Temporary Maintenance Worker – Parks & Roadsides 

Salary: $20.00/hour

DEFINITION 

Perform a variety of general maintenance services for parks and roadsides and other areas as assigned within the Town.   

• This is a part-time temporary, non-benefitted position. 
• Flexible schedule up to 29 hours per week, which may include weekend work; not to exceed 950 hours per calendar year. The schedule for this position would be Friday through Monday. 

SUPERVISION RECEIVED AND EXERCISED 

General supervision is received from the Maintenance Supervisor. May exercise supervision of Work Alternative Program participants as assigned. 

ESSENTIAL JOB FUNCTIONS/DUTIES 

Essential duties are inclusive of, but not limited to the following:  

• Clean up trash in and around Town-maintained park and roadside areas. 
• Operate a variety of equipment, including: half ton and three-quarter ton trucks, Cushman and golf cart (or similar) vehicles, blowers and other two-cycle equipment, and hand tools (i.e., shovel, rake, hoe, etc.). 
• Periodically groom sports fields and bocce ball courts with equipment and/or machinery provided. 
• Prepare baseball fields and bocce ball courts for league play. 
• Assist Maintenance Services personnel on assigned projects.  

• Perform duties within OSHA standards. 

QUALIFICATIONS 

Knowledge of: 

• Construction and maintenance materials, methods, and terminology. 

• The use, purposes and maintenance of hand tools; and the operation of light and moderately heavy power-driven equipment in performing duties. 

Ability to: 

• Understand and follow oral and written directions. 
• Ability to work both in a supervised and unsupervised environment. 
• Perform manual labor for extended periods of time; and operate under tight deadlines. 
• Lift equipment and materials up to 50 lbs. 
• Work flexible hours. 

EXPERIENCE AND EDUCATION 

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be: 

Education: 

Equivalent to completion of the eighth grade. Graduation from high school or equivalent is preferred. 

Experience: 

Landscape and/or irrigation maintenance experience is desirable. 

LICENCE(S) AND CERTIFICATION(S) 

Possession of a valid California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire and good driving record.

The City of Lincoln is hiring for the position of Maintenance Worker I/II within the Streets Division of the Public Works Department.  Under general supervision, this position performs the full array of duties assigned to classes in the Maintenance Worker series including maintenance, construction and equipment operation work in one or more Public Works divisions; occasionally assists in the training of lower-level Maintenance Workers; and performs other related duties as required.

Maintenance Worker I

The Maintenance Worker I is the entry level class responsible for a wide variety of maintenance and construction tasks. This classification is alternatively staffed with Maintenance Worker II and incumbents may advance to the higher-level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Maintenance Worker II

The Maintenance Worker II is the journey level class responsible for a wide variety of maintenance and construction tasks. This classification is distinguished from the next higher classification of Senior Maintenance Worker in that the latter performance the more complex assignments and lead responsibilities.

SUPERVISION RECEIVED/EXERCISED

The Maintenance Worker I receives general supervision from a Public Works Supervisor.  Incumbents of this class do not routinely exercise supervision.  The Maintenance Worker II receives general supervision from a Public Works Supervisor. May exercise technical and functional supervision over assigned staff. 

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs maintenance, repair, construction, equipment operation and installation work in streets, water, sewers, refuse collection, parks and buildings.
• Streets: Breaks, removes, crack seals, hydropatches, and repairs surfaces; digs, shovels, hauls, loads and unloads materials; operates jack hammers, tampers, pavement breakers and other hand and power tools; rolls and irons asphalt; operates trucks, backhoes, rollers, pavers, street sweepers and other construction vehicles and equipment; assists in the installation and maintenance of City signs, road markings, striping and delineators; paints street lines and crosswalks; performs concrete sidewalk, curb, gutter and ramp installation and repair; installs, maintains and repairs street lights; installs shoring and trench plates; monitors underground service alert (USA’s) and marks when necessary; conducts street leaf pickup; mows roadsides.
• Water Distribution and Drainage: Constructs, maintains and repairs storm conduits, curbs, gutters and drainage facilities; installs, repairs and maintains water mains and lines; conducts maintenance at well sites; monitors pump stations; operates jack hammers and other tools and equipment; inspects tools and equipment for safety and mechanical defects; installs and repairs water service connections, meters and boxes; performs monthly meter reads; repairs, installs and tests hydrants; monitors USA’s and marks when necessary; operates trucks and other construction vehicles and equipment; locates and repairs leaks in water lines; cleans storm drains, flood control facilities and inlets; operates sewer camera and hydrovac.
• Parks and Buildings: Maintains lawns, shrubs, and trees; assists in spraying of herbicides and pesticides; cuts, sprays and removes weeds; clears brush and debris; assists with planting and maintenance of landscaped areas; installs, maintains, repairs and programs irrigation systems; cleans and maintains parks and city buildings; assists in the performance of minor carpentry, plumbing, electrical, painting and remodeling tasks.
• Solid Waste: Operates a variety of collection vehicles and equipment including front, rear and side loaders in the collection and transportation of residential and commercial refuse; drives to landfill site when vehicle is full and unloads material; evaluates and updates assigned routes; cleans, maintains and inspects assigned vehicles; maintains daily logs.
• Fills out reports and work orders; climbs or uses hydraulic aerial devices to top, trim, reshape, strip, treat and remove trees; operates airport fueling vehicles; responds to after-hours call-outs if assigned.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; may provide training to lower-level staff; responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

