San José Clean Energy, or SJCE, is San José's local, not-for-profit electricity supplier operated by the City of San José's Energy Department. The Principal Accountant will be responsible for leadership and oversight of fiscal management functions for San José Clean Energy (SJCE). The incumbent in this position will lead the Department's fiscal/accounting team and oversee all fiscal management activities for SJCE, including but not limited to the following:

• Develop and maintain accounting policies, procedures, and business processes to comply with generally accepted accounting principles and satisfy the financial management requirements associated with long-term power purchase agreements;
• Lead the development of SJCE standalone audited basic financial statements and SJCE financial statements in the City's Annual Comprehensive Financial Report;
• Prepare quarterly financial statements (unaudited);
• Facilitate external auditor inquiries for standalone financials, City Annual Comprehensive Financial Report, and Agreed-Upon Procedure engagements;
• Lead the preparation of quarterly financial statements (unaudited);
• Analyze the impact of GASB pronouncements on SJCE's financial statements and develop accounting practices to satisfy GASB pronouncements;
• Actively participate in the financial planning and forecasting for SJCE with particular focus on validating actual financial data, proposed assumptions, and general feasibility of projections in the current and upcoming fiscal years;
• Manage external auditor inquiries pertaining to SJCE standalone financial statements and City Annual Comprehensive Financial Report.

The mission of the City of San José 's Park Ranger Program is to provide a safe, enjoyable park experience by protecting and educating the public, providing recreational opportunities, and by protecting, preserving, and enhancing the natural and cultural resources of the City's parks, trails, and open spaces.

Over the course of the program's 50+ year history, San José Park Rangers have worked to ensure a safe and enjoyable atmosphere in city parks. Park Rangers assist park users, provide information on appropriate park use, and educate visitors on park rules and procedures. As public safety officers, Park Rangers also render emergency medical care, conduct search and rescue operations, and perform wildland fire prevention patrols as well as provide initial wildland fire suppression. As stewards of the City's natural and cultural resources, Park Rangers work to protect and monitor park lands, restore native vegetation, maintain rustic hiking trails, and educate the public on the cultural and natural history of San José. Park Rangers also maintain safety and security in our neighborhood parks and along trails.

The Parks, Recreation, & Neighborhood Services Department is looking for a highly motivated, personable individual with strong leadership skills and innovative ideas to direct and organize park personnel in day-to-day operations in the protection of parks, trails, recreation facilities and watersheds within the City of San José.

Work schedule includes weekends, holidays and evenings and may fluctuate depending on season or condition.

Supervising Park Ranger Position & Duties:

Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and making hiring, termination, and disciplinary recommendations.

• Evaluates training needs and workload balance for staff and prepares plans for implementation.
• Supervises staff engaged in park, trail, and facilities patrol, protection, or enforcement, and performs enforcement of park rules and regulations.
• Supervises and prepares and provides responses to park visitor complaints.
• Prepares and reviews written reports such as police, fire, injury, activity, vandalism, and visitor data reports; may make court appearances.
• Assumes responsibility for safety of subordinate personnel and park visitors.
• Operates light vehicles, radios, and other equipment necessary to perform Rangers activities.
• Supervises and performs the preparation and presentation of interpretive and educational programs related to park services to civic groups and park visitors.
• Recommends improvements and inspects conservation and resource management projects to maintain and restore the natural and cultural resources in City parks and undeveloped City park lands.
• Monitors weather and fire condition reports; may recommend restricting park use.

Additional duties may include:

• Performs and directs search, rescue, fire suppression, and other emergency activities; may coordinate activities with other public safety agencies.
• Completes equipment and supply requisitions.
• Provides budget input on needed personnel, equipment, supplies, and related items.
• Performs enforcement duties such as park patrol and writing misdemeanor citations; may make arrests of persons in violation of Federal, State, or Municipal rules and regulations.
• Supervises and provides cash handling services in the routine collection and/or fees from customers; performs revenue accountability and is responsible for petty cash receipts.
• Performs other related duties as required.

The City of Saratoga is currently recruiting to fill a full-time Accounting Technician position within the Administrative Services Department. The incumbent will report to the Finance Manager.

The Accounting Technician, under general supervision, performs journey-level technical and administrative account support duties associated with preparing, maintaining, and processing accounts receivable and accounts payable records and transactions. The incumbent’s duties include reconciling accounts and ledgers, preparing financial reports, batch runs and wire transfers, tracking and maintaining manual and computerized accounting and financial records, establishing and updating vendor records, and performing related duties as assigned. The incumbent will be assigned to the Accounts Payable and Program Procurement Support responsibilities.

