POLICE SERGEANT- Open Until Filled

The Town of Atherton is approximately five square miles. The City is located in the San Francisco Peninsula in Southern San Mateo County. Atherton is a small, rural, and residential community, with no industrial land-use base. Native trees cover the five miles of town. Atherton’s current population is 7,133 according to the California Census in 2020.       

The Town of Atherton invites you to apply for the position of Police Sergeant. This is an internal and external opportunity. Under the general supervision of the Police Commander, the Police Sergeant plans, schedules, deploys, trains, supervises, and reviews the work of Police Officers and civilian staff.  The Sergeant performs a wide range of patrol and related duties in the prevention of crime, maintenance of public order, protection of life and property, and the enforcement of laws and ordinances.  As part of the Management Team, the Sergeant assists in the preparation of collision investigations and criminal cases, provides courtroom testimony, serves in specialized organizational roles, and assists with various administrative functions. 

A letter of interest and current resume is required. All submissions will be reviewed for relevant education, experience, training, and other job-related qualifications.. An extensive background includes a polygraph examination and/or voice stress analysis, completion of the POST Personal History Statement along with medical and psychological exams if selected.

Those meeting the stated qualifications / requirements will be reviewed for selection to participate in the interview and evaluation process for the position. Those selected to participate in the competitive process will be provided with the details of the testing process, which has been tentatively scheduled for the week of August 26, 2024.

MINIMUM QUALIFICATIONS

Sufficient education, training and/or work experience to demonstrate possession of the knowledge, skills and abilities, which would be typically acquired through:

Education & Experience

• Completion of an associate degree and 4 years’ experience as a sworn Police Officer.
• Must have applied for the Intermediate P.O.S.T. Certificate.
• Highly desirable qualifications may include: an Advanced or Supervisory Certificate from P.O.S.T.; bachelor’s degree and/or completion of the Supervisors’ Leadership Institute (SLI) Course.

To excel as a Police Sergeant, you need a comprehensive blend of knowledge, skills and experience.  A thorough understanding of law enforcement protocols, including arrest procedures, search and seizure laws, use of force policies, and evidence handling, is essential for ensuring officers operate within legal boundaries. Familiarize yourself with our department's policies, regulations, and standard operating procedures. This includes administrative procedures, disciplinary protocols, and codes of conduct. As a sergeant, you'll be responsible for leading and managing a team of officers. Knowledge of leadership theories, personnel management, conflict resolution techniques, and performance evaluation methods will help you effectively supervise and motivate your team. Understanding community policing concepts and strategies is crucial for building positive relationships with community members, addressing local concerns, and implementing proactive crime prevention initiatives. Stay updated on legal developments and ethical standards relevant to law enforcement. This includes constitutional rights, case law precedents, ethical dilemmas, and the ethical responsibilities of police officers. Effective communication is vital for a police sergeant. Have strong verbal and written communication skills to convey information clearly, resolve conflicts, and interact professionally with colleagues, community members, and stakeholders. Have the ability to assess risks, evaluate options, and make informed decisions in high-pressure situations. This includes critical thinking skills, problem-solving abilities, and the capacity to weigh potential consequences effectively.

What You’ll Do

The Senior Management Analyst will perform complex, professional, and sensitive administrative and technical duties in providing staff assistance to the Police Department, including conducting special studies, surveys, and research assignments in a variety of administrative and operational procedures and topics, often with City‑wide and/or major financial impact. The emphasis of the work may be upon financial analyses, grant and contract administration and/or policy development. Successful performance of the work requires a good knowledge of municipal operations and functions in addition to well‑developed communication and analytical skills.  Duties may include, but are not limited to, the following:

• When assigned to the Police Department, may be required to oversee civilian, alternative response-teams (i.e. homeless outreach, clinical crisis response, or other units as determined by the department) and respond in the field to calls for service related to those teams as determined by the department. Several of these teams involve partnerships with outside organizations/community partners where inter-agency collaboration and coordination is key to continued success.
• Compile and analyze data; prepare reports and make recommendations on the formulation of policy and procedure, and staffing and organization changes, often with City‑wide impact.
• Conduct surveys and perform research and statistical analyses on administrative, fiscal, personnel, and operational problems.
• Conduct financial analyses; prepare reports and make recommendations regarding rate structures, bonding, budgeting and other financial matters.
• Prepare contracts, proposals, grant applications and similar documents; prepare reports and monitor grants and contracts for program compliance.
• Participate in the development of an installation of new or revised programs, systems, procedures, and methods of operation; update and revise policies and procedures.
• Coordinate the development, administration and monitoring of the City or department budget; prepare a variety of fiscal, administrative and management reports.
• Compile materials and prepare technical and administrative reports, manuals, and publications.
• Act as the Department's primary liaison with management staff in discussing and solving sensitive and complex issues.
• Assist in the design and implementation of systems and forms for use in operation.
• Respond to complaints and requests for information; recommend solutions and courses of action after evaluating alternatives.
• Represent the City in interdepartmental, community, and professional meetings as required; negotiate settlements and has authority to adopt course of action.
• Assist in the coordination of intradepartmental and departmental activities with other City departments and divisions, and outside agencies.
• Interpret Federal, State and City regulations; coordinate their application to City operations.

