The Position:
This is a journey level accounting technical class and has the ability to perform the full range of duties assigned, with only occasional instruction or assistance as unique situations arise. Employees at this level are fully aware of the operating procedures and policies within the work unit and receive general supervision from an assigned supervisor or manager. Positions in this class may exercise technical and functional supervision over assigned staff.

Job Responsibilities: 

• Performs specialized technical and highly detailed work in the preparation, reviewing and processing of financial bank statements and other related documents.
• Assists in providing instruction to other department employees regarding specialized procedures and requirements.
• Administer the Citywide electronic payments program and assist with processing web payments.
• Preparing staff reports and other communication related adoption and implementation of new payment methods.
• Reviews various documents and reports related to area of assignment for accuracy, completeness and compliance with departmental policies, laws and other regulations.
• Prepare monthly spreadsheet of credit card/merchant services transactions and request journals to charge respective departments.
• Calculates and reconciles special assessments.
• Provides information to City employees and others that requires the use of judgment and the interpretation of policies, laws, rules and procedures related to area of assignment.
• Monitors, review and reconcile electronic banking systems (Bank of America, CashPro, Check 21) and internet payment processors/gateways across the City’s enterprise system platforms.
• Reviews and reconciles electronic payment activity with bank statements, the City’s financial management system and credit card transactions related to payments and disputes.
• Coordinates billing processes with other departments and acts as the department contact for credit card machine.
• Resolving technical challenges among the various system components (payment platform, gateway, bank, enterprise system vendors, City IT systems).
• Sets up and monitors accounting ledgers related to area of assignment.
• Reviews and corrects project accounting time sheets and error reports.
• Adjusts journal entries to properly record financial transactions.
• Ensures data integrity of ledger related reports.
• Maintains City investment and debt service portfolios including receipts and statements, broker confirmations, account analysis statements and interest payments.

The Maintenance Operations Department is recruiting for the position of Street Maintenance Worker I.

Traffic Safety Assignment

• Replaces, maintains and repairs guard rails, traffic dividers, signs, and similar traffic control devices.
• Assists in determining color of paint to be applied to street markings.
• Selects proper stencils for street markings.
• Applies stripes and intervals for new street markings.
• Places stencils over old street markings, start compressor and spray inside stencils.
• Cleans and maintains spray equipment, including stencil truck; place and pick up traffic cones during the operation of the striping machine.

HOURS, COMPENSATION & BENEFITS:
This position will work approximately 12-20 hours per week.  The candidate will have hands-on learning and work experience at San Rafael City Hall and outreach in the community.

This is a temporary position and hours worked may not exceed 1,000 hours in a fiscal year (July 1 thru June 30).

Payroll Specialist

36 hours/4 days a week work schedule

Join our collaborative team today as a Payroll Specialist! Under general direction from the Finance Director, this position performs a variety of technical and professional payroll functions.

The successful candidate will be a key contributor to the Finance team, ensuring the City’s payroll operations meet all federal and state tax filing requirements and will be adept at managing tax withholdings, filings, and reporting. Duties include the processing and maintenance of the City's payroll, maintenance of employee payroll and leave records, preparing payroll reports, providing information to employees, and performing other related tasks to support the Finance Department.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.

• Assist in the management of the City’s capital financing programs, including debt issuance.

The City of Berkeley invites you to apply for the position of Camp Maintenance Mechanic (Non-Career Intermittent) in the Parks, Recreation and Waterfront Department! In this role, you will have the opportunity to keep our camps running smoothly by performing both routine and heavy, physical work in the construction, maintenance, repair and cleaning of camp facilities. State of California Drinking Water Treatment Certifications (Grade 1 or 2) desirable. Must possess and maintain a valid California non-commercial (Class C) driver's license, and have a satisfactory driving record. Must possess sufficient strength and stamina to lift and carry objects weighing up to 80 pounds and be able to perform sustained heavy physical labor. Must be willing to work outdoors in all weather conditions and on off-hour shifts in emergency situations.

THE POSITION:

Senior Management Analyst II – this class is the full journey level class and is experienced to work independently in identifying the need for and developing changes to operating practices, systems, programs and policies.  Incumbents perform the full array of duties within the area of assignment, including complex analytical projects and providing staff support to department administration and city officials as well as working with high degree of independence in interacting with all levels of city employees, managers, elected officials, community groups, and other governmental agencies and the public.
