The City of Lincoln is accepting applications for the position of Refuse Truck Driver II in the Solid Waste division of the Public Works department. Under general supervision, this position performs a variety of tasks in the collection of residential, commercial and industrial solid waste refuse; drive and operate refuse collection vehicles; organize, assign and review the work of others and perform other related duties as required.  

DISTINGUISHING CHARACTERISTICS

Refuse Truck Driver II

This is a journey level class and is distinguished from the Maintenance Worker I classification by the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise. This class is distinguished from the Senior Refuse Truck Diver in that the latter provides technical and functional supervision over assigned staff or division programs and responsibilities.

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from a Public Works Supervisor. May receive technical and functional supervision from a Senior Refuse Truck Driver.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Drives and operates a variety of collection vehicles and equipment including one or two-person-staffed refuse collection truck, front, rear and side loaders in the collection and transportation of residential and commercial refuse; responds to afterhours call-outs if assigned.
• Maintains assigned truck by regular cleaning and washing, including inspecting for mechanical or other operating problems; reports mechanical or related problems for maintenance; may perform minor maintenance as appropriate.
• Operates hydraulic/mechanical controls to load, compress, and dump refuse; collects and disposes of debris on assigned route; transports refuse to/unload at appropriate landfill sites and/or sewage treatment plant.
• Assists with battery sorting, electronic waste collection, bin repair or delivery, cardboard removal, illegal dumping cleanup, and any other related solid waste program or assignment.
• Completes and posts notification tags on containers, bins and dumpsters for unacceptable contents for refuse collection.
• Prepares, maintains and submits records, reports and forms including time records, equipment and maintenance records, and route maps and logs.
• Responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.
• Performs other related duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

KNOWLEDGE/SKILLS/ABILITIES

The following are a representative sample of the KSA’s necessary to perform essential duties of the position.

Knowledge of:  Methods, practices and techniques of solid waste and refuse collection and disposal; practices, techniques and materials used in the collection and disposal of solid waste refuse; knowledge of the City street system; applicable federal, state and local laws, codes and regulations; operating characteristics and safety requirements for operation of trucks, refuse vehicles and other heavy and light equipment; defensive driving; proper lifting procedures; Principles and practices of lead supervision, training, and performance evaluation, including safety practices and related record-keeping; methods and techniques for record keeping; basic principles of mathematics; occupational hazards and standard safety procedures.

Skill to:  Safe, effective, defensive and attentive driving, along with experience using a variety of solid waste and refuse collection vehicles, equipment, tools and materials. 

Ability to:  Perform solid waste refuse collection and disposal; drive and operate solid waste and refuse collection trucks; respond to issues and concerns from the community; interpret, explain and apply applicable laws, codes and regulations; operate a variety of solid waste and refuse collection equipment, vehicles and tools; perform heavy manual labor for extended periods of time; work at substantial heights; respond to afterhours call-outs if assigned; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; analyze a complex issue, and develop and implement an appropriate response; develop and coordinate collection route schedules, including identification of non-routine special routes/equipment needs related to special events/projects; inspect trucks for maintenance/replacement recommendations; act as a lead worker and perform advanced journey level solid waste refuse collection work related to area of assignment; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.

The Santa Clara County Housing Authority (SCCHA) is seeking a Senior Construction Manager to provide highly complex professional work in the planning, management and oversight of construction and rehabilitation projects and programs. The Asset Management Division, along with the Real Estate Development Division, are part of SCCHA’s Real Estate Department.  The team working in Real Estate is mission oriented, dynamic and collaborative. The team works closely together to creatively develop new affordable housing as well as preserve existing assets.

• A bachelor’s degree from an accredited four-year college or university in community or real estate development, construction management, business or public administration or related field; and 
• A minimum of five (5) years of progressively responsible experience in management of commercial or public construction, rehabilitation, and retrofit activities including two (2) years in a supervisory or management capacity.
• Credentials in the following may substitute combination of education and/or experience: registration as a Certified Construction Manager (CCM); possession of a Certificate of Registration as an Architect by the California Architectural Board or as a Professional Engineer by the State Board for Professional Engineers and Land Surveyors; and a valid Construction Manager (CCM) credential by the Construction Manager Certification Institute (CMCI).

DEFINITION

• OPERATOR I (COLLECTION)
  Under general supervision or direction, the Operator I (Collection) is responsible for the overall operation of the wastewater collections system, which includes the repair and maintenance of the sewer collection system and pump stations.
   
• OPERATOR II (COLLECTION)
  Under general direction, supervises the operation of the Collections System of the Wastewater Treatment Plant on a designated shift to ensure processing and discharge of wastewater which complies with performance standards of State regulatory agencies; perform any combination of tasks involved with inspection, construction, repair, and preventive, corrective and emergency maintenance of sanitary personnel; prepares logs and other records; performs maintenance tasks as required and other related duties as required.
   

ESSENTIAL FUNCTION REQUIREMENTS

For the Collections System, ability to locate, detect cause, and correct sewer stoppages; detect and perform minor repairs and adjustments to sewer equipment; maintain pumps and related mechanical equipment; and report to work at any time during an emergency.  Perform electrical and mechanical repairs, maintenance work and modification to equipment used in a water quality control plant; use various mechanic’s tools with skill and accuracy; available for standby on sewer calls on a rotation basis; follow oral and written directions; maintain working relationships with other employees.  (See Physical Demands section as it relates to Essential Function Requirements.)

