Planning, Building and Code Enforcement position:

The Public Information team works closely in support of each of the Department's divisions to provide information to the public and within the organization. ?The Department is currently seeking a highly qualified and experienced individual to fill the role of Public Information Manager. As the Public Information Manager, you will be responsible for developing and implementing public information strategies to effectively disseminate information to the public, media, and other stakeholders regarding the department's operations, policies, and initiatives.

Working under the direction of the Director, this includes additional aspects such as developing marketing and communication programs, developing and maintaining effective communication with media, community, and public relations sectors, developing and strengthening community partnerships and commitment to public education, as well as managing marketing and internal/external outreach strategies.

Parks, Recreation and Neighborhood Services position:

The PRNS Department is seeking an experienced senior communicator with a diverse skillset to establish and guide the strategy for all communications, website, public relations messages, and collateral to represent the PRNS Department to the public. The successful candidate will demonstrate excellent writing and presentation skills and have substantial experience with developing and executing effective communication plans using a wide range of appropriate tactics, including traditional and new media. Creativity, good judgment, initiative, and a collaborative attitude are essential, as well as the skills necessary in developing strategic partnerships, including with potential partners and donors, to ensure that equitable access to recreational opportunities are provided to all San José residents.

• Develop and execute internal and external communication plans, including implementing communication/media strategies, marketing efforts, development updates, and educational resources

What You’ll Do

• Perform skilled tasks in the mechanical repair and maintenance of diesel and gas-powered apparatus, vehicles, hydraulic systems for aerial ladders, and other like equipment.
• Accept assignments received in the form or oral or written communications.
• Determine the nature and extent of needed repairs, prioritize them, and perform necessary repairs.
• Inspect all department vehicles to ensure they meet proper safety protocols and are in standard working order.
• Maintain all vehicles to ensure safe working order for all employees.
• Perform regular servicing and preventative maintenance on all vehicles and apparatus including performing tune-ups, lube, oil, filter, Inspection, and chassis lubrication.
• Diagnose, service, maintain such things as: fire pumps, relief valves, and other control of plumbing equipment (proper certification required).
• Inspect, diagnose, and repair engines, power train components, transmissions, transfer cases, differentials, hydraulic and pneumatic brake systems, steering and suspension systems, and electrical systems.
• Perform welding and fabricating work when applicable.
• Operate all equipment and tools safely and efficiently.
• Perform routine shop maintenance and clean-up and dispose of hazardous materials according to established procedures.
• Keep records of work assignments for bookkeeping and tracking purposes.
• Potentially respond to unanticipated emergencies to make temporary and/or permanent repairs in the field.

Civic Engagement Manager

The City of San Rafael is seeking a dynamic and experienced Civic Engagement Manager (formal title is Civic Design Manager) to spearhead comprehensive engagement programs while coordinating the Communication Team's activities. THE JOB

They will direct website content strategy, guiding staff on user experience enhancements that will revolutionize the City's online presence. They will also take the reins on managing the City’s social media strategy, shaping its voice and swiftly responding to media inquiries. Providing critical creative direction for the City’s online presence is the key responsibility of this role – seizing the opportunity to lead crucial engagement strategies that promote equitable access to services and information!

EXAMPLE OF DUTIES:

• Stays current with new developments in the field of Training and Adult Learning Strategies.  Assesses the effectiveness of in-house training programs and recommends program upgrades with presented examples.
• Conducts skills gap assessments.  Develops a comprehensive training curriculum for all mechanic classifications, including Utility Workers, and reviews and updates as needed based on current technologies.
• Stays current with new technologies as they pertain to District fleets.
• Collaborates on all maintenance programs regarding quality assurance, makes recommendations where necessary to ensure the quality of the workforce training programs, and works with appropriate maintenance management staff to ascertain requirements and changes within industry best practices.
• Helps plan, organize, and execute the SamTrans Maintenance Rodeo and competition teams.  Mentors and coaches the maintenance team at the regional and international competition.
• Assumes the duties of Chair and/or Secretary of the joint Labor-Management Maintenance Training Committee.
• Ensure core curricula follows all regulatory and safety requirements, and best practices.
• Develops and implements training programs for newly hired employees.

