The Housing Department

The City of San Jose's Housing Department's mission is to strengthen and to revitalize the community through housing and neighborhood investments. The Housing Department has funded over 20,000 affordable apartments, oversees the Rent Stabilization Program that provides protection to both renters and mobile homeowners, and is implementing innovative programs to preserve restricted affordable apartments. The Housing Department also strives to make homelessness in San Jose rare, brief, and one-time, through the implementation of the Community Plan to End Homelessness. The Plan is a collaborative public-private partnership with the County of Santa Clara's Office of Supportive Housing, the Santa Clara Housing Authority, and Destination: Home, a nonprofit. The Housing Department manages four U.S. Department of Housing and Urban Development Programs entitlement grants in addition to numerous state and local grant programs. Over the past three years, the Housing Department has played a major role in protecting the City's most vulnerable residents by investing over $150 million in funding to respond to the COVID-19 pandemic. Within our Communications Team, you will:

     * Develop content for our Department's social media channels, website, and SharePoint site;

     * Support the Communications Team's public outreach via email and social media;

     * Manage the Department's photo library;

     * Manage the Department style guide and ensure all visuals produced by the Department comply with the City's brand guidelines;

     * Translate data and statistics about homelessness and affordable housing into relatable content via infographics and images;

     * Support multidisciplinary project teams that include policy experts and project managers from within and outside the Housing Department;

     * Produce the Department's annual report as well as reports for teams within the Department (e.g., Rent Stabilization Program, Homelessness Response Team); and

     * Support the Department's language access program and work with the City Manager's Office to ensure compliance with citywide language access policies.

The City of Berkeley is seeking a Housing Development Specialist (Community Development Project Coordinator)! In this role you will have the opportunity to be part of the team responsible for implementing the City’s Housing Trust Fund and Small Sites Programs. This position will work on renovations and new construction projects, the latter of which will include developments at the North Berkeley and Ashby BART sites. You'll work closely with nonprofit developers to underwrite project proposals, recommend funding, negotiate loan and regulatory agreements, and monitor project progress. You will also provide technical assistance and capacity building support to smaller, emerging developers.

As a contributing member of Housing and Community Services Division (HCS) and the Health, Housing and Community Services Department (HHCS), this position is part of a team that is dedicated to enhancing community life and supporting housing, health, and wellness for all. MINIMUM QUALIFICATIONS
A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four-year college with major coursework in business, planning, or public administration or a closely related field and four (4) years of professional project management experience in community development, such as housing, economic development, public works, or planning. Lead and/or supervisory experience is desirable.

A master's degree in a related program is desirable and can be substituted for one (1) year of the required experience.

Must be able to attend evening meetings. A valid California driver's license is desirable.

DEFINITION

Under limited direction, the Housing and Economic Development Manager directs and administers the division to which they are assigned. More specifically, the Housing and Economic Development and Housing Manager develops, coordinates, and implements the City’s housing and economic development programs and related activities; initiates key long range planning activities based on the City’s General Plan, Housing Element, Belmont Village Specific Plan, Economic Development Strategic Plan, and regional initiatives; provides housing and economic data to inform key policy decisionmakers; develops and implements marketing, branding and outreach activities for business engagement; and performs related duties as assigned. 

DISTINGUISHING CHARACTERISTICS 

The Housing and Economic Development Manager functions as manager over the Citywide area of practice to which they are assigned, i.e., housing/economic development activities and provides technical expertise to other City departments and related agencies. The Housing and Economic Development Manager is distinguished from the next lower classification of either Management Analyst I/II in that the former is a division level manager, with vast programmatic responsibilities, expected to function with limited supervision.

We're looking for a Supervising Public Health Nurse to manage programs in our Public Health Division! Join us in our mission to achieve health equity and optimal health for all people in Berkeley through systems change, service provision, and collaboration with community members and partners.

