The City of Orinda is looking for responsible, courteous individuals who enjoy working in a hands-on environment, can work independently of supervision and have experience dealing tactfully and effectively with members of the public.  The successful applicant will work on a part time basis with a schedule which will include evening and weekend hours, depending upon programs, rentals and events.   

The Facility Attendant performs custodial duties related to the care and cleaning of assigned facilities, performs a wide variety of duties for events, classes and programs, including setting up and tearing down of tables, chairs, equipment and supplies and will perform minor maintenance and repairs as needed.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

Provide friendly and professional customer service by greeting Community Center visitors, serving as a main point of contact during activities and events primarily in evenings, weekends and special events.

Performs custodial duties at assigned facilities which include, but are not limited to cleaning, sweeping, vacuuming, mopping, waxing, stripping and polishing floors; cleaning furniture, woodwork, fixtures, equipment, supplies, doors, windows, walls, walkways, driveways, and facility grounds; disposing of trash.

Set up all necessary equipment and furniture such as tables, chairs, podiums, and A/V equipment for indoor and/or outdoor events.

Inspects facilities and equipment, reports issues in a timely manner to appropriate higher-level staff; performs minor facility maintenance.

Explain and follow City and department policies and procedures.

Provide information and feedback to Facility and Parks Supervisor.

Opens, closes, secures and alarms facilities in compliance with standard procedures.

Supervise and interact with rental guests, responding by assisting with any facility needs.

Assists in monitoring and maintaining equipment and supplies.

May perform clean up duties as needed, including but not limited to:  move and arrange furniture and equipment, restroom cleaning, sweeping and mopping, and garbage pick-up and removal.

Perform related duties and responsibilities as assigned.

Minimum Qualifications:

Education: Equivalent to a High School Diploma.

Experience:  Experience in custodial and facility operations is desirable.

License or Certificate: Possession of a valid California Driver’s License with a demonstrated history of safe driving.

Special Requirements:

Essential duties require the following physical skills and work environment:

Must be willing to work a scheduled variety of hours, which may include evenings, and/or weekends, as needed.

Sufficient personal mobility and physical reflexes to enable the employee to safely lift, move, climb, walk safely on even or uneven grounds, or maneuver in whatever way may be necessary to successfully perform the duties of their position; ability to travel to different sites and locations.

Ability to pass a comprehensive background check and pre-employment medical exam.  Additionally, individuals working in Parks & Recreation are required to be tested for TB.

The City of Berkeley is seeking a temporary (not to exceed 6 months) Manager of Aging Services! In this role, you will oversee four major Aging Services program areas, including senior centers, nutrition, transportation, and case management, as well as supervision of the division’s management team. Duties include planning, analyzing, and evaluating programs/services division-wide.

The Manager will also oversee Division budgets ($6.1 million), oversee management of Division facilities, and ensure the development and implementation performance goals and objectives using the newly developed results-based accountability framework. This position has the opportunity to coordinate and facilitate strategic planning initiatives, including the City’s Age-Friendly Action Plan, and partner with internal Departments/programs and community organizations to provide services to the older adult community, and further strengthen community resilience.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills and abilities for this position is:

Equivalent to graduation from an accredited four-year college or university with major coursework in social science, public health, social work, business or public administration or a related field, and five (5) years of increasingly responsible professional experience involving program planning and administration, preferably in programs for aging populations or closely related social services or public health program, of which at least two (2) years included supervisory responsibility.

A Master's Degree in any of the above disciplines is desirable.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required. Must attend evening and weekend meetings as required.

DEFINITION:

Under general supervision of the Community and Recreation Services Director, the Community Services Manager administers and manages the Youth and Family Services (YFS) and Homeless Programs of the Community and Recreation Services Department for the City of Union City. YFS services include support for youth violence intervention and prevention through mentoring, employment, outreach, case management, individual and family counseling, parent education, and crisis support. Homeless Programs provide direct case management services to unhoused individuals and families.

CLASS CHARACTERISITICS:

This is a single position management classification assigned overall management and coordination of service delivery for the Community Services including Youth & Family Services, Homelessness Programs and other community-based social services. The Community Services Manager is responsible for achieving defined fiscal and programmatic objectives including but not limited to identifying, preparing, and managing grant proposals, budget, and performance reports for federal, state, and local funding.

EXAMPLES OF DUTIES (illustrative only):

• Manages and implements a delivery system of social services to youth, families and individuals in crises and the unhoused including but not limited to: at-risk youth, dependent children, homelessness support, sustenance and nutrition support, victims of child/adult abuse, domestic violence, and those experiencing mental health and substance abuse.
• Develops, integrates and oversees new social services programs into division/department administrative structure.
• Writes effective and persuasive grant proposals to secure funding to support City projects, programs and activities.
• Prepares performance reports for federal, state and local funding, and program performance and other reports as required by the City.
• Ensures timely and accurate use and reporting of grant funds consistent with purpose(s) outlined by the funding source, and communication of proposed variances to use of funds as necessary.
• Manages, trains, motivates and evaluates a team of multi-disciplinary staff. Provides overall technical and management direction/coordination to personnel in assigned area of responsibility.
• Works collaboratively with public, private and non-profit organizations, community members and other stakeholders including County and State level regional bodies and taskforces to build partnerships and coalitions to increase the effectiveness and efficiency of programs and service delivery methods.
• Conducts presentations of programs and services provided to public, groups and other agencies.
• Serves as a departmental liaison with community social and mental health agencies, local law enforcement and criminal justice agencies, the faith community, community organizations and non-profit organizations, the school district, and others to adequately assess and represent community needs.
• Participates in department, city and community meetings as necessary.
• Conducts assessments to identify appropriate resources and provide referral services (secondary duty).

