VTA’s ERP Support Team Is looking for a dedicated Sr. Business System Analyst who will provide production support for SAP Enterprise Asset Management/Plant Management/Material Management/Procurement modules, managing the interfaces between SAP and non-SAP applications, and involving with a new/upgraded ERP implementation project.

Ideal Candidate
The Ideal candidate will have extensive business process knowledge in the Transit Industry and functional experience in SAP Enterprise Asset Management/Plant Management/Material Management/Procurement modules. The candidate will also be involved in a new/upgraded ERP implementation project, and he/she needs to be a quick learner and be able to adapt to changing priorities with ease.
 

Definition

Under direction, the Senior Business Systems Analyst leads and participates in the work of staff in performing applications support in designing, implementing, and maintaining VTA applications and systems including VTA's Enterprise Resource Planning system, Electronic Documents Management System, and other business systems.

 

Distinguishing Characteristics

This is the advanced journey-level in the Business Systems Analyst series. Positions at this level are distinguished from other classes in this series by the level of responsibility assumed, in-depth knowledge about the business area, and complexity of the duties assigned. The Senior Business Systems Analyst performs project lead functions including assigning work, delegating assignments, and reviewing the work of others.

Incumbents at this level perform the most difficult and responsible types of duties assigned to classes in this series including serving as project lead over staff responsible for designing, installing, configuring, maintaining, and supporting computer applications, or modules of the application, and systems. Incumbents at this level are fully trained in all procedures related to their assigned area of responsibility. This classification implements solutions related to applications used in VTA's functional areas with a strong emphasis on process and flow design, custom functionality, and maintaining systems.

• Leads and participates in the work of staff in managing projects, developing and enhancing system applications for an assigned division;
• Establishes and maintains positive relationships, and works extensively with VTA Management, VTA Business Process Owners, and system Super Users in developing and  enhancing information systems solutions;
• Trains customers, staff, and others as needed in a formal setting, in a group, or one-on-one;
• Administers a variety of actions to one or more modules of the Enterprise Resource Planning system (SAP), or Electronic Documents Management System (EDMS), or construction applications (such as Contract Manager, P6, Projectwise, Citicube, etc.) or other VTA applications or Reporting Services;
• Reviews and evaluates work products, methods and procedures, and identifies and resolves problems;
• Defines customer business needs, manages client expectations, and identifies alternative approaches and cost-benefits of automating of customer functions to assist in meeting the client's overall business goals;
• When assigned to a project, develops the scope of work for new or upgrade solutions and works with Contracts and Materials Management (CAMM) department during the Request for Proposal (RFP) and contracting phases of the process;
• Consults with customers to present proposals to senior management and assists in developing capital packages;
• Consults and facilitates with department representatives to solicit departmental technology needs and requirements as well as resolving problems with applications;
• Serves as a single point of contact for the user community in the assigned division, and assumes responsibility for the delivery of technology services;
• Maintains technical and functional competency in the applications utilized by the assigned department;
• Reviews, analyzes and approves program designs, operational characteristics, user interfaces, reporting systems and data conversion methods;
• Reduces design projects into component analytical tasks;
• Develops detailed workflow, system, training, and process requirements;
• Prepares final systems design and documentation and user documentation necessary for programming;
• Oversees the installation and updates of application packages, data base development tools, and other related elements;
• Defines and manages project scope, deliverables, schedules, cost estimates, and task lists;
• Performs development, review, and selection tasks related to Requests for Proposals and Requests for Qualifications;
• Communicates project status, resolving project issues, problems, and changes;
• Manages and tracks projects from initiation to successful completion;
• Establishes and maintains relationships at all levels of the assigned organization;
• Manages projects using VTA personnel, consultants, and vendors, as needed;
• Communicates with vendors of application software;

Minimum Qualifications

Employment Standards

Sufficient training, education and experience to demonstrate possession of the required technical and project management knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in information systems, computer science or related field and four (4) years of responsible experience developing, designing, and/or maintaining major components of a comprehensive information system including evaluation, analysis and input to the software modules of an Enterprise Resource Planning System or other application system. (Additional applicable experience with applications and systems support, design, and maintenance substitutes for college on a year for year basis.) Incumbents must demonstrate substantial experience in an SAP environment, and/or Electronic Documents Management System, and/or Operations system (such as Trapeze, BDT, ACS) or Construction and CMP solutions.

A VTA employee designated as a "Business Process Owner" and/or "Super User" with four (4) years of experience in that capacity, in addition to performing and leading others in system upgrades and demonstrated technical coursework in SAP or systems used at VTA, meets the minimum qualifications for this classification. Experience with transit/transportation-related applications is desirable.