  • Performs operation and maintenance on sanitary sewer pump station.
  • Responds to service requests regarding clogged mainline stoppages, mainline breaks, manholes and related structures.
  • Performs mechanical work in repairing and installing equipment.
  • Operates compressor, air gun tamper, backhoe and other related construction tools.
  • May undertake minor carpentry, plumbing, cement work and electrical.
  • Performs general grounds maintenance work, sweeping, sanding, painting.
  • Maintains routine and daily records.
     
• OPERATOR II (COLLECTION)
  Duties may include, but are not limited to the following:
  • Lead a crew in the safe performance of preventive, corrective, and emergency maintenance of sanitary sewers
  • Respond to service requests, unclog mainline stoppages, and keep records on sewer line cleanings and state of existing problems within the Collections System
  • Repair mainline breaks, replace broken pipe and reconnect pipe sections
  • Operate power rodder, jet truck, backhoe and TV equipment
  • Conduct periodic inspections and perform routine maintenance and minor repairs to wastewater pumping stations and equipment
  • Keep daily logs and records on equipment; makes reports to the supervisor
  • Provide technical assistance and prescribe work methods and safety procedures to maintenance workers and utility workers
  • Inspect installation of new sewer lines, laterals and related structures; may study blueprints and specifications preparatory to inspection of construction project
  • Supervises the work of all operating personnel assigned to shift; trains and evaluates performance of shift employees, enforces safety procedures in conformance with policy of plant’s safety program.

StopWaste is hiring an Energy Council Program Services Specialist to work on Bay Area Regional Energy Network (BayREN) programs. The position will conduct community outreach and engage with stakeholders to make energy upgrades and electrify multifamily and single family buildings in Alameda County and the larger Bay Area. About the Highway Program Deputy Director

The Highway Program Deputy Director, reporting to the Chief of Engineering and Program Delivery, manages a diverse and talented team of seasoned staff who is well-versed on the delivery of capital projects related to the State highway system and other roadways in the county. This position is responsible for directing and leading collaboration on planning, design development (including technical analysis in support of preliminary engineering and final design), project-related right-of-way activities (in coordination with VTA Real Estate), construction management and close out, overall program/project management (including scopes, costs, schedules and quality of work), management of staff resources (both VTA and consultant), coordination with project stakeholders within VTA and beyond (e.g., local agencies, Caltrans, federal agencies, resources agencies, utilities, etc.), and community and other outreach (working with VTA public information and government affairs staff).
 

Under general supervision, the Neighborhood Preservation Inspector. ensures compliance with applicable sections of the State, Federal, and Municipal Codes, ordinances, and in relevant areas, such as property maintenance, abandoned vehicles, planning, zoning, signs, community nuisance, and related areas.  This is a classification in the Economic and Community Development Department.

CLASS CHARACTERISITICS:

The Neighborhood Preservation Inspector is the full journey-level classification.  This position requires experience in both Municipal and Zoning Codes and Regulations. Employees at this level are expected to work with property owners independently and to coordinate City resources to solve neighborhood issues.

The Position

The Solid Waste Manager reports directly to the Environmental Services Manager and is responsible for the administration of multiple integrated waste management contracts and programs within the Environmental Services Division. This position supervises a team of technical staff who execute various integrated solid waste management activities and may serve as the division head in the absence of the Environmental Services Manager.

Examples of Duties

• Manage multiple City franchise agreements for solid waste collection, material transfer and recovery, and landfill disposal including negotiating contract terms and monitoring performance.
• Oversee the division’s solid waste programs including planning, organizing, and implementing programs to create environmentally sound and cost-effective methods for the disposal of garbage and household hazardous waste, recovery of recyclables, diversion of organic material, and waste prevention.
• Plan, develop, and oversee the work of integrated waste management staff, providing leadership and fostering staff development.
• Receive and respond to complex customer service requests concerning scope of program, technical information, and service delivery issues.
• Oversee the Division’s public education, outreach, and special events to promote environmentally responsible and sustainable behavior.
• Analyze proposed legislation affecting integrated waste management activities, develops and implements program and policies to ensure City compliance with regulatory mandates.
• Conduct analysis and prepare reports and documents as required by regulatory agencies and for City Council study sessions and meetings.
• Participate in budget preparation and administration.
• Make presentations to City Council, boards, commissions or other public groups and acts as the City designated representative as assigned.

Under direction, provides clerical and administrative support to a department head, division head, section supervisor and/or supervisory and professional staff within a variety of City departments. On occasion, work may involve confidential issues and thus needs to be handled accordingly. May also perform related work as assigned.  Incumbents in this classification perform administrative, technical and analytical duties within assigned program or functional area(s) of a City department.

CLASS CHARACTERISITICS:

This is the lead-level class in the Administrative Assistant series. Under general supervision, may provide lead direction and training to a small group of Administrative Assistants and Office Specialists; provides difficult and/or specialized office support to a designated department head, division head, section supervisor and/or supervisory and professional staff within a variety of City departments; and performs related work as assigned. Under the supervision of the Building/Code Compliance Coordinator and the Chief Building Official/Senior Plans Examiner, the Building/Code Compliance Inspector performs work in the areas of building, electrical, mechanical, plumbing, energy, green, zoning, and residential fire protection inspections; various aspects of code enforcement; and other duties as assigned.

CLASS CHARACTERISTICS

This is the journey-level, professional class that is expected to read plans, make code interpretations, have comprehensive knowledge of construction materials and techniques, and be able to perform field inspections (both Building and Code Enforcement) on their own.

This position is distinguished from the next higher class of Senior Building/Code Compliance Inspector by the latter providing training, technical advice, and lead assistance to incumbent inspectors. The Building/Code Compliance Inspector is further distinguished from the lower level of Building/Code Compliance Trainee in that the latter is the entry-level class, and is in training, learning the full scope of the assigned duties and responsibilities.
