The City of Marysville is seeking qualified candidates for the position of a Human Resources Manager, Assistant to the City Manager and City Clerk; this recruitment will fill 1 vacancy and create an eligible list.  

This recruitment will encompass three (3) different positions with the City of Marysville (Human Resources Manager (HR), Assistant to the City Manager (ACM) and City Clerk (CC); due to this caveat this classification specification will list duties and responsibilities for the three (3) positions.
The Human Resource Manager will conduct, lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices. ACM - To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records. CC- The City Clerk shall perform those duties set out in the City of Marysville Charter and ordinances, as well as is prescribed by State and other law. The City Clerk shall also perform other duties incident to these laws, including staff support to the City Council approximately two times per month, as well as the Oversight Board and Levee Commission on an as need basis.

SUPERVISION RECEIVED AND EXERCISED

HR - Recruits, interviews, hires, and trains new staff in the department. Oversees the daily workflow of the department. Provides constructive and timely performance evaluations. Handles discipline and termination of employees in accordance with company policy. ACM - Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

ACM –

• Compile information for agenda preparation; collect background information; assemble agenda for printing; distribute packets to City Council and various agencies.

• Prepare and distribute updates and revisions of Council Policy and those of city boards, commissions, and committees.

• Respond to inquiries from the public by letter, telephone and in person regarding Council action and records; research information for public or city staff when necessary.

• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.

• Serve as custodian of the city seal and city archivist for official records.

• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.

• Maintain list of commissions and boards; receive applications for membership on boards and commission; publish notices for vacancies; process applications for Council selection; notify applicants of results.

• Assist City Manager in responding to various inquires related to city operations, policies, and programs.

• Serve as financial disclosure officer for Fair Political Practices Commission for campaign disclosure forms and statement of economic interest.

• Represent the department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.

• Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.

• Process Worker’s Compensation Claims and coordinate other confidential HR-related activities.

CC-

• Appointed by the City Council.

The California Children's Services (CCS) Medical Therapy Unit (MTU) is seeking a Full-Time Physical Therapist to provide a full range of physical therapy treatments/services to children with physical disabilities from birth to 21 years at special education sites. The children have chronic neuromuscular conditions, such as cerebral palsy, spina bifida, traumatic brain injury and muscular dystrophy. The incumbents will be working on an interdisciplinary team with parents and other professionals. This is a unique opportunity to work in a friendly and cooperative team environment based at Medical Therapy Units in San Mateo and San Bruno.
 
The ideal candidate has graduated from an accredited physical therapy curriculum and has at least one year of experience working in pediatrics, with neurological and orthopedic conditions. The ideal candidate is licensed as a Physical Therapist by the Physical Therapy Board of California; has experience working with children of all ages; and is able to use an electronic medical record system. Physical therapists without pediatric experience and/or new graduates are encouraged to apply. Lastly, the ideal candidate would be interested in expanding their knowledge regarding therapy intervention and treatment for various diseases.
 
Physical Therapist I, CCS ($45.61 - $57.03 / Hourly) is the entry level class in this series. Under immediate supervision, incumbents perform the full range of general therapy treatments while developing and learning the skills to apply more advanced and/or specialized treatments. This class is flexibly staffed with Physical Therapist II, CCS and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher level class.
 
Physical Therapist II, CCS ($51.12 - $63.90/ Hourly) is the experienced journey level class in this series. Incumbents in this class perform the full range of general therapy treatments with a greater degree of independence and proficiency, additionally applying more specialized and advanced therapy treatments. Staff may also provide technical advice and training to less experienced staff.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Under medical direction, plan and perform physical therapy intervention for children with physical disabilities.

Qualifications

Licensure/Certification:

• Eligibility for or licensure as a Physical Therapist by the Physical Therapy Board of California. Failure to obtain licensure within twelve months of employment may result in termination.

Physical Therapist I, CCS: Graduation from an approved school of physical therapy.

Physical Therapist II, CCS: One year of supervised experience in pediatric physical therapy.

Responsibilities

Correctional Health Services (CHS) therapists provide clinical mental health services utilizing Trauma Informed Care to inmates with mental illness, serious mental illness, or substance use disorders and/or co-occurring disorders of mental illness, serious mental illness, and chemical dependency. They also provide case management services and discharge planning by interviewing inmate patients to assess mental health needs and formulate treatment plans. They function as a team member in a multi-disciplinary work setting where they collaborate with Sheriff's Office staff to manage inmate patients' daily activities. THE POSITION:
The City of Hayward is recruiting to fill one vacancy in the Human Resources Manager classification. The current vacancy is responsible for the City’s Total Rewards Division, manages and supervises all aspects of citywide employee health and wellness programs, including employee benefits, retirement, workers' compensation, leaves of absence, and safety and risk management.

THE IDEAL CANDIDATE: 

The ideal candidate for the Total Rewards vacancy is a seasoned human resources professional with a deep understanding of employee benefits, workers’ compensation, leaves of absence, health and wellness engagement, and comprehensive safety programs.

Top candidates will have three (3) years’ experience directly supervising diverse teams of professional, technical, and administrative staff within in public sector environments and direct experience administering organization-wide benefits, leaves, workers’ compensation, and risk and safety programs. Candidates most likely to be successful in this role will balance industry standard expertise and best practices with organizational needs to enhance systems and processes that help deliver these services to City employees. Candidates with success utilizing strong negotiation skills, managing vendor relationships, strategic organizational and interpersonal skills, and the ability to effectively manage multiple projects and competing priorities are strongly encouraged to apply. 