As a Supervising Public Health Nurse, you will have the opportunity to direct the Family Support Services Unit or the Communicable Disease Prevention and Control Unit. You will supervise nursing and support staff, develop program goals and policies, and perform professional nursing work within your program. You may also coordinate and supervise the operation of health-related services like Targeted Case Management and programs involving education, prevention, and coordination of resources.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is: Equivalent to graduation from a four-year college or university (accredited by the National League for Nursing) with major coursework in nursing and four (4) years of general public health nursing experience with involvement in project leadership or program planning, including one (1) year of lead-level experience. A master's degree in public health or public health nursing is desirable.

• Possession of a valid California State Public Health Nursing Certificate
• Willing to work evenings or weekends

Behavioral Health Clinician I:
Behavioral Health Clinicians at this level provide a variety of community behavioral health services to clients and to the community in an outpatient setting. Responsibilities include conducting assessments; performing case coordination, care management, and rehabilitative services; providing diagnosis and treatment plans; providing psychotherapy; providing linkage to resources and support to maintain resources; and preparing reports, case summaries, and other required forms.

Behavioral Health Clinician II:
At this level, Behavioral Health Clinicians handle more complex or difficult client cases. In addition to the responsibilities of a Behavioral Health Clinician I, incumbents at this level may lead teams conducting intake assessments and crisis intervention. 

Required Qualifications

Both positions require a master's degree from a recognized school of Social Work, Counseling, Psychiatric Nursing, or other Marriage and Family Therapy eligible discipline, or a doctorate degree in Psychology. 

Behavioral Health Clinician I:

Field placement of at least one (1) year in a medical, psychiatric, or community mental health setting

Registration as an Associate Marriage and Family Therapist (AMFT), Associate Clinical Social Worker (ACSW), and/or Associate Professional Clinical Counselor (APCC) with the State of California Board of Behavioral Sciences (BBS) OR a Registered Psychologist with the Board of Psychology. 

Behavioral Health Clinician II: 

Two (2) years of experience in an out-patient clinic, hospital, child guidance clinic, mental health program, or family agency which included regular psychiatric consultation

San Mateo County Health - San Mateo Medical Center and its outpatient clinics are seeking experienced Certified Medical Assistants - Spanish Speaking Preferred to join our care teams. Under direct supervision of licensed staff, Certified Medical Assistants (CMAs) perform a variety of patient care and other services required to treat patients in a health services outpatient or mobile clinic.

The current vacancies are Regular vacancies and Extra Help vacancies. Future vacancies may include extra-help, limited term, unclassified, and regular classified positions.

Extra Help - Extra-help positions are short-term employment for up to 1040 hours which is equivalent to about six months; however, employment might end sooner depending on the needs of the hiring departments. Extra-help assignments are at-will and the employee is paid on an hourly basis. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra-help workers are not guaranteed permanent status at the end of the extra-help assignment.

Term - Term positions are designated for a specific and limited period of time, anywhere from 6 months to a maximum of 3 years depending on the assignment. Benefits package for term positions are similar to regular positions EXCEPT for retirement. Term employees receive a 401A retirement package and are not eligible for retiree health benefits or a defined benefit pension.

Unclassified - Unclassified positions are at-will for a limited duration, typically associated with grant or other special funding. These positions are not covered by San Mateo County Civil Service Rules; and there is no formal probation period. The following are the same for classified and unclassified positions: salary, increases and other forms of compensation; accrual of sick leave, vacation, overtime, holiday and leaves of absence; health, dental, vision, long & short term disability, and retirement.

Medical Services Assistants II who are assigned to the clinics and perform advanced patient care duties as defined in the classification specification shall receive a differential of 6.2% in addition to all other compensation.
 

