accounting, finance and budgeting
• Experience working in public agencies is desirable.

THE DEPARTMENT

The Finance Department provides critical financial services citywide, setting the policy controls over the use of City funds. It leads the fiscal accountability efforts and ensures the responsible and legal use of City funds through thoughtful appropriations and implementation and management of policies and procedures. The City of East Palo Alto is seeking qualified candidates for a Building Inspector I/II. Under direct or general supervision, the Building Inspector I/II performs routine to complex inspections at various stages of construction, alterations, and repair of residential, commercial, and industrial building sites to enforce building, plumbing, mechanical, electrical, and environmental codes, and other governing laws and ordinances. Inspections include basic zoning, grading, fire, and safety regulations to ensure conformance with approved plans, specifications, standards, permits, licensing, and safety standards.

The Building Inspector I/II provides a variety of information to property owners, developers, architects, engineers, and contractors; and performs related duties, as assigned. The Building Inspector II differs from the level I in that is the advanced level classification in the Building Inspector series. The Building Inspector II provides a high level of discretion and independent judgment in performing the full range of routine to complex inspections. Work is normally reviewed upon completion and for overall results. Incumbents also provide lead direction and functional supervision to assigned clerical, technical, and professional staff. The department may hire at either the I or the II level depending on the skills, certifications, and licenses held by candidates in the pool of qualified applicants.