The Senior Management Analyst in the Police Department receives general direction from a Sergeant or higher level department personnel and may exercise technical and functional supervision over office, technical and professional personnel.

The City of Belmont is looking for an experienced professional for the position of Budget Manager. Under general direction of the Finance Director, the Budget Manager administers a variety of complex and professional budget and financial support functions within the Finance Department, including preparation and execution of all budgets, reports, accounting records, financial forecasts. This classification is responsible for the development, maintenance, and operation of the City's Annual Budget; providing financial information and analysis to aid in executive management decision making; performs the highest level of complex budget analysis and has frequent interaction with staff and leaders of other City departments. This classification may also oversee general financial functions such as cash flow management, audit procedures, payroll processing, coordinate assigned activities with other departments and outside agencies, supervise finance professional, technical and clerical staff, and related work as assigned.  A hybrid/partially remote schedule may be approved by the department.

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

• A minimum of five (5) years of progressively responsible experience in finance, budgeting, or accounting work.
• The equivalent to a Bachelor's degree from an accredited college or university with major coursework in accounting, business administration, economics, finance, or related field.
• Supervisory experience is preferred.

THE POSITION

Under direction of the City Engineer or Assistant City Engineer, a Senior Civil Engineer supervises field and office work in the planning, design, construction, and maintenance of public infrastructure; manages land development processes; manages and performs engineering analysis; implements programs and administers projects; may supervise a major section in the Engineering Division; and performs other duties as assigned. The Senior Civil Engineer performs and supervises the most complex engineering assignments.

This Senior Civil Engineer position will manage capital projects and may also oversee some development projects.  Examples of projects include:

• Arroyo Trail T 13, 1.5 miles paved trail through Wente Vineyard and LARPD Sycamore Grove properties and includes a 100’ pedestrian bridge.
• Arroyo Las Positas Creek channel widening, flood walls and Airway Blvd Culvert Replacement adjacent to Las Positas Golf course and Livermore Municipal Airport.
• Bridge Preventive Maintenance Program for 19 city bridges
• Manage other city asset programs such as pavement rehabilitation, sidewalk, ADA ramps.

This classification is for the City Clerk (CC) and Assistant to the City Manager (ACM); due to this caveat this classification specification will list duties and responsibilities for the two (2) positions.
To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records.

THE POSITION

The City of Rocklin is hiring Academy Graduate Police Officers to join the Rocklin Police Department. Academy Graduate Police Officers will join the department and begin an 18-month program to earn their Basic POST certificate. An example of duties that an Academy Graduate Police Officers will perform under close supervision are:

• Assumes responsibility for the preservation of the public peace and the protection of life and property by preventing crime and enforcing all laws.
• Patrols an assigned area in an automobile, other vehicle, or on foot for the purpose of preventing criminal activity and enforcing traffic laws and regulations; issues citations and makes arrests as necessary; responds to calls for protection of life and property and performs enforcement duties.
• Conducts interviews with victims, complainants, witnesses, and suspects; searches crime scenes for evidence; collects, packages, and preserves evidence; testifies in court.

MINIMUM REQUIREMENTS

Equivalent to graduation from high school, supplemented by 30 college-level semester units from a regionally accredited educational institution.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Certificate of completion from a POST approved California law enforcement academy.

Working Conditions

Must be 21 years of age at time of appointment. Must be legally authorized to work in the United States under federal law. Candidates must pass a thorough background investigation.

Must be willing to work emergencies as well as evenings, weekends, and holidays.

Must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation. This classification requires wearing respiratory protective equipment at times. When assigned to such work, facial hair must be shaven when it interferes with the safe fitting of respiratory protective equipment. This classification functions as a peace officer within the authority and limits of California Penal Code Sections 830.1(a) and 832.

Applicants will be screened against the minimum requirements. Candidates who meet the minimum requirements will be invited to attend a Physical Agility Test (PAT). 

Those who receive a passing score on the PAT will be invited to a Structured Oral Examination.
