The City of Berkeley is seeking a General Services Manager to join the Finance Department! In this role, you will act as the division head and will be responsible for planning, organizing, and directing the programs and activities of the General Services Division. The incumbent will have management responsibility for this division, which provides for the centralized purchasing, central duplication and mail services for the City. 

MINIMUM QUALIFICATIONS
A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four-year college with major course work in accounting, business administration, information technology or public administration or a related field, and four (4) years experience with management and supervisory responsibility for purchasing, accounts payable or other municipal services functions similar to those identified herein, of which two (2) years of experience must have been in managing a centralized purchasing operation.

Progressively responsible related experience may be substituted for the college course work on a year-for-year basis.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

The Position:
This is a journey level accounting technical class and has the ability to perform the full range of duties assigned, with only occasional instruction or assistance as unique situations arise. Employees at this level are fully aware of the operating procedures and policies within the work unit and receive general supervision from an assigned supervisor or manager. Positions in this class may exercise technical and functional supervision over assigned staff.

Job Responsibilities: 

• Performs specialized technical and highly detailed work in the preparation, reviewing and processing of financial bank statements and other related documents.
• Assists in providing instruction to other department employees regarding specialized procedures and requirements.
• Administer the Citywide electronic payments program and assist with processing web payments.
• Preparing staff reports and other communication related adoption and implementation of new payment methods.
• Reviews various documents and reports related to area of assignment for accuracy, completeness and compliance with departmental policies, laws and other regulations.
• Prepare monthly spreadsheet of credit card/merchant services transactions and request journals to charge respective departments.
• Calculates and reconciles special assessments.
• Provides information to City employees and others that requires the use of judgment and the interpretation of policies, laws, rules and procedures related to area of assignment.
• Monitors, review and reconcile electronic banking systems (Bank of America, CashPro, Check 21) and internet payment processors/gateways across the City’s enterprise system platforms.
• Reviews and reconciles electronic payment activity with bank statements, the City’s financial management system and credit card transactions related to payments and disputes.
• Coordinates billing processes with other departments and acts as the department contact for credit card machine.
• Resolving technical challenges among the various system components (payment platform, gateway, bank, enterprise system vendors, City IT systems).
• Sets up and monitors accounting ledgers related to area of assignment.
• Reviews and corrects project accounting time sheets and error reports.
• Adjusts journal entries to properly record financial transactions.
• Ensures data integrity of ledger related reports.
• Maintains City investment and debt service portfolios including receipts and statements, broker confirmations, account analysis statements and interest payments.
• Builds and maintains positive working relationships with co-workers, other City employees and the public, using good principles of customer service.

The City of Orinda is looking for responsible, courteous individuals who enjoy working in a hands-on environment, can work independently of supervision and have experience dealing tactfully and effectively with members of the public.  The successful applicant will work on a part time basis with a schedule which will include evening and weekend hours, depending upon programs, rentals and events.   

The Facility Attendant performs custodial duties related to the care and cleaning of assigned facilities, performs a wide variety of duties for events, classes and programs, including setting up and tearing down of tables, chairs, equipment and supplies and will perform minor maintenance and repairs as needed.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

Provide friendly and professional customer service by greeting Community Center visitors, serving as a main point of contact during activities and events primarily in evenings, weekends and special events.

Performs custodial duties at assigned facilities which include, but are not limited to cleaning, sweeping, vacuuming, mopping, waxing, stripping and polishing floors; cleaning furniture, woodwork, fixtures, equipment, supplies, doors, windows, walls, walkways, driveways, and facility grounds; disposing of trash.

Set up all necessary equipment and furniture such as tables, chairs, podiums, and A/V equipment for indoor and/or outdoor events.

Inspects facilities and equipment, reports issues in a timely manner to appropriate higher-level staff; performs minor facility maintenance.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

BUILDING ATTENDANT

Salary:  $16.54 to $27.56/hour, non-benefitted position, DOE

ESSENTIAL JOB DUTIES

Facility duties may include, but are not limited to:

• Unlock and lock buildings for renters and programs.
• Be present and assist renters during events.
• Set up and breakdown tables and chairs for rentals and program classes.
• Maintain and keep facilities clean during and after events.
• Move furniture/equipment and return to appropriate storage areas after events.
• Assist renters with facility equipment usage.
• Clean sinks, counters, mirrors, stalls, floors, restrooms, and garbage disposal before and after rentals and program classes to ensure facilities are clean inside and outside.
• Performs duties within OSHA standards.

SUPERVISION RECEIVED AND EXERCISED

Works under general supervision of the Facilities Supervisor.

The Position

The Senior Landscape Architect will plan, supervise, and review the work of City Landscape Architect staff. The incumbent will: coordinate and oversee various landscape projects; perform professional landscape architect work in conjunction with the design and preparation of plans, specifications and cost estimates for the development and rehabilitation of parks, landscaped areas and street beautification projects; inspect and review the work of developers and contractors landscaping for conformance with plans and specifications; and give professional advice on landscape matters.

• Organize and oversee the landscape design and layout of parks, recreational areas, roadway medians and pedestrian ways.
• Plan, supervise, review, and evaluate the work of professional City and contract staff.