SUMMARY

Under general supervision, plans, leads, assigns, schedules, and participates in the work of staff responsible for performing aquatics duties at the District’s aquatics facilities.  Assists with the day-to-day aquatics operations, ensures that facilities are prepared and maintained for public use.  Monitors activities in the water, pool, decks, and ancillary areas of District aquatics facilities to ensure the safety of patrons; explains and enforces aquatics policies, regulations, and rules; performs rescues and administers first aid, CPR, and AED as needed; and performs related work as required. 

Schedule: 30 hours per week. Schedule will vary, will include weekends.

SUPERVISION RECEIVED AND EXERCISED

DISTINGUISHING CHARACTERISTICS

This is the advanced journey-level classification in the Lifeguard classification series responsible for providing lead direction and training to lower-level staff and for ensuring that the District’s aquatics facilities are maintained in a safe and effective working condition.  Incumbents are responsible for establishing objectives, timelines, and methods to deliver services.  Work is reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This classification is distinguished from the Lifeguard II by the assignment of more complex tasks requiring a greater level of technical and specialized knowledge and a higher degree of independent judgment, including serving in a lead capacity over lower level staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

1. Plans, leads, assigns, directs, and participates in the work of staff responsible for performing lifeguard duties at the District’s aquatics facilities; assigns lifeguard staff to daily rotation schedules, ensuring proper coverage at all times.
2. Receives and responds to questions, concerns, and complaints from patrons; determines issues and resolves or refers to Aquatics Coordinator or Aquatics Supervisor as appropriate.
3. Assists Aquatics Coordinator in leading training sessions, including safety drills and other emergency procedures; ensures that lifeguard staff attend required trainings and maintains records on same.
4. Provides aquatic safety and supervision for patrons; monitors activities in the water, pool decks, and ancillary areas of District aquatics facilities to prevent accidents and to ensure the safety and well-being of patrons.
5. Implements and monitors District policies and procedures; enforces aquatics regulations; cautions patrons regarding unsafe activities.
6. Performs the work of lower-level staff, including, but not limited to, all required lifeguard-training skills and class instruction as needed.
7. Monitors facility use; ensures that the facility is opened, closed, and secured in compliance with District practices and procedures and that the pool and restrooms are maintained in a safe, neat, and clean condition.
8. Inspects and maintains swimming and pool equipment for functionality; ensures proper placement and availability in the pool area; recommends maintenance and repair as needed.
9. Maintains records of participation and completes required reports.
10. Assists with District special events as needed.
11. Performs other duties as assigned.

QUALIFICATIONS

Education and Experience:

• High School Diploma or GED;

AND

• Two years of relevant aquatics experience serving in an aquatics facility.

OR

• Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities. 

Knowledge of:

• Principles of leadership in an aquatics environment.
• Principles and techniques of all lifeguarding skills.
• Organization and operation of the aquatics facilities, including maintenance, occupational hazards, and standard safety practices.
• Relevant laws, rules, regulations, policies, and procedures.
• Operational characteristics of water rescue safety equipment and devices.

Licenses and Certifications:

At time of appointment, and maintained throughout employment possession of:

• California Driver’s License, with a satisfactory driving record,
• American Red Cross Lifeguard certification,
• American Red Cross Water Safety Instructor certification,
• American Red Cross Lifeguard Instructor certification is highly desirable.

PHYSICAL DEMANDS

Work is primarily performed within a public swimming pool environment, where stamina is needed to perform moderate to heavy lifting of pool equipment and furniture or children and adults who may require removal from the pool, and to stay in the pool for prolonged periods.  Must possess the mobility to stand, stoop, kneel, reach, bend, climb, push and pull materials and equipment, and swim while wearing an appropriate uniform with protective equipment.  Vision and hearing must be sufficient to see and hear adults and children in crowded and noisy conditions and/or situations.  Must also possess:  the mobility to work in an office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or by using a telephone and radio.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or to operate safety equipment.  Must possess the ability to swim distances and dive to pool depths, as determined by testing/certification authorities, and to lift 150 pounds or heavier weights with assistance and/or the use of proper equipment.

ENVIRONMENTAL ELEMENTS

Incumbents work outdoors in a pool environment with wet and slippery conditions, and are exposed to variable weather conditions; may be exposed to chlorine, acids, and other chemicals at aquatics facilities, as well as blood and body fluids while rendering first aid and CPR.  Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.

WORKING CONDITIONS

Incumbents may be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.

• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.

The City of Berkeley invites you to apply for the position of Recreation Activity Leader in the Parks, Recreation and Waterfront Department! In this role, you will organize, coordinate and lead a wide variety of indoor and outdoor recreation activities at City parks, playgrounds and recreation centers.

Current vacancies are seasonal positions for Summer 2024 (May to August). Recreation Activity Leaders may be assigned to: Tots, Pre-K, or Teen programs, playground programs, Berkeley Day Camp or specialty camps, or youth sports. You will also have the opportunity to work special events.

Equivalent to graduation from high school and either:

1) Two (2) years of progressively responsible experience leading a variety of athletic and recreation activities;
OR
2) Completion of major college coursework leading to a degree in recreation, physical education, group work or a closely related field may be substituted for the above experience on a year-for-year basis;
OR
3) Extensive training and/or experience in a specialized field of endeavor such as dance, ceramics, photography or nature study which has occurred over a period of several years and has resulted in an acceptable level of expertise and the ability to impart knowledge of this field to others.

Under general supervision of the Program Coordinator, staff is responsible for planning and implementing daily age-appropriate activities including crafts, games, songs, drama, storytelling, and supervised play.