The City of Marysville is seeking qualified candidates for the position of a Human Resources Manager, Assistant to the City Manager and City Clerk; this recruitment will fill 1 vacancy and create an eligible list.  

This recruitment will encompass three (3) different positions with the City of Marysville (Human Resources Manager (HR), Assistant to the City Manager (ACM) and City Clerk (CC); due to this caveat this classification specification will list duties and responsibilities for the three (3) positions.
The Human Resource Manager will conduct, lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices. ACM - To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records. CC- The City Clerk shall perform those duties set out in the City of Marysville Charter and ordinances, as well as is prescribed by State and other law. The City Clerk shall also perform other duties incident to these laws, including staff support to the City Council approximately two times per month, as well as the Oversight Board and Levee Commission on an as need basis.

SUPERVISION RECEIVED AND EXERCISED

HR - Recruits, interviews, hires, and trains new staff in the department. Oversees the daily workflow of the department. Provides constructive and timely performance evaluations. Handles discipline and termination of employees in accordance with company policy. ACM - Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

• Partners with the leadership team to understand and execute the organization’s human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.

• Provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.

• Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.

• Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.

• Compile information for agenda preparation; collect background information; assemble agenda for printing; distribute packets to City Council and various agencies.

• Prepare and distribute updates and revisions of Council Policy and those of city boards, commissions, and committees.

• Respond to inquiries from the public by letter, telephone and in person regarding Council action and records; research information for public or city staff when necessary.

• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.

• Serve as custodian of the city seal and city archivist for official records.

• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.

• Maintain list of commissions and boards; receive applications for membership on boards and commission; publish notices for vacancies; process applications for Council selection; notify applicants of results.

• Assist City Manager in responding to various inquires related to city operations, policies, and programs.

• Serve as financial disclosure officer for Fair Political Practices Commission for campaign disclosure forms and statement of economic interest.

• Represent the department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.

• Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.

• Process Worker’s Compensation Claims and coordinate other confidential HR-related activities.

The salary range for Staff Specialist is approximately $76,330.80 - $92,820.00 annually. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates' qualifications and experience.

Typical duties and results may include:

• • Create surveys and compile data for general or departmental use; perform statistical and clerical work by creating, analyzing and preparing reports, and abstract written materials.
  • Participate in budget preparation and review by assembling and analyzing data of operating departments, such as staffing and equipment requests.
  • Provide assistance with personnel functions such as position control, interviewing, benefits, handling routine grievances, disciplinary actions, classification matters, claims, employee relations, and interpretation of personnel rules and procedures.
  • Supervise the maintenance of files and records, including automated recordkeeping systems; developing filing systems and procedures for file use; and ensure irretrievability of filed information.
  • Performs other related duties as required.

The City of Brisbane will be sponsoring up to four summer internships this year.  Our internships are project-oriented and designed to give college students a good general overview of future employment opportunities and current issues in the Public Sector.  You will have the opportunity for exposure to various areas of City Administration during your internship and to network with fellow interns and participate in professional development activities in San Mateo County and/or Santa Clara County.

Projects for 2024 include:

• Communications – Assist with developing innovative and relevant content for posting on City-administered social media sites, research and work with departments in developing articles for publication on the City’s website and print newsletter, and assist with aspects of video production including storyboarding, camera work, and script-writing.

• IT – Have some familiarity with programs such as Windows, Active Directory, Office/Microsoft 365. Must be able to disassemble and reassemble a PC. Projects will consist of adding and editing AD and email accounts and sorting and organizing hardware components. Some daily tasks will include responding to help desk requests and making basic equipment repairs and replacements.

• Human Resources - Offering learning opportunities by following a full recruitment and onboarding process. Assist with website updating; maintaining employee records; the conversion of physical records/forms to electronic format; and conducting research and analysis on HR-related topics.

• Public Works (Utilities) – Provide support to the City's Public Works Department - Utilities Division with various engineering projects in drinking water distribution, water resources, sanitary sewer collection, and storm drainage. Primary assignment will focus on mapping and geolocating drinking water facilities to comply with new state regulatory compliance.  Secondary assignments may include field engineering support on construction of capital utility projects and assisting on various engineering reports and studies.

Applicants must be college students currently enrolled in and pursuing an undergraduate or graduate degree at an accredited college or university in a related field (e.g. public administration, public policy, business, planning, library science, environmental studies, engineering, sustainability). Undergraduate candidates must have a minimum of 48 semester units or equivalent completed.  Applicants should also be self-motivated, have excellent interpersonal skills, able to use Microsoft Office software, demonstrate good research ability and have the ability to communicate clearly both verbally and in writing. 

SALARY AND HOURS: The salary range for Interns is $20.00 per hour, 15-18 hours per week over a 12-week period.  The start date is flexible depending on the student’s availability.
