The Department: 

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together these divisions carry out the mission of the Finance Department to ensure that the financial/fiscal activities of the City are performed, recorded, and presented in compliance with professional and ethical standards.  

The Position: 

Accounting Technician I

This is the entry-level class within the Accounting Technician series in the classified service.   The class is distinguished from the Accounting Technician II by the performance of more routine tasks and duties assigned to the position within the series.

Accounting Technician II

Positions in this class are flexibly staffed and are frequently filled by advancement from the Accounting Technician I class, or when filled through recruitment, require additional experience.  The appointing authority will approve appointment or promotion based on the employee's demonstrated ability to perform the full range of duties for the class and meet the qualification standards for the class.  Incumbents within this class are distinguished from the Accounting Technician I by exhibiting a higher level of judgment and independence in performing the full range of duties as assigned.

The annual salary range for Accounting Technician I is $72,677.52- $92,943.24. The annual salary range for Accounting Technician II is $ 76,263.72 - $97,755.36.  This position will be filled at or near the bottom of the salary range. 

EDUCATION AND EXPERIENCE

Accounting Technician I

Minimum Requirements: 

• Graduation from high school or possession of a GED;
• Completion of thirty (30) semester units or forty-five (45) quarter units from an accredited college or university including at least six (6) semester units or nine (9) quarter units, which must be in Accounting or Bookkeeping;
• One (1) year of work experience in Finance/Accounting (accounts receivable, accounts payable, payroll, or general accounting);
• Experience with electronic spreadsheet and word processing programs; and
• Ten-key by touch.

Acceptable Substitution: 

• Additional qualifying experience may be substituted for the required education on the basis of one (1) year of experience for fifteen (15) semester units.  (There is no substitution allowed for the requirement for six (6) semester units or nine (9) quarter units in Accounting or Bookkeeping.)
• A Bachelor's Degree may be substituted for one (1) year of work experience in Finance/Accounting.

Desirable Qualifications: 

• Experience with on-line financial and/or payroll systems;
• Experience with PeopleSoft Financial or Human Resources/Payroll Systems.

Accounting Technician II

Minimum Requirements: 

• Graduation from high school or possession of a GED;

The Department of Public Works is recruiting for a Chief of Surveys to provide the following typical duties and responsibilities which may include but are not limited to:

• Supervises an office technical staff in the preparation of drawings, corner records, record of surveys, reviewing improvement plans and specifications, parcel maps and tract maps.
• Reviews, approves, or examines land surveying documents (maps, plats, reports, descriptions, etc.) under supervision of the Land Surveyor.
• Manages surveying staff including supervision, hiring, training and performance evaluations.
• Plans, coordinates, and schedules all office surveying activities.
• Sets and maintains standard practices for office surveying activities and quality control.
• Consults with public and private engineers, inspectors, and contractors relative to requested work and coordinates any necessary activities.
• Communicates with clients and the public and resolves issues that arise during field surveys.
• Performs map and document research for field and office survey projects.
• Interprets construction documents for construction surveys.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

 • Reviews documentation for Miscellaneous Accounts Receivable in order to generate invoices using on-line billing system;
 • Generates billing statements, demand letters and collection agency information;
 • Works with payers to develop payment plans;
 • Issues tags to departments for fixed asset purchases;
 • Uses computer applications, including electronic spreadsheets and word processing software, prepares reports, memos, and supporting documentation;
 • Maintains accurate paper and electronic documentation, including files;
 • Sorts, indexes, and files materials, using a variety of standard filing methods;
 • May represent the City of Santa Clara in Small Claim actions;

 • Additional qualifying experience may be substituted for the required education on the basis of one (1) year of experience for fifteen (15) semester units.   (There is no substitution allowed for the requirement for six (6) semester or nine (9) quarter units in Accounting and Bookkeeping.)

Licenses:
 Possession of a valid California Class C driver's license is desirable.

Knowledge, Skills, and Abilities

Knowledge of:
 • Accounting methods and procedures;
 • Office machines and common office equipment including a personal computer, copier and facsimile machine;
 • Accounting transaction processing in the payroll, accounts payable, general accounting, or cash and bank reconciliation areas;
 • Computer applications (such as Peoplesoft, QuickBooks, and Microsoft Word, Access, Excel, and Powerpoint), databases, spreadsheets including data management;
 • Financial and payroll software systems;
 • Research methods and techniques; and
 • Office safety practices, procedures and standards.

 • Process financial data and make arithmetical computations rapidly and accurately;
 • Analyze and interpret financial and accounting records;
 • Interpret and apply administrative and departmental policies, laws and rules;
 • Understand basic algebraic relationships;

 • Research, analyze and investigate work related issues;
 • Operate standard office equipment;
 • Use personal computers and applicable software;
 • Interact with City employees on various accounting related issues;
 • Provide excellent customer service;
 • Establish and maintain effective working relationships with those contacted in the course of    
   work;
 • Work in a team-based environment and achieve common goals;
 • Communicate clearly, tactfully and effectively, both orally and in writing;
 • Understand, follow and carry out oral and written instructions;
 • Spell correctly and use proper English grammar;
 • Perform tasks without being told, working in the best interest of the City;
 • Effectively handle multiple priorities, organize workload, and meet strict deadlines;
 • Analyze work processes and suggest work improvements;
 • Using computer applications, prepare spreadsheets, memos and procedural documentation;
 • Type from clear copy at a net rate of not less than 25 words per minute on a computer    keyboard; and
 • Walk or stand for extended periods of time and bend, stoop, reach, carry, climb, and lift as necessary to perform assigned duties.