SUPERVISION: Works under the general supervision of the Deputy Director, Bus Maintenance who establishes goals and objectives and evaluates performance.

Under general supervision, the Neighborhood Preservation Inspector. ensures compliance with applicable sections of the State, Federal, and Municipal Codes, ordinances, and in relevant areas, such as property maintenance, abandoned vehicles, planning, zoning, signs, community nuisance, and related areas.  This is a classification in the Economic and Community Development Department.

CLASS CHARACTERISITICS:

The Neighborhood Preservation Inspector is the full journey-level classification.  This position requires experience in both Municipal and Zoning Codes and Regulations. Employees at this level are expected to work with property owners independently and to coordinate City resources to solve neighborhood issues.

EXAMPLES OF DUTIES (illustrative only):

• Work closely with homeowners and businesses to achieve compliance.
• Interpret ordinances, policies and procedures, and code enforcement concepts.
• Prepare reports and recommendations on code enforcement matters, and gain voluntary compliance.

Under direction, provides clerical and administrative support to a department head, division head, section supervisor and/or supervisory and professional staff within a variety of City departments. On occasion, work may involve confidential issues and thus needs to be handled accordingly. May also perform related work as assigned.  Incumbents in this classification perform administrative, technical and analytical duties within assigned program or functional area(s) of a City department.

CLASS CHARACTERISITICS:

This is the lead-level class in the Administrative Assistant series. Under general supervision, may provide lead direction and training to a small group of Administrative Assistants and Office Specialists; provides difficult and/or specialized office support to a designated department head, division head, section supervisor and/or supervisory and professional staff within a variety of City departments; and performs related work as assigned. This position is distinguished from the Administrative Assistant II class by the high degree of independence, level of responsibility, the greater complexity of assignments received, and its possible supervisory nature. Incumbents exercise a high degree of responsibility for administrative research and analysis and provide recommendations to department heads, section supervisors and/or supervisory and professional staff within a variety of City departments.

EXAMPLES OF DUTIES (illustrative only):

• May provide lead direction, training and review of work of those in the Office Specialist and Administrative Assistant series.
• Coordinates purchasing and supply ordering activities; contacts vendors; obtains the best terms and prices; arranges for delivery; and processes paperwork for payment.
• Arranges for the maintenance and repair of facilities and equipment; follows up to ensure that repairs have been completed.

Under the supervision of the Building/Code Compliance Coordinator and the Chief Building Official/Senior Plans Examiner, the Building/Code Compliance Inspector performs work in the areas of building, electrical, mechanical, plumbing, energy, green, zoning, and residential fire protection inspections; various aspects of code enforcement; and other duties as assigned.

CLASS CHARACTERISTICS

This is the journey-level, professional class that is expected to read plans, make code interpretations, have comprehensive knowledge of construction materials and techniques, and be able to perform field inspections (both Building and Code Enforcement) on their own.

This position is distinguished from the next higher class of Senior Building/Code Compliance Inspector by the latter providing training, technical advice, and lead assistance to incumbent inspectors. The Building/Code Compliance Inspector is further distinguished from the lower level of Building/Code Compliance Trainee in that the latter is the entry-level class, and is in training, learning the full scope of the assigned duties and responsibilities.

EXAMPLES OF DUTIES (illustrative only):

• Inspecting residential, commercial, and industrial occupancies for compliance with building, electrical, mechanical, plumbing, energy, green, zoning and fire protection codes and standards.
• Recommending solutions or corrective actions to problems and taking follow up actions to ensure discrepancies are corrected.
• Performing various functions related to code enforcement (e.g., inspections, noticing, follow-up with owners, and research).
