DEFINITION

Under the supervision of the Plant and Equipment Maintenance Manager, does skilled mechanical work in repairing and installing equipment in the Water and Wastewater systems; and performs other duties as assigned.

EXAMPLES OF DUTIES

Installs, replaces and repairs pumps, motors, generators, and auxiliary equipment; levels and aligns equipment to prevent vibration; installs and connects instruments, gauges, tubing, pipes, instrument panels, switches and valves; dismantles pumps, compressors, motors and generators for inspection of worn or broken parts and makes appropriate adjustments, replacements and repairs; keeps written and computerized records of repairs and maintenance services performed; furnishes Plant and Equipment Maintenance Manager with information for parts and inventory control; assists operators and maintenance personnel in the general maintenance of equipment and facilities of the Department of Water and Wastewater Resources; may be required to work under adverse conditions.

MINIMUM QUALIFICATIONS

Knowledge of:           The installation, operation and repair of pumps, compressors, motors, generators and related equipment; mechanical ability and skill in the use of tools and materials involved in the installation, maintenance and repair of mechanical and electrical equipment; use of welding equipment and cutting torch; knowledge of pipe and pipe fitting installations; use of appropriate safety equipment and tools and principles of safety and accident prevention.

DEFINITION

Under general supervision, the Plant Operator II during an assigned shift is responsible for operation of the wastewater treatment plant and for maintaining a variety of machinery and equipment.

EXAMPLES OF DUTIES

This vacancy is specifically for the Field Operations CSO position.

The City of Foster City is looking for a dedicated and responsible individual to join the Police Department as a Senior Community Services Officer. This position requires mature judgement and discretion and is given specialized training. We are seeking highly skilled individuals with excellent interpersonal and communication skills. Under general supervision, this position supplements administrative staff and provides support for sworn staff in police operations. There are four main assignment areas for the position, but currently there is only one vacancy in Field Operations.

Field Operations Assignment:
Performs vehicle abatement duties, provides parking enforcement, performs evidence collection and processing in accordance with departmental procedures, prepares police and operational reports. Responds to subpoenas as necessary. Handle a variety of department fleet maintenance and equipment maintenance duties; run errands in support of department operations, and other duties as assigned.

The Air District is currently accepting applications for the position of Principal Staff Specialist in the Strategic Incentives Division (SI) Division. This is an open recruitment for one (1) full-time, represented position.

The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. The Wastewater Treatment Plant (WWTP) is a 15.7 MDG sub-regional facility that serves an estimated 164,545 customers  administering the annual operation and maintenance budget over $12.8 million with a staff of 34 professional and technical personnel.  The City of San Mateo is building a team tasked with the safe and continuous operation of the current expansion of this conventional activated sludge plant by introducing new facilities including; preliminary treatment, primary treatment, enhanced biological nutrient removal/membrane bioreactors (BNR/MBR), biological and chemically enhanced treatment (BioACTIFLO), and additional upgrades to existing process equipment. A vital and instrumental member of this team is the WWTP Operator III.

The Position

This position will receive general direction from the Chief Plant Operator and instruction from their Shift Supervisor to provide daily guidance to lower level operators and trainees. The WWTP Operator III will be responsible for supporting these efforts to guide, develop and mentor staff on their assigned shift, act in a supervisory capacity in the absence of the Shift Supervisor, and is the assigned lead in getting both scheduled and unscheduled work completed. Those who have prepared themselves and are ready for the challenge to use their skills as a journey-level wastewater professional should seriously consider this opportunity.

This position is assigned rotating shifts working nights, weekends, and holidays with on-call emergency response 24 hours per day.  However, along with this challenge is the benefit of working  a 12-hour shift that results in a very favorable work/life balance and requires the minimum commuting days as compared to other standard 8-hour shifts.

The Duties

Depending upon assignment, duties may include, but are not limited to the following.

Operate wastewater treatment facilities to control flow and processing of wastewater, sludge and effluent; monitor gauges, meters and control panels; observe variation in operating conditions, interpreting meter and gauge readings and test results to determine process requirements.

• Operate valves and gates; start and stop pumps, engines and electric motors to control and adjust flow and treatment processes; operate and maintain boilers; perform routine maintenance work on valves, tanks, related equipment and facilities to optimize performance.
• Maintain appropriate plant records to support water quality goals.
• Perform the duties of the Designated Operator-in-Charge when required in accordance with State regulations.
• Operate rolling vehicles and stationary machinery as required to perform essential job functions.
• Foster and maintain good working relationships and provide excellent customer service in the course of their work.
• Assist in the inventory, requisition, and purchase of supplies and materials.
• Supervise and train less experienced operators on assigned shift.