The Technician will have knowledge of and proficiency in: Terminology and practices of financial and account document processing and record-keeping, including accounts receivable, accounts payable, utility billing, and business licensing; Methods and techniques or preparing and maintaining records of financial transactions; Methods and techniques of researching and resolving accounting transactional discrepancies; Business arithmetic and basic accounting and financial management knowledge; Record-keeping principles and procedures; Applicable federal, state, and local laws, codes, and ordinances relevant to the area(s) of responsibility; and related areas necessary to perform the essential functions of the position.

City offices operate on a 9/80 schedule. This position is located at City Hall, 13777 Fruitvale Avenue; operational hours are 7:30 am-5:00 pm.

The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together these divisions carry out the mission of the Finance Department to ensure that the financial/fiscal activities of the City are performed, recorded, and presented in compliance with professional and ethical standards.  
 
The Position: 
Positions in this class are flexibly staffed, and are frequently filled by advancement from the Accounting Technician I class, or when filled through recruitment, require additional experience.  The appointing authority will approve appointment or promotion based on the employee's demonstrated ability to perform the full range of duties for the class and meet the qualification standards for the class.  Incumbents within this class are distinguished from the Accounting Technician I by exhibiting a higher level of judgment and independence in performing the full range of duties as assigned.

 • Processes levies and judgments in accordance with laws and regulations;
 • Uses queries and computer applications to maintain control totals of base salaries City wide and balance salaries to payroll on a biweekly basis;
 • Using computer applications, including electronic spreadsheets and word processing software, reconciles biweekly or monthly benefits and deductions and prepares reports, memos, supporting documentation and payment requests;
 • Maintains accurate paper and electronic documentation, including files;
 • Sorts, indexes, and files materials, using a variety of standard filing methods; and

Minimum Qualifications

Education and Experience: 
• Graduation from high school or possession of a GED; and
 • Completion of thirty (30) semester units or forty-five (45) quarter units from an accredited college or university including at least six (6) semester or nine (9) quarter units, which must be in Accounting or Bookkeeping; and
 • Two (2) years of work experience in Finance/Accounting (accounts receivable, accounts payable, payroll, or general accounting); and
 • Experience with  electronic spreadsheet and word processing programs; and
 • Experience with on-line financial and/or payroll systems; and
 • Ten-key by touch.

Desirable Qualifications:
 • Experience with PeopleSoft Financial or Human Resources/Payroll Systems.

Possible Substitutions:
 • Additional qualifying experience may be substituted for the required education on the basis of one (1) year of experience for fifteen (15) semester units.   (There is no substitution allowed for the requirement for six (6) semester or nine (9) quarter units in Accounting and Bookkeeping.)

Licenses:
 Possession of a valid California Class C driver's license is desirable.

Park Ranger classifications are stewards of the park system, providing public safety services, protecting and preserving natural and cultural resources in parks, and inspiring future generations to love and nurture nature. Park Rangers are often first on scene for medical, fire and other emergencies in the parks they oversee. They teach and enforce park rules so everyone can enjoy their visit, always aiming to resolve situations with the lowest possible level of enforcement by leading with education.   

Park Ranger Duties:  Specifically, under general supervision, this classification performs duties of moderate difficulty including performing overall work in park operations and visitor services; resource and environmental protection; greeting visitors and explaining/interpreting park features; performing rescue and fire suppression activities; administering emergency medical care as needed; patrolling parks; enforcement of state and local laws; performing conservation programs and projects; providing lead direction to other park personnel; coordinating and leading volunteer and internship programs; providing traffic and parking control; and preparing written and oral reports and other communication.

Senior Park Ranger Duties:  Under direction, provides lead direction to staff engaged in park patrol, protection, and enforcement of park rules and regulations. Assists park visitors, prepares interpretive and educational programs, and may assist in the coordination of emergency response activities. Participates in the protection, improvement, and maintenance of parks, trails, and facilities, and in the organization of day-to-day operations of the work group. Performs related work e.g. staff planning and scheduling, managing supplies and materials, purchasing materials and equipment as required.

Actual salary will be determined by the final candidate’s qualifications and experience.  The Park Ranger classifications consist of a base amount and an approximate five percent (5%) ongoing non-pensionable compensation pay as follows: 

·       Senior Park Ranger:  $92.776 - $113,087 (includes 5% non-pensionable compensation) annually

·       Park Ranger (FT):      $84,564 - 102.779  (includes 5% non-pensionable compensation) annually.

WORK SCHEDULES WILL FLUCTUATE TO MEET PARK OPERATIONAL NEEDS AND WILL INCLUDE WORK DURING LATE AFTERNOONS/EVENINGS, WEEKENDS AND HOLIDAYS.