SUPERVISORY RELATIONSHIP: 
 
General direction is provided by the Deputy Director of Human Resources. Provides direct supervision of professional, technical, and administrative staff assigned to the Human Resources Department.
 

DISTINGUISHING CHARACTERISTICS:
 
This is an unrepresented mid-management classification that oversees, directs, and participates in the day-to-day operations of an assigned Human Resources division, including planning, and budgeting, coordinating with other divisions and departments, and managing and accomplishing the complex and varied functions of the department. The position is distinguished from the Senior Human Resources Analyst, which is an advanced journey-level classification that performs a wide variety of professional level duties independently but does not have full division management responsibility.  The classification is distinguished from the Deputy Director of Human Resources, which is a single management-level classification that provides oversight of the entire Human Resources program and assists the Director of Human Resources in overall Human Resources management and policy development.

Essential Duties:

• Duties may include, but are not limited to the following:
• Develops and directs the implementation of goals, objectives, policies, procedures, and work standards for the assigned program area. 
• Selects, trains, and provides for the professional development of department staff; plans, organizes, administers, and evaluates the work of department staff; evaluates and monitors workflow and distribution of work; authorizes discipline as required.
• Interprets and applies City rules, policies and procedures, Memoranda of Understanding, and local, state, and federal laws; provides policy guidance and interpretation to staff.
• Develops City policies and procedures related to the assigned program area; monitors changes in laws, regulations, and technology that may impact operations and revise rules as needed.
• Prepares, administers, and is responsible for the budget for assigned program areas; forecasts additional funds needed for staffing, equipment, materials, and supplies; administers the approved budget; monitors and controls expenditures.
• Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; identifies opportunities for improvement; directs the implementation of change. 
• Researches, compiles, analyzes, and evaluates general and statistical information regarding assigned program area.
• Prepares and directs the preparation of a variety of written correspondence, reports, procedures, and other written materials.
•  Provides technical advice to the City leadership team and the Council in area of expertise. 
• Assumes the responsibility of the Deputy Director of Human Resources in their absence or as needed.
• Builds and maintains positive working relationships with other City employees, consultants, and the community. 
• Confers with and represents the Department and the City in meetings with members of the Council, Personnel Commission, various governmental agencies, developers, contractors, business, and industrial groups and the community. 
• Maintains and supervises the Technology Information Systems as they relate to the Department, confidential personnel files, and other sensitive employee records.

Knowledge of:

• Principles, practices, and techniques of human resources in a public agency setting, including recruitment, selection, equal employment opportunity, and employee onboarding; job analysis and classification; compensation and benefit analysis and administration; employee relations, including the interpretation of laws, regulations, policies, and procedures; public sector labor relations, including effective negotiation techniques, grievance resolution methods, and progressive discipline.
• Practices of researching program issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective staff reports. Applicable Federal and State laws; City regulations, codes, policies, and procedures
• Administrative principles and practices, including goal setting, program development, implementation, and evaluation and supervision of staff, either directly or through subordinate levels of supervision. 
• Principles and practices of budget development, administration, and accountability. 
• Organization and supervisory practices as applied to the development, analysis, and evaluation of programs, policies, and operational needs of the assigned program. 
• Modern office practices, methods, and computer equipment. 
• Recordkeeping principles and procedures.

• English usage, grammar, spelling, vocabulary, and punctuation. 
• Techniques for effectively representing the City in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations. 
• Techniques for providing a high level of customer service to public and City staff, in person and over the telephone.

Ability to:

• Plan, organize, administer, coordinate, review, and evaluate all areas of a comprehensive human resources management program. 
• Administer programs and the work of staff directly. 
• Provide for the selection, training, development, motivation, and work evaluation of staff. Develop and implement goals, objectives, policies, procedures, work standards, and internal controls for the department. Interpret, apply, and explain complex laws, codes, regulations, and ordinances. 
• Provide staff support in complex, sensitive, or difficult human resources related assignments requiring a high level of independent judgment, strong analytical skills, and sophisticated knowledge of applicable laws, regulations, and contractual agreements. 
• Prepare and administer budgets; allocate limited resources in a cost-effective manner. 
• Effectively represent the department and the City in meetings with governmental agencies, professional, regulatory, and legislative organizations. Research, analyze, and evaluate new service delivery methods, procedures, and techniques. 
• Make sound, independent decisions in day-to-day activities and in emergency situations. 
• Conduct thorough fact finding or investigations as needed.
• Conduct complex research projects, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports. 
• Analyze, interpret, summarize, and present administrative and technical information and data in an effective manner. 
• Prepare clear and concise reports, correspondence, policies, procedures, and other written materials. 
• Make accurate arithmetic, financial, and statistical computations. 
• Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines. 
• Operate modern office equipment including computer equipment and specialized software applications programs. Identify and take appropriate action when unusual operating problems occur.

Minimum Qualifications:

EXPERIENCE AND EDUCATION:

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Five (5) years of increasingly responsible Human Resources management experience including assignments in the areas of recruitment, selection, classification, training, compensation, employee and labor relations, worker's compensation and safety administration, and employee benefits or other pertinent job-related areas, including two (2) years of supervisory or lead experience.

Education: Equivalent to a Bachelor's Degree from an accredited college or university with major course work in human resources, business, or public administration or closely related field.
