The City of Berkeley is seeking a General Services Manager to join the Finance Department! In this role, you will act as the division head and will be responsible for planning, organizing, and directing the programs and activities of the General Services Division. The incumbent will have management responsibility for this division, which provides for the centralized purchasing, central duplication and mail services for the City. 

MINIMUM QUALIFICATIONS
A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four-year college with major course work in accounting, business administration, information technology or public administration or a related field, and four (4) years experience with management and supervisory responsibility for purchasing, accounts payable or other municipal services functions similar to those identified herein, of which two (2) years of experience must have been in managing a centralized purchasing operation.

Progressively responsible related experience may be substituted for the college course work on a year-for-year basis.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

THE DEPARTMENT

The Finance Department provides critical financial services citywide, setting the policy controls over the use of City funds. It leads the fiscal accountability efforts and ensures the responsible and legal use of City funds through thoughtful appropriations and implementation and management of policies and procedures. It is responsible for numerous vital City services, including maintaining the City’s accounting system, managing payroll and purchasing procedures, issuing business licenses, managing parking districts, and collecting occupancy taxes and other City fees. Other services include financial planning and analysis, risk mitigation, strategic consulting, and leading the City’s budget process.

The Position:
This is a journey level accounting technical class and has the ability to perform the full range of duties assigned, with only occasional instruction or assistance as unique situations arise. Job Responsibilities: 

• Performs specialized technical and highly detailed work in the preparation, reviewing and processing of financial bank statements and other related documents.
• Assists in providing instruction to other department employees regarding specialized procedures and requirements.
• Administer the Citywide electronic payments program and assist with processing web payments.
• Preparing staff reports and other communication related adoption and implementation of new payment methods.
• Reviews various documents and reports related to area of assignment for accuracy, completeness and compliance with departmental policies, laws and other regulations.
• Prepare monthly spreadsheet of credit card/merchant services transactions and request journals to charge respective departments.
• Calculates and reconciles special assessments.
• Provides information to City employees and others that requires the use of judgment and the interpretation of policies, laws, rules and procedures related to area of assignment.
• Monitors, review and reconcile electronic banking systems (Bank of America, CashPro, Check 21) and internet payment processors/gateways across the City’s enterprise system platforms.
• Reviews and reconciles electronic payment activity with bank statements, the City’s financial management system and credit card transactions related to payments and disputes.
• Coordinates billing processes with other departments and acts as the department contact for credit card machine.
• Resolving technical challenges among the various system components (payment platform, gateway, bank, enterprise system vendors, City IT systems).
• Sets up and monitors accounting ledgers related to area of assignment.
• Reviews and corrects project accounting time sheets and error reports.
• Adjusts journal entries to properly record financial transactions.
• Ensures data integrity of ledger related reports.
• Maintains City investment and debt service portfolios including receipts and statements, broker confirmations, account analysis statements and interest payments.
• Builds and maintains positive working relationships with co-workers, other City employees and the public, using good principles of customer service.

General

The Procurement Administrator II reports to a Procurement Administrator III in Contracts and Procurement and is responsible for preparing and processing Invitations for Bids (IFBs), Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Purchase Orders (PO’s) for the procurement of goods, materials, equipment, professional services, and public works.

Essential Functions & Duties

• Manage all phases of the procurement process in compliance with applicable local, state and federal laws, rules, regulations, and policies governing public agency purchasing (e.g. California Labor Code, Prevailing Wage, and California Contract Code).
• Review solicitation requirements for reasonableness, recommend contract type, determine appropriate procurement strategy, and method of compensation.
• Develop terms and conditions and solicitation provisions.
• Lead contract negotiations to achieve best overall value for the agency. 
• Perform contract administration (e.g., administer contract amendments, prepare in-house memoranda, and correspond with vendors and legal staff).  

• Authorize award of contracts and approve purchases, contract amendments, and work directives consistent with District policy and procedures.
• Prepare and issue professional service agreement work directives. Negotiate and maintain rate agreements and any adjustments in mark-ups or indirect rates with consultants in coordination with project managers. 
• Maintain contract records that includes print and website advertising, leading pre-bid/proposal meetings, lead site walk-throughs, respond to requests for approved equals, address questions and requests for clarification, conduct public bid openings, analyze bids received, determine responsiveness and responsibility of apparent low bidders, check references and perform cost/price analyses. 
• Manage and perform contract activities using PeopleSoft. 
• Develop contract language by collaborating with subject matter experts from such areas as Risk Management, Disadvantaged Business Enterprise (DBE), Labor Compliance, Project Management, Finance, Capital Grants, and Legal Counsel.
• Research and evaluate sole source procurement requests.
• Provide guidance to Project Managers on all aspects of the procurement solicitation and contracting process. This includes evaluating scope of work, identifying evaluation criteria, and developing timelines.
• Prepare written reports and contract award recommendations. 
• Provide guidance and administration on a wide variety of contracts. 
• Interface with government, and transit agencies.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in Business Administration, Economics, or related field.
• Three (3) years relevant full-time professional-level experience with procurement and administration of equipment, material, maintenance, public works, and professional or other services-type contracts. 

• Experience in public agency purchasing is highly desired. 
• One or more of the following Professional procurement certifications is desired: 
• Certified Professional Public Buyer (CPPB), 
• Certified Public Procurement Officer (CPPO), 
• Certified Purchasing Manager (CPM), or 
• Certified Professional Supply Management (CPSM).
• Construction Experience preferred
• Working knowledge of an Enterprise Resource Program (ERP) such as PeopleSoft, SAP, JD Edwards, and Oracle. 
• Proficient in Microsoft Word and Excel
• Effective verbal and written communication skills.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.
