The Department: 

The Community Development Department is comprised of three divisions: Planning, Building, and Housing and Community Services. In general, the Department guides the ongoing physical development of the community, to ensure that construction conforms to the standards of the City and State. Within the Department, the Housing and Community Services Division provides strategic leadership for the City’s housing program and facilitates the development and preservation of affordable housing and the delivery of community services for lower income residents.

The Housing and Community Services Division is staffed by nine (9) full-time positions. Specific activities within the Division include administration of the City’s inclusionary housing program for rental and ownership units, loans for new affordable housing development and rehabilitation, the long-term compliance of the City’s affordable housing portfolio, and management of the City’s Redevelopment legacy assets. The Division also administers the City’s federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Act Program (HOME) entitlement grant programs. These grants are used to promote affordable housing, rehabilitate substandard housing, facilitate neighborhood improvements, remove barriers to persons with disabilities, prevent homelessness and reduce its impacts, and to fund public services for low- and moderate-income residents.

The Position: 

The Staff Analyst II will be essential in administering and monitoring compliance of the City's Affordable Housing Programs. This position ensures that multifamily housing projects comply with local, state, and federal regulations. The Staff Analyst II will review, interpret, and apply these regulations, as well as the City’s affordable housing agreements. Responsibilities include overseeing compliance for the affordable rental portfolio, monitoring both existing and new inclusionary units, collaborating with developers on initial marketing and lease-ups, and assisting with complex issues related to rental compliance and reporting requirements. Additionally, the Staff Analyst II will report directly to the Housing Development Officer and provide administrative and clerical support.

Minimum Qualifications:

• Graduation from an accredited college or university with a Bachelor's Degree in Urban Planning, Public Administration, Business Administration, Finance, or a related area; AND

• Six (6) months of experience performing analytical work.

Acceptable Substitution: 

A Master's Degree from an accredited college or university in one of the above fields may be substituted for the six (6) months required analytical experience.

LICENSES/CERTIFICATIONS

Possession of a valid California Class C driver's license is required at the time of appointment and for the duration of employment.

ABOUT THE POSITION
The City of Gilroy is currently recruiting for a full-time level I or II (depending on qualifications and experience) Civil Engineer to provide technical assistance for Capital Improvement Program (CIP) delivery projects in the Public Works Department. CIP engineering tasks will be the primary focus of this position. However, to appropriately respond to community needs, the Engineer I/II may also provide support to the Land Development and Transportation engineering sections, so adaptability and flexibility are keys to success in this position.

In this exciting opportunity, you will be at the forefront of designing, planning, and overseeing various infrastructure projects that directly impact our community. The Engineer I/II will work under the direct supervision of a Senior Civil Engineer and will perform professional or sub professional engineering work in the field and office. Assignments will involve investigating, developing, and constructing a wide variety of public works facilities, and engineering projects that are geared towards transforming and modernizing the City of Gilroy.  This is in addition to representing the City in community meetings and hearings, meetings with project stakeholders, and on regional committees as applicable.

The Public Works Engineering Division is comprised of three engineering sections overseen by the City Engineer: Traffic/Transportation Engineering, Capital Improvement Program (CIP), and Land Development.  
Though the primary focus for this position is CIP, work assignments may vary and may include any of the following:
CIP: prepare plans, specifications and engineering estimates for Capital Improvement Projects, prepare requests for proposal/qualifications and contracts in conformance with the City's Purchasing Policy, oversee the City’s 5-Year Paving Program through the use of StreetSaver, manage consultant led projects and inspection teams, and assist the Senior Engineer with project budgeting and grant writing.
Traffic/Transportation: prepare plans, specifications, and engineering estimates for traffic and transportation related projects, prepare requests for proposal/qualifications and contracts in conformance with the City’s Purchasing Policy, manage various traffic and transportation projects and inspection teams, manage the City’s Sidewalk Replacement Program, work on various traffic studies, participate in regional transportation programs and initiatives, and assist the City Engineer with project budgeting and grant writing.
Land Development: assist in the review and processing of land development projects, plans for conformance to City standards and policies, storm water management plans with City consultants, preparation of City plan check comments, and construction material submittals. The Engineer will engage with developers and construction inspectors to track project review and approval schedules, and provide coordination with City master plan utility consultants.