Examples Of Duties

Duties may include, but are not limited to, the following:

• Accurately take and record the condition, respiration, pulse, temperature and blood pressure of patients; record other pertinent information as observed or measured.
• Apply non-sterile dressings and administer non-medicated treatments under the supervision of a registered nurse, licensed physician, surgeon, podiatrist, nurse practitioner or physician assistant.
• Carry out rehabilitation procedures as directed by therapists; perform a range of motion body movement with/for patients; position and exercise patients.
• Assist in therapeutic milieu programs.
• Advise patients on the use of restorative equipment.
• Observe and practice proper isolation techniques.
• Operate various types of sterilization equipment.
• Transport specimens, medical records and related items.
• Enter and retrieve a variety of information in automated systems.

With additional training and/or certification(s), some employees may perform the following duties under conditions required by code and department policy:

• Perform injections including immunizations.
• Perform finger stick tests of all types including glucose testing.
• Perform skin tests including PPDs.
• Perform venipuncture and blood draws.
• Perform hearing and vision tests.
• Perform waived CLIA tests including dipstick UAs, and pregnancy tests.
• Provide for proper tracking and recording of laboratory tests.
• Take patient histories including risk factors.
• Set up, administer and record the results of EKGs.

Qualifications

Certification Requirement:
Possession of a Medical Assistant Certificate or a certificate of completion or degree from an accredited medical assisting program is required. A certificate of completion of an approved medical assisting program must be submitted at the time of application.

Bilingual Fluency:
Some positions may require bilingual skills. Fluency in both English and Spanish is required to be considered for a bilingual position.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is:

One year of experience in an outpatient clinic or doctor's office as a nurse's assistant or medical assistant.

Knowledge of:

• Principles, techniques and procedures specific to area of assignment.
• Principles and techniques in delivering patient care services related to personal hygiene, comfort, treatment, transportation, rehabilitation and physical or psychosocial needs.
• Infection control.
• Diagnostic imaging.
• Safe lifting techniques.

The City of San Jose, Animal Care and Services Division is seeking two (2) full-time Animal Shelter Veterinarians and multiple part-time Animal Shelter Veterinarians to work at the Animal Care Center. The Animal Shelter Veterinarian may perform all aspects of shelter medicine in a large animal shelter. Duties may include routine spay/neuter surgeries on cats, dogs, and other animals as indicated. This position provides direct care and treatment of homeless animals entering the City of San Jose’s Animal Care Center.

In addition, this position is required to diagnose, treat, and/or recommend euthanasia. Registered Veterinary Technicians will be assigned to assist this position with the preparation and post-surgery processes of spay/neuter and other surgical procedures. 

The full-time benefited position and part-time unbenefited positions will be reporting to the Medical Services Director (Division Manager) of Animal Care and Services. This classification is represented by City Association of Management Personnel (CAMP).

Duties may include, but are not limited to the following:

• Directs, coordinates and performs the screening, diagnosis, and basic and emergency medical treatment of animals in the shelter.
• Performs or supervises the visual monitoring of impounded animals, including those that may be isolated or quarantined for signs of illness or unusual behavior.
• Performs surgical procedures, including spay/neuters and vaccinates animals to prevent diseases.
• Maintains accurate medical records of animals.
• Effectively communicates the condition and status of animals with shelter staff to allow shelter staff to communicate with public.
• Advises staff on matters within the veterinary field.
• Orders, maintains and controls the drugs used at the shelter and in the field.
• Trains appropriate staff in administering first aide and vaccinations to animals, the performance of euthanasia and other paramedical duties.
• Performs and directs staff to perform euthanasia of animals that are irremediably suffering from serious illness or severe injury, as necessary
• Ensures that shelter staff participates in a comprehensive disease prevention program for the animal shelter.
• Participates in special spay/neuter or vaccination clinics.
• Supervises staff to include: prioritizing and assigning work; providing technical guidance to staff; ensuring staff are trained; and making hiring, termination and disciplinary recommendations.
• Ensures compliance of activities to codes and all legal regulations.

Physical Requirements 
 
Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds while handling animals and equipment. Employees may be exposed to cold and hot temperatures, loud noises, odors, dust, air contaminants, blood borne pathogens while using hypodermic needles on animals and may be exposed to animal scratches and bites.