Job Description

This position performs preventive, routine and emergency maintenance and repair of a variety of heavy and light industrial and marine equipment, related systems and components. The incumbent will operate precision equipment and respond to trouble calls associated with the Port's ferry terminal systems, boats, sewer pumps and other Port related equipment. The nature of this work requires sustained physical effort frequently under adverse weather conditions and/or working in confined spaces. The incumbent may be required to work alternative shifts in order to do tide-dependent work.

Nature of Work: Some positions may involve exposure to adverse physical and working condition and lifting objects weighing in excess of 70 pounds. Incumbents will be required to work varying hours and/or shifts, including weekends, evening and holidays in a 24 hour/7 days-a week operation.

Actual salary shall be determined by the final candidates' qualifications and experience.The Department of Public Works is seeking to fill a Maintenance Worker I position in the HVAC Shop located at the Central Service Yard within the Facilities Management Division. The Maintenance Worker I will support the basic preventative maintenance of the air conditioning work group. This position reports directly to the Air Conditioning Supervisor for various daily assignments. Working under immediate supervision and working with HVAC Staff and/or independently in mechanical rooms and on rooftops would be a regular occurrence.

Typical duties include but are not limited to:

• Performs preventive maintenance functions on Exhaust Fans, HVAC Package units and Air Handlers.
• Clean HVAC Cooling Towers and Mechanical Rooms.
• Install V-belts on HVAC Equipment.
• Uses general carpentry, mechanical and hand tools such as power saws, hand saws, drills, pliers, wrenches, hammers, screwdrivers, ladders and other tools and equipment.
• Installs air filters in various types of air conditioning equipment.
• Cleans aluminum finned condenser and evaporator coils.
• Performs minor semi-skilled carpentry and plumbing repair work.
• Maintains database records of their daily work with the Departments inventory management system.

MAINTENANCE WORKER (Full time)

DISTINGUISHING CHARACTERISTICS:

Maintenance Worker I:  This is the entry level class in the maintenance worker series. Positions in this class normally perform a variety of unskilled and semi‑skilled maintenance tasks. Although trucks and other motorized equipment may be operated by a Maintenance Worker I, the equipment is used on a training basis or for tasks which are repetitious in nature. Under this training concept, positions assigned to the class of Maintenance Worker II which become vacant may reasonably be filled at the Maintenance Worker I level, with the understanding that reassignment to the Maintenance Worker II class may be expected following successful job performance and personal development.

Maintenance Worker II: This is the journey level in the maintenance worker series. Positions assigned to this class are expected to perform semi‑skilled and skilled public works maintenance activities and to operate light and moderately heavy power‑driven equipment on a continuing basis. All positions allocated to this class require that an incumbent be able to work independently, exercising judgment and initiative to fulfill assigned tasks. Maintenance Workers II may also be expected to assist in the supervision and training of less experienced personnel.

MINIMUM QUALIFICATIONS

State of California Drinking Water Treatment Certifications (Grade 1 or 2) desirable. Must possess and maintain a valid California non-commercial (Class C) driver's license, and have a satisfactory driving record. A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. A Dispatcher II may be assigned to work various hours, shifts, holidays, weekends and overtime.

Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of 1 year of dispatch work; general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net).  Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. • Salary:  $6,538 to $8,468 per month. Placement within the range depends on experience and qualifications.

CONTINUOUS RECRUITMENT: Candidates are encouraged to apply early.  Initial screening of applications is tentatively set for March 29, 2024.  After that, applications will be reviewed on an ongoing basis.  You must ensure complete submission of employment application and typing certificate as recruitment may close at any time.  The most qualified applicants based on background and experience as evidenced by their application, will be invited for an oral board interview, which is weighted 100%.  To be placed on an eligibility list, an applicant must receive a passing score of 70 or more from each panel member.

A thorough background check, as well as a physical, drug screen, psychological evaluation, and polygraph exam will be conducted on the top candidates prior to appointment consideration.  Failure to achieve a qualifying score on any portion of the examination process will eliminate a candidate from further consideration.