EXAMPLES OF FIRST YEAR PROJECTS/ASSIGNMENTS:

• Prepare plans, specifications, and estimates (PS&E) for public works capital improvement projects including roadways, trails, facilities-related projects.
• Annual pavement rehabilitation curb ramps, sidewalk replacement, and traffic calming projects. 
• Assist in administration of the bi-annual Public Works Department budget and Capital Improvement Program.
• Administer consultant contracts.
• Assist City Engineer and/or Senior Civil Engineer with high priority capital projects.

This City's Building Division provides oversight and assistance towards the City's growth and development in relation to construction activity on private property within the City . The goal is to en sure the safety of buildings and to support the health and wellbeing of all persons living and working in San Jose through the implementation of the State of California's current building codes and laws .

The Division is seeking applicants for the Division Manager classification within the Building Inspection section. This is a full-time position and is responsible for the supervision and mentorship of a team of Building Inspectors performing field inspections , plan review s , and over-the-counter review s , as well as the Development Services Support Services (call center) team. Division Managers also provide valuable feedback to the development community and project construction teams by leading on-site pre-construction meetings and helping to resolve conflicts during construction.

Major Responsibilities

The Crossing Guard position is a part-time position, approximately five hours per day, two (2) hours in the morning and three (2) hours in the afternoon, Monday through Friday.  Crossing Guards work a school year (September through June).  Applicants must be able to work outdoors, have reliable transportation or ability to report to assignment consistently.

Crossing Guards work under the general direction of the Parking Operations Lead Community Service Officer with the Seal Beach Police Department.  Based on the needs of the City, a flexible schedule may be assigned for either a morning or afternoon shift or a combination thereof, or for specific week days, based on the availability of the Crossing Guards and at the discretion of the Police Services Manager.

Engineering Technician-Inspector -Limited Term Duration - 06/30/2025

The Town of Moraga is a small, family-oriented bedroom community offering a quiet semi-rural lifestyle within easy reach of big city amenities. Located 22 miles east of San Francisco and 10 miles from Oakland, Moraga offers a unique blend of residential areas, two shopping centers and open hillsides. Under general supervision, the Engineering Technician/Construction Inspector position provides a variety of paraprofessional engineering and transportation support; performs a variety of technical and administrative duties relating to the maintenance, plan check, engineering design, development of PS&Es, construction bidding, contract management, construction management, construction quality assurance, inspection, surveying, and ordinance enforcement regarding public infrastructure and private land development under public works review; receives, investigates, and responds to complaints; maintains and updates engineering maps, drawings, records, and files; and performs related duties as required.

Distinguishing Characteristics: Incumbents will provide technical assistance and support to professional staff and construction inspection on encroachment permits, land development and construction projects. The Engineering Technician/Inspector class is distinguished from the Assistant Engineer by more routine tasks and duties received and by less independence with which to perform.

Uses Federal, State, County, and local standard plans, specifications, rules and regulations; personal computer for word processing, spreadsheets, time card entry, and similar applications; motor vehicle, hand levels, pocket scales, engineering tapes, calculators, printer, copier, telephone, personal protective, hand tools, and engineering and survey equipment.

Working Conditions

Office and inspection site environment in all types of weather. Work may involve inconsistent work schedules to accommodate construction activities and may include work during weekends, holidays, and overtime as required.

Physical Demands

Work is often performed in an outdoor construction environment with year-round exposure to varying weather conditions. Work is subject to construction site noise and environment including exposure to loud equipment and machinery. Work will include exposure to various conditions encountered in a construction environment, such as steep slopes; various plants and natural environments; moving machinery; marked changes or extremes in temperature/humidity; dust, fumes, smoke, gases, odors, mists, or other irritating particles; excessive noise; slippery or uneven walking surfaces; working below ground and in confined spaces; vibrations; radiation or electrical energy; solvents, greases, oils, or chemicals; flames or burning items. Independently applies applicable codes and ordinances to ensure conformance. Control over work methods is general, rather than detailed in nature; makes independent decisions when issuing permit authorizations, approving construction start dates, stopping or rejecting work, or issuing citations for violations. Work assignments, including written reports and communications, are reviewed upon completion but before submission or distribution.

• Performs field, office, and computer-aided basic engineering studies and activities.
• Prepares plans, specifications, and cost estimates under direction of engineer.

• Receives and responds to requests from developers, contractors, private engineers, title companies, real estate brokers, and others for base maps, property line information, encroachment permits, benchmarks, copies of maps, confirming street information and other geographical data.
• Provides excellent customer service; responds to routine citizen inquiries and complaints relating to the Town’s infrastructure, including researching archival information from the Town’s files, seeking input from other departments as necessary, and communicating issues to appropriate supervisory or management staff for feedback or direction.
• Processes encroachment permits to ensure compliance with Town policy, codes, and regulations and fee, insurance, and bond requirements; coordinates and communicates with contractors, residents, other agencies, and other Town staff.
• Uses clearly defined practices and procedures to inspect the methods and materials used in encroachment permit work, construction projects, construction surveys, construction safety precautions, traffic control, and erosion and sediment control.
• Coordinates material testing and analyzes material test results including relative compaction tests, graduation of aggregates, slump tests, and resistant value of soils; Inspects producers of construction materials and its sources.
• Reviews and interprets construction plans, specifications, encroachment permits, and other documents affecting assigned projects; maintains daily diary and field records of construction activities, contractor crew, equipment, materials and quantities.
• Participates in meetings to discuss construction details and resolves issues with contractors, other departments, other agencies, and the public; identifies construction problems, monitors the corrections of project deficiencies, and recommends approval of necessary contract change orders and plan adjustments.
• Conducts compliance review of public’s maintenance responsibilities of sidewalk, curb, gutter, private storm drainage conveyance systems, and creeks; posts liens, required repairs, and construction notices.
• Can handle multiple projects and responsibilities simultaneously; has handled a wide variety of assignments in past and/or current position.
• Assists in the administration of public works contracts including contract costs, materials verification, and compliance with State and Federal regulations.
• Assists in preparing documentation related to obtaining and administering Federal and State grants.

What You’ll Do

The Assistant Planner/Associate Planner performs professional level work in the field of current planning and/or advance planning to promote the City’s Mission and Values. The current vacancy may be filled at either level based on experience.

Assistant Planner - is the entry level class in the professional planning series and is distinguished from the Associate Planner by the performance of less complex tasks and duties in the fields of current or advance planning, which require the application of fundamental planning principles. Assignments are generally limited in scope and within the design and procedural framework established by higher level employees. However, as experience is acquired, the employee performs with increasing independence. Since this class is typically used as a continued training class, employees may have only limited work experience.

Associate Planner - is the journey level class in the professional planning series and employees within this class are distinguished from the Assistant Planner by the performance of the full range of duties as assigned, which require the application of professional knowledge and skills to various municipal planning, zoning, and environmental problems and the preparation of specific reports and plans. The position provides opportunity for independent judgment in planning work details and making technical determinations. Work in this class is distinguished from that of Assistant Planner by the greater complexity of assignments including preparing zoning code and general plan amendment studies, and by the greater independence with which the incumbent is expected to operate. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Planner or, when filled from the outside, require prior professional planning work experience.

The Assistant Planner receives general supervision from a Senior Planner or higher level department personnel. The Associate Planner receives direction from a Senior Planner or higher level department personnel and may exercise technical and functional supervision over lower level staff as assigned.

This position serves on a tree crew; prunes, sprays, feeds and fertilizes; stakes and otherwise cares for trees. This position climbs and prunes trees using rope and saddle and/or aerial lift equipment.
 
The City of Sunnyvale currently maintains a street tree inventory of over 38,000 street trees. The Maintenance Worker 2 – Tree Maintenance position is a fully trained/skilled tree climber position. The qualified candidate shall have at least six months experience similar to an ISA Certified Tree Worker Climber Specialist. This position serves on a tree crew, prunes, sprays, feeds, fertilizes, plants, stakes and otherwise cares for trees. This position climbs and trims trees using rope and saddle and/or aerial lift equipment. Successful candidates shall be required to demonstrate proficiency in tree climbing using standard arboricultural climbing equipment, i.e. rope and saddle, to pass probation of the Maintenance Worker 2 position.

Salary:  $35.10 - $44.80 Hourly
